AGENDA SUMMARY REPORT
To: Honorable Mayor and Council Members
From: Walter Kolon-Services and Facilities Director
Agenda Title: ADOPT A RESOLUTION ACCEPTING THE CONSTRUCTION OF THE STEEL WATER MAIN AND SEWER REPLACEMNT PROJECT 2023-08, AND AUTHORIZING THE FILING OF THE NOTICE OF COMPLETION.
Type: Presentation Consent Regular Agenda Public Hearing Urgent Time: 15 minutes Summary of Request: On July 24th, the City Council by Resolution awarded a contract to Argonaut Constructors Inc. in an amount not to exceed $1,709,505.00 for the construction of the Steel Water Main and Sewer Main Replacement Project (Project No. 2023-08). The said Resolution increased the allocated budget to make up for higher-than-expected costs. The Resolution also authorized the City Manager to execute the contract and to approve construction change orders up to a cumulative total of 10-percent of the total contract amount.
The Services & Facilities Department has reviewed the project and determined that it has been completed in substantial compliance with the project plans and specifications.
The construction phase of the original project totaled $1,709,505.00, change orders came to $248,369.57 and deductive change orders came to $60,000.00 a final project total of $1,897,874.57.
The increased cost is due to additional paving work. The original project was intended only to patch and repair the asphalt surfaces above replaced pipes. However, as the project progressed, staff determined that repaving the surfaces of State Street, Muir West Van Lanes, and Madrone Street would be both beneficial and cost-effective. Partial paving was not feasible due to the poor condition of the roads, and staff sought to take advantage of the Argonaut crew’s mobilization.
At the September 25th meeting, the Council approved $35,000 from the Water and Wastewater Funds to resurface Muir and Van Lanes. During the October 23rd meeting, the Council accepted the staff recommendation to allocate additional funds from the Transportation 202 Fund and Wastewater 510 Fund, and to pursue cost reimbursement from the Surface Transportation Block Grant (STBG) Program, administered by MCOG.
The project team ensured the project was completed on schedule from its August 2024 start date.
Recommended Action: Adopt the accompanying Resolution accepting construction of the Steel Water Main and Sewer Replacement Project No. 2023-08, and authorize the City Manager to file the Notice of Completion.
Alternative(s): None.
Fiscal Impact: The project will be paid from Water and Wastewater Enterprise Funds and the extra paving from the Surface Transportation Block Grant (STBG) Program.
Personnel Impact: None

BANNER SYSTEM OVER MAIN STREET WITH FUNDING FROM THE CLEAN CALIFORNIA LOCAL GRANT PROGRAM (ENGINEER’S ESTIMATE IS $406,600).
Type: Presentation Consent Regular Agenda Public Hearing Urgent Time: 15 minutes.
Summary of Request: This project includes the installation of twenty-one solar pedestrian sidewalk lights along Main Street between its intersection with Commercial Street and East Valley Street. Further, the project includes the assembly of a banner system over Main Street near its intersection with Oak Street.
Finally, the project identifies two additional solar lights to be installed with Babcock Park. Tall Tree Engineering completed the project designs and specifications (Attachment A). This project intends to implement improvements identified in the adopted Main Street Corridor Enhancement Plan and is funded by the Clean California Local Grant Program.
The proposed solar pedestrian sidewalk lights are strategically spaced and scaled to effectively illuminate the sidewalk. Brackets will be attached to the poles, allowing for the display of items like banners and planters. These lights are designed to improve safety, visibility, and the overall appeal of the downtown commercial district, while also supporting local businesses.
The proposed banner system will be located just south of the Main Street intersection with Oak Street.
The system will support a changeable vinyl banner that will span either side of Main Street and be visible from Highway 20. The banner can be used to promote community events, highlight local attractions, feature community messages, and publicize downtown.
Staff is also recommending the installation of two solar lights in Babcock Park to enhance security and illuminate the planned adult physical fitness equipment, which will be funded through the Clean California grant.
Recommended Action: Adopt the accompanying Resolution authorizing advertisement of the Community Enhancement Project, Project Number 24-03.
Alternative(s): None recommended.

AGENDA SUMMARY REPORT
To: Honorable Mayor and Council Members
From: Dusty Duley - Community Development Director
Agenda Title: PRESENTATION OF PROPOSED PARK IMPROVEMENTS LOCATED WITHIN BUD SNIDER - CITY PARK FUNDED BY THE CLEAN CALIFORNIA LOCAL GRANT PROGRAM (CCLGP).
Type: Presentation Consent Regular Agenda Public Hearing Urgent Time: 15 minutes.
Summary of Request: Staff is seeking comments regarding revised designs prepared by SHN for the proposed improvements to Bud Snider Park including a new pavilion with driveway and sidewalk access, remodel of existing restroom, and repair of some existing pathways as well new pathways within the park (Attachment A). Further, staff will be sharing updates on playground equipment and surfacing materials selection. Design updates were completed after receiving public comments and Council direction at the October 9, 2024 meeting.
Revised designs show the modified pavilion size, reduced from 3,200 square feet to 2,400 square feet, and updated location. The pavilion was previously proposed to be located at the northeast corner of the park, and it is now proposed be at the center of the northern lawn area. Previous preliminary designs presented at the October 9th Council meeting are provided for comparison (Attachment B).
Other improvements to Bud Snider Park include construction of small storage area on the east side of the restroom, installation of three waste & recycling receptacles, one bike rack, two anti-litter signs, one wayfinding signage kiosk, one new drinking fountain with a water bottle fill station, six covered ADA picnic tables, and two chessboard 2-seat ADA tables.
Park improvements will increase the capacity of the park to host community events such as the Farmers Market and improve park usability and accessibility overall. All improvements are funded by a $2,772,000 competitive grant that the City was awarded through the Clean California Local Grant Program. All grant funded improvements must be completed by June 30, 2026.
Recommended Action: Receive a presentation from staff along with public comments and direct staff to make any design changes.
Alternative(s): None.
Fiscal Impact: All designs and infrastructure installations will be funded 100-percent by the Clean California Local Grant Program.
Personnel Impact: Staff from Community Development provides administrative support for the project. Services & Facilities staff may require time to install infrastructure items that are not installed by contractors (such as park benches, anti-littering signs, etc.).
Identified City Council Conflict of Interest: Bud Snider Park is within 500 feet of property owned by Mayor Stranske.
2021 Adopted Goals: Services & Facilities Goal 1 & 2…Maintain and improve infrastructure systems of water, wastewater, public facilities and streets capable of managing future growth while responding to current City needs; Increase public use of facilities over the next three years to foster civic pride, improve health, and support recreation efforts for greater involvement in local government, dependent on financing.
California Environmental Quality Act: Project construction will be subject to CEQA.
