AGENDA SUMMARY REPORT
To: Honorable Mayor and Council Members
From: Brian Bender, City Manager
Agenda Title: APPROVE THE PROPOSED ASSISTANT CITY MANAGER DESCRIPTION (EFFECTIVE MARCH 10, 2022).
Type: Presentation Consent Regular Agenda Public Hearing Urgent Time: N/A Summary of Request: Staff seeks the City Council to approve the proposed Assistant City Manager description. The main reason for the existence of this classification is to establish a more efficient management system within Administration. Currently, the organization contains the position of a Deputy City Manager / City Clerk that combines responsibilities of two widely different titles. Consequently, the organization is not maximizing the merits of either position and as a result, workflows are suffering. The alignment of the Assistant City Manager position is to support the City Manager in the day-to-day operations of the City as well as have a greater opportunity to oversee much-needed long-term projects at various City facilities. Whereas, the City Clerk will have the task of processing all municipal clerical assignments as this work is becoming more time consuming.
Major responsibilities include consulting with and advising the City Manager on management of administrative matters and community and operational needs; leading the execution of complex policies and programs set by the City Council to fulfill the goals and objectives of the City. This position provides direct oversight and leadership to a diverse portfolio of City Departments and functions, serves as key representative of the City Manager’s office in the community, and guides budget development, adjustments, and monitoring. The Assistant City Manager acts as manager of the City Airport and plans, directs and coordinates the functions and activities of the airport. This position serves as the City Manager in their absence and serves as a member of the City’s Executive Management Team.
Recommended Action: Approve the proposed job description for the Assistant City Manager as presented.
Alternative(s): None recommended.
Fiscal Impact: The mid-year Budget Amendment going before the City Council on March 23rd will describe the financials associated with this position, the City Clerk, and subsequent Finance Department staff realignments (Accountant and Accounts Payable).
Personnel Impact: The position will be filled internally by the Deputy City Manager/City Clerk. The position of the Deputy City Manager/City Clerk will be downgraded to City Clerk and will also be filled internally.
The candidate who fills the City Clerk position will need to be filled externally.
