AGENDA SUMMARY REPORT
To: Honorable Mayor and Council Members
From: Brian Bender, City Manager
Agenda Title: ADOPT A NEW OFFICIAL CITY LOGO.

Type: Presentation Consent Regular Agenda Public Hearing Urgent Time: 15 minutes Summary of Request: The City used the existing logo since the early 1980s for placement on vehicles, uniforms, and documents. The logo has served the City well for the last forty plus years, but the intervening years weakened its influence and ability to promote a forward-looking organization. As such, staff concluded an updated logo will help to solidify the ongoing efforts to increase the public’s awareness of City actions and encourage a strategic vision.

Staff retained Dudek to facilitate the logo design process with the effort starting back in June/July. The design went through several iterations with staff providing comments to the designers to refine the composition and color palette. Dudek also has the responsibility to produce the supporting brand guidelines explaining reproduction options for the logo for different applications.

The new logo conforms to the City Council’s adopted 2021 Organizational Goals. One of the adopted objectives includes a goal to Develop a program to increase public awareness of the City’s efforts to maintain and improve the City. The tasks supporting this specific goal are as follows:

Release articles via social media, newspaper, and radio and through Community partners on a regular consistent, and ongoing basis to keep the public informed of the progress we are making on their behalf.

The new logo is part of a recently launched rebranding endeavor that also includes revamping the website.

Staff expects to have website’s new template in March with the anticipation of having the updated website going live in May. Staff is also composing a monthly newsletter. The new logo will be prominently displayed on both.

Recommended Action: Motion to adopt the accompanying Resolution.

Alternative(s): None.

Fiscal Impact: The contract with Dudek has a not exceed amount of $12K.

Personnel Impact: Ongoing staff involvement as they rollout the new logo for usage throughout the organization.

AGENDA SUMMARY REPORT
To: City of Willits Successor Agency Board Members
From: Manuel Orozco, Finance Director
Agenda Title: ADOPT A RESOLUTION TO APPROVE THE LAST AND FINAL RECOGNIZED OBLIGATION PAYMENT SCHEDULE 23-25 AND ADMINISTRATIVE BUDGET FOR JULY 2023 THROUGH DECEMBER 2024.

Type: Presentation Consent Regular Agenda Public Hearing Urgent Time: 10 min.

Summary of Request: Adopt the Resolution approving the Last and Final Recognized Obligation Payment Schedule (L&F ROPS) and authorize the City Manager to present the L&F ROPS to the County Oversight Board for review and approval.

Background: The Successor Agency to the Willits Redevelopment Agency must submit a Recognized Obligation Payment Schedule (ROPS) to the County Oversight Board for approval prior to submission to the California State Department of Finance (DOF). Following redevelopment dissolution in 2012, this was done on a semi-annual basis and changed to an annual basis as of fiscal year 2015-2016.

The Dissolution Act requires the Successor Agency to approve a Recognized Obligation Payment Schedule (ROPS) annually. The ROPS is a document that includes all the anticipated “enforceable obligations” of the former Willits Redevelopment Agency that must be administered by the Successor Agency. The remaining obligations include bond payments, related fees, and Successor Agency administrative costs.

After all agency obligations as set forth on the ROPS have been accepted as enforceable obligations by DOF, a successor agency is permitted to submit a L&F ROPS, covering all periods until all obligations are retired. Upon approval by DOF, the L&F ROPS shall establish the maximum amount of Redevelopment Property Tax Trust Funds (RPTTF) to be distributed to the Successor Agency for each remaining fiscal year until all obligations have been fully paid.

This ROPS presented for approval before the City Council is designated as being the L&F ROPS, covering the period from July 1, 2023 to December 31, 2024. This L&F ROPS can be submitted at any time, and DOF has 100-days within which to approve or disapprove the request. If the Last and Final ROPS is approved less than 15-days before the date of the property tax distribution, it shall not be effective until the subsequent RPTTF distribution period.

The Successor Agency Board is meeting to consider adoption of the L&F ROPS 23-24 for obligations anticipated in the July 1, 2023 through December 31, 2024 period. The L&F ROPS 23-24 will then be forwarded to the Mendocino Countywide Oversight Board (Oversight Board) for its consideration at a January 26, 2023 meeting. The L&F ROPS 22-23 will be submitted to the State Department of Finance and the County-Auditor Controller by February 1, 2023.

Recommended Action: Adopt the Resolution approving the L&F ROPS 23-24 and Administrative Budget for the period July 2023 through December 2024.

Alternative(s): Do not adopt the Resolution approving the draft Last and Final Recognized Obligation Payment Schedule and provide alternate direction to staff, including continued annual preparation of the Recognized Obligation Payment Schedules and submission to the City Council, County Oversight Board, and the Department of Finance for approval and continued RPTTF funding.

Fiscal Impact: Adoption of the Resolution, subject to timely approval by DOF, will authorize the Successor Agency to the City of Willits to receive RPTTF for payment of Successor Agency obligations for each remaining fiscal year on a bi-annual basis until all approved enforceable obligations have been fully paid.

Personnel Impact: This will reduce the staff time of administrative staff (City Manager, City Clerk, Finance Director, and Community Development Director) in the continuing business of winding down the affairs of the former redevelopment agency.
