Fire Department Update
Calls to Service: We had 47 calls during the month of August. 15 fires, 22 rescues/emergency medical calls/traffic collisions, 3 calls for service, and 7 false alarms.

Around the Firehouse
We are pleased to recognize Deputy Chief John Thomen for his 40 years of service here at Little Lake Fire Department. John is our everything around our department. John is a wonderful co-worker and is irreplaceable on so many levels. We have also been busy with public education speaking at fire associations and school functions. Deputy Chief Thomen and Fire Marshal/BC Eric Alvarez were recently on a strike team.

Training
Our volunteers and staff have been training on evenings and weekends on some of our new equipment. Our UTV trainings have been on Sundays and our new Type 6 and Type 3 Engines have been training in the evenings. A minimum of 20 hours a month is required for our volunteers and staff.

With those requirements, association meetings and public functions, our volunteers and staff put in countless hours and therefore getting harder to retain volunteers. Our department would not be who we are today without our volunteers. We have a firefighter who is currently in Paramedic school and one that has recently completed their schooling and a graduate. To be a paramedic it is a minimum of 1090 hours of schooling and internships, not including any pre-requisites they have to take before starting the program as well as still responding to fire calls.

Equipment
Maintenance of our engines have been keeping our staff busy. We are extremely fortunate that John is also a mechanic so most of our engines are repaired in-house which keeps our expenditures at a minimum. Our Type 6 will be in service shortly. Our Type 3 should be in service in the next month. We have to fully outfit the engines and with their limited time due to call volume, it is not uncommon for staff to come in on the weekends to work on their own time. Staff is also working on some grants for turnout gear and SCBA's (breathing apparatuses).

Item No. 8a
Meeting Date: October 11, 2023

AGENDA SUMMARY REPORT
To: Honorable Mayor and Council Members
From: Brian Bender, City Manager
Agenda Title: TO APPROVE AMENDMENT #1 TO THE ON-CALL ENGINEERING SERVICES

CONTRACT WITH SHN CONSULTING ENGINEERS & GEOLOGISTS INCLUDING A SUSTAINING BUDGET INCREASE OF $161,623.07.

Type: Presentation Consent Regular Agenda Public Hearing Urgent Time: 20 minutes Summary of Request: The City Council at the August 11, 2021, meeting approved five professional services contracts with different firms for on-call engineering services for a cumulative total of $900,000 over a three-year term.

The Council approved the following firms with their allocations: (1) LACO Associates-$400K; (2) SHN Consulting Engineers & Geologists-$200K; (3) EBA Engineering-$200K; (4) Pope Engineering-$50K; and Tall Trees Engineering-$50K. The process adhered to the Caltrans Local Assistance Procedures Manual protocol for procuring on-call engineering contracts as a means to qualify for reimbursement for State and Federal funding eligible projects.

When presented to the City Council, staff noted the assigned amounts were estimates and contracts for specific firms may need amending in the future.

Now, staff requests the City Council to consider an increase of $161,623.07 for SHN Consulting Engineers & Geologists. The request covers $29,023.07 already billed for provided services and $110,500 the firm estimates is necessary to support three task orders. These task orders consist of the bid package of the Wastewater Treatment Facility equipment shed ($27K), the 2024 Pavement Preservation Plan (PPP) design ($75K), and the 2024 Striping bid package ($8K). SHN also proposes a 20-percent contingency of $22,100 to offset any hurdles these tasks may experience. The Capital Improvements Plan lists all three projects, and the Budget contains funding for the equipment shed and for pavement striping. Currently, the proposed 2024 PPP has a project estimate of $935K with approximately $800K of that amount already contained in the Budget. The City is required to award a construction contract for the 2024 PPP by March 31st.

Recommended Action: Adopt the accompanying Resolution to approve Amendment #1 to the SHN Consulting Engineers & Geologists on-call engineering services contract with a corresponding allocation increase of $161,623.07 to sustain the three described task orders and authorize the Finance Director to increase appropriations to cover the agreement including a 20-percent contingency.

Alternative(s): Instruct the City Manager to delay the listed projects or authorize the hiring of additional staff to complete the projects internally.

Fiscal Impact: The Finance Department anticipates the increase in the on-call services to be offset by salary savings from unfilled positions. To support the request, the recommendation is to have the Council authorize the Finance Director to increase appropriations from the Transportation and Wastewater Funds.

Personnel Impact: Upwards of ten-hours of staff time per week for the next eight-months shared between the Service and Facilities and Administration for project management. 2021 Adopted Goals: This item supports Goal #1 for Public Works…Maintain and improve infrastructure systems of water, wastewater, public facilities and streets capable of managing future growth while responding to current City needs.

California Environmental Quality Act: No action is necessary at this time.

From: Karen Stevenson, Human Resources Manager
Subject: Revised Personnel Policies and Procedures Manual Council Members,
On September 13, 2023, the Council granted a conditional 30-day approval of the revised City of Willits Personnel Policies and Procedures Manual, with the direction to bring the final version back for the Council to revisit for possible changes.

I made one change, which is the addition of a Code of Ethics statement, which will be found on page three of the final version. Unfortunately, I was out of the office for two weeks and unable to meet and confer with both the Police Officer Association (POA) and the International Brotherhood of Electrical Workers (IBEW) unions on the final change.

In addition, it was brought to my attention that Nicole Caldwell, IBEW union steward, shared with the Council corrections or changes she felt were needed for the manual. Unfortunately, those suggested edits have not been shared with me and the IBEW Business Rep was also not aware of what they are.

I have sought an extension from Employment Risk Management Authority (ERMA) through November 10, 2023. I would like to be provided with Nicole’s suggested changes and have an opportunity to review them and discuss them with the IBEW Business Representative, and the POA, if necessary.

I will bring the final version to the November 8, 2023, Council for your consideration and approval.
