AGENDA SUMMARY REPORT
To: Honorable Mayor and Council Members
From: Andrea Trincado Slater, Project Manager
Agenda Title: DISCUSSION AND POSSIBLE ACTION ADOPTING A RESOLUTION ESTABLISHING THE CITY’S 2022-23 PROJECT LIST FOR THE LOCAL STREETS AND ROADS PROGRAM (SB1) FUNDING REQUIREMENTS.
Type: Presentation Consent Regular Agenda Public Hearing Urgent Time: 30 min Summary of Request: The Local Streets and Roads (LSR) Program was established as part of the Road Repair and Accountability Act of 2017 (Senate Bill 1). The City has received funding from this program since fiscal year 2017-18 for local road repairs. This funding has been primarily applied toward the Annual Striping Program; although, it has also been used to pay for some survey equipment. Estimates for FY22/23 project the City to receive $104,391 this coming year. The program requirements are relatively minimal: adopt an annual project list by resolution, submit annual reports, and meet the Maintenance of Effort (MOE) requirements. Over the last several years, the City has not met the MOE requirement of a minimum expenditure amount of $291,473.67 for street maintenance from the General Fund. It is anticipated that at some point the California Transportation Commission (CTC) may reduce the City’s funding from this program if the MOE continues to not be met.
The proposed project list for FY2022/23 the is as follows:
FY22/23 Local Streets and Roads Program
• Annual Traffic Striping Program,
• Survey equipment maintenance and replacement,
• Project management software and field tablet, and
• Traffic safety equipment, such as cones, delineators, and signs.
The Annual Striping Program is needed to maintain traffic safety in town. Staff has been maintaining traffic striping citywide by putting streets in town on a five-year rotational schedule, so the traffic striping for any given street will be done every five-years at minimum. High traffic areas and school zones are typically striped annually.
Staff recommends approving the attached resolution adopting the project list for FY22/23 and direct staff to submit the adopted resolution to the California Transportation Commission (CTC) by June 30th.
Recommended Action: Adopt the attached Resolution and Project List as required by the SB1 Local Streets & Roads requirements.
Alternative(s): None
Fiscal Impact: The City is projected to receive $104,391 in funding, unless it is reduced this year due to the City not meeting the MOE.
Personnel Impact: The anticipation is for only minimal staff time to process supporting documents.

Meeting Date: June 8, 2022
AGENDA SUMMARY REPORT
To: Honorable Mayor and Council Members
From: Rodney Wilburn, City Engineer
Agenda Title: DISCUSSION AND POSSIBLE ACTION AUTHORIZING ADVERTISEMENT FOR BIDS FOR THE GROUNDWATER RESILIENCY IMPROVEMENT PROJECT, PHASE I.
Type: Presentation Consent Regular Agenda Public Hearing Urgent Time: 10 Min Summary of Request:
LACO Associates under the supervisions of the City, prepared plans and specifications for the Groundwater Resiliency Improvement Project, Phase I. This project is located north of the enhancement wetland and extends to the existing Elias Replacement Well.
The project consists of abandoning the existing six-inch schedule 40 PVC raw water pipe in place and installing approximately 55 lineal feet of new eight-inch, C900 pipe and 3,530 lineal feet of new 10-inch DR-18 HDPE pipe. Along with the pipe installation, the project will also include the installation of one eightinch, gate valve, one air release valve (ARV), and one blow off valve. The 10-inch, DR-18 HDPE pipe will be installed via a horizontal drill rig to avoid disturbance of sensitive wetland habitat. Staff scheduled the project to start in September with the anticipation of running for six-weeks.
This will be the first phase of a two-phase project, with the second phase consisting of the installation of a 250,000 gallon contact tank and booster pumps to inject treated water into the distribution system. The cost of tanks has gone up considerably due to supply chain disruptions. It is anticipated that the cost of steel may come down in the coming year; therefore, staff may hold off on bidding Phase II until next spring or summer to see if costs come down as the supply chain catches up with demand. Both phases of the project will upgrade the existing groundwater system to create sufficient capacity to supply the City in the event that surface water is not available.
The engineer’s estimate for Phase I of this project is $561,275. The City received a $551,156 Proposition 1 Grant to pay for a portion of the project; therefore, eligible project costs will be reimbursed up to that amount. Any additional costs will be paid from the Water Fund.
The project plans are attached for Council’s review.
Recommended Action: Approve the authorization to advertise for bids for the Groundwater Resiliency Improvement Project, Phase I (Project No. 2021-03).
Alternative(s): No alternatives are recommended at this time.
Fiscal Impact: $625,000 will be budgeted in the FY22/23 Water Fund (503) budget to cover the cost of Phase I of the project. This will include the cost of construction, inspection, construction management, and construction engineering. Eligible expenses up to $551,156 will be reimbursed from the Proposition 1 Grant. An additional $500,000 will be budgeted for Phase II of the project in the FY22/23.
Personnel Impact: Staff time will be required to administer the bid process and contracting. It is anticipated that LACO Associates will provide construction management, construction inspection, construction staking, and construction engineering.

• Hangar inspections continue.
Staffing Items
• No items to report.
Budget Status
• No items to report.
Focus for Next Month
• Finalize the task order for Mead & Hunt, and extend the existing contract term to allow a reasonable timeframe to complete the pen and ink revisions needed to proceed with hangar developments.
• Work with LACO to draft a list of components and schematics for the fuel system upgrades. • Complete the remaining hangar inspections.
• Purchase equipment to maintain the Airport grounds.

1 Monthly Achievements & Activities
• Issued eight Building Permits.
• Opened one Code Enforcement case.
• Closed one Code Enforcement case.
• Twelve active Code Enforcement cases.
Project Updates
• The Willits CDBG Business Loan Program is active. To date, the City has received applications from 11 businesses requesting a total of $415,000. Consultants have processed the first three applications and forwarded to the City Business Loan Committee for review and approval. The establishment of the Loan Committee is a requirement of the CDBG grant and is comprised of the Community Development Director, Finance Director, and a community member. The Loan Committee is scheduled to meet on May 2nd. More information can be found on the City website. http://www.cityofwillits.org/286/Willits-CDBG-Business-Loan-Program • Progress continues on the Willits Rail Trail project. The City Council approved adoption of the Initial Study and Mitigated Negative Declaration, pursuant to CEQA, at the April 27th meeting.
This essentially concludes the environmental review phase of the Project. Upon completing the environmental review phase, the City is now eligible to request allocation of grant funds to support the PS&E or project design phase. Staff has completed request to the California Transportation Commission (CTC) to allocate $544,000. Staff anticipates that the CTC will approve the City’s request at their June meeting.
• To date, the City has collected over $1 million in excise taxes from commercial cannabis businesses operating within the City limits. The City collected approximately $334,000 in calendar year 2021, down from approximately $427,000 in calendar year 2020. Cannabis businesses are taxes based on gross receipts, with the exception of cultivation, which is taxed based on the permitted mature plant canopy size. Upon speaking with a number of business owners, staff understands that the amount of money these businesses receive for their cannabis products (i.e. flower, trim, oil) has significantly reduced in the last year due to market conditions.
This is understood to be the main reason for the reduction in cannabis excise taxes received by the City.
• Staff is in regular communication with Caltrans to establish Council requested Downtown Willits signage at the northern Highway 101 interchange. Caltrans needs to provide updated cost estimate to develop and install signage. Staff has not received an anticipated completion date.
