1. CALL TO ORDER
Mayor Reynoza called to order a special joint meeting of the Town Council (Council), Windsor Redevelopment Successor Agency (Agency), Windsor Water District (District) and the Planning Commission at 8:33 a.m.
2. COUNCIL ROLL CALL
Present at roll call were Councilmembers Fudge, Potter, Wall, Vice Mayor Salmon, and Mayor Reynoza.

None.
4. CONFLICT OF INTEREST DECLARATION
None.
5. PUBLIC COMMENT
None.
6. COUNCIL TEAMBUILDING WORKSHOP - Discussion Regarding Best Practices for Governing Together and Council Norms.
Nancy Hetrick, Facilitator, with Baker Tilly, led the Council through examples of best practices, input on values, and an overview of staff and Council roles.
ADJOURNMENT
Mayor Reynoza adjourned the meeting at 11:48 a.m., to the next regular meeting of the Town Council is scheduled for September 6, 2023, at 6:00 p.m., in the Civic Center Council Chambers located at 9291 Old Redwood Highway, Building 400 in Windsor.
