DISCUSSION & ACTION

CALENDAR
Agenda Item #4a
_____________________________________________________________________ Date: July 6, 2026
To: Honorable Mayor and Councilmembers
From: Marti Brown, City Manager
Subject: Law Enforcement Consulting
Recommendation:

Authorize the City Manager to execute an agreement with Maloney Consulting and Investigation Solutions (“Maloney Consulting”) in the not-to-exceed amount of $60,000 for Law enforcement related administrative consulting to assist the City of Willows with short-term law enforcement solutions, as well as assist with developing the required administrative foundation to re-establish a municipal police department in the longer term.

Rationale for Recommendation:

As of July 1, 2026, the City of Willows law enforcement services contract with the Glenn County Sheriff’s Office (GCSO) has expired and, while the GCSO is complying with its constitutional and statutory obligations and duties, as well as all laws, the city needs additional law enforcement services in the short- and long-term.

Background:

On March 23, 2026, the Glenn County Sheriff’s Office (GCSO) notified the City of Willows in writing that it would not extend the current Law Enforcement Services Agreement, which is set to expire on June 30, 2026, and indicated that it would not continue negotiations for a successor agreement. Since receiving that notice, the City of Willows has been actively preparing for mediation with the GCSO concerning the existing contract and the provision of future law enforcement services.

In addition, on June 9, 2026, the City filed a petition and request for injunctive relief seeking to require the GCSO to continue providing law enforcement services beyond June 30, 2026, until a resolution is reached regarding future law enforcement service arrangements for the city. The matter is currently scheduled to be heard by the Glenn County Superior Court on July 8, 2026.

As of the date of this staff report, the City’s law enforcement services agreement with the Glenn County Sheriff’s Office has expired (on June 30, 2024).

Discussion & Analysis:

The proposed agreement with Maloney Consulting (Attachment 1 & 2) would provide for a Law Enforcement Administrator to assist the City in coordinating with neighboring jurisdictions and law enforcement agencies to secure overtime police officers for patrol services while the City is without a contractual law enforcement provider.

In addition, Maloney Consulting would assist the City in establishing the administrative foundation necessary to re-establish the Willows Police Department. These efforts can proceed concurrently as the City evaluates the costs of re-establishing the Police Department and prepares a Mello-Roos Community Facilities District (CFD) financing measure for the 2027 ballot to fund both the startup and ongoing operational costs of the new Willows Police Department.

The Principal of Maloney Consulting, Michael Maloney, has more than 30 years of law enforcement experience, including as the Chief of Police of the City of Chico. Mr. Maloney has also been the Director of Public Safety Education and Training Center at Butte Community College, a law enforcement instructor and investigator (Attachment 3).

Consistency with Council Priorities and Goals:

The proposed agreement is consistent with Council Priority: Public Safety, Goal #1: Invest in the Startup of the Willows Police Department (WPD).

Fiscal Impact:

The proposed contract would not exceed $60,000 without returning to the Council for a contract amendment if deemed necessary in the future.
