MINUTES
THURSDAY, FEBRUARY 13, 2025
Mayor Stranske called a special meeting of the City Council to order at 12:00 p.m., in Council Chambers. The meeting was preceded by the pledge to the flag.
Roll Call: Councilmembers Tom Allman, Bruce Burton, and Mayor Larry Stranske were present.
Also present were staff members: Brian Bender, City Manager; Dusty Duley, Community Development Director; Walter Kolon, Services and Facilities Director, Jim Lance, City Attorney, Susanne Loutsis, Contract City Engineer and Delores Pedersen, City Clerk.
DEPARTMENT RECOMMENDATIONS (ACTION ITEMS)
Adopt a Resolution to Reject a Bid Protest by Argonaut Constructors and Award the Construction Contract of the Rail with Trail (Project No. 2021-03) to Bouthillier's Construction Inc. in an Amount not to Exceed $8,979,271.90. The Contract Award Requires the Rejection by the City Council of a Bid Protest by Argonaut Constructors. Authorize the City Manager to Execute the Contract and Approve Construction Change Orders up to a Cumulative Total of 10-Percent of the Total Contract Amount. A Subsequent Budget Amendment is Necessary to Cover Higher than Anticipated Costs.
Vice Mayor Alaniz recused himself due to conflict of interest before the meeting started.
• Walter Kolon, Services and Facilities Director reported that Argonaut Constructors withdrew their Bid Protest.
Public Comment: None presented.
Moved by Burton/Seconded by Allman and carried unanimously to adopt Resolution No. 2025-10 awarding a construction contract to Bouthillier's Construction Inc., in an amount not to exceed $8,979,271.90 for the construction of the Rail with Trail Project (Project #2021-03), approve a budget amendment to cover a bid higher than the Engineer's Estimate (overage of $745,881.90), and authorize the City Manager to execute the contract and approve construction change orders up to a cumulative total of 10-percent of the total contract amount.
