CALL TO ORDER
Mayor Reynoza called to order a special joint meeting of the Town Council (Council), Windsor Redevelopment Successor Agency (Agency), Windsor Water District (District) and the Planning Commission at 5:32 p.m.
COUNCIL ROLL CALL
Present at roll call were Councilmember Salmon, Vice Mayor Potter, and Mayor Reynoza.
Councilmembers Fudge and Wall were absent.
PLANNING COMMISSION ROLL CALL
Present at roll call were Commissioners Leasure, Richards, Zahner, Vice Chair Kubota, and Chair Fortino-Dickson.

6. REGULAR CALENDAR
6.1 Consideration of Town Comments on the Draft Environmental Impact Statement for the Koi Nation Shiloh Resort and Casino Project
Community Development Director Streeter reported on the item.
Mayor Reynoza invited questions from the Council and the Commission to staff.
