CALL TO ORDER
Mayor Reynoza called to order a special meeting of the Town Council (Council), the Windsor Redevelopment Successor Agency (Agency) and the Board of Directors of the Town of Windsor Water District (District) at 10:04 a.m.

Present at Roll Call were Councilmembers Leep, Salmon, Wall, Vice Mayor Potter, and Mayor Reynoza.

WINDSOR STRATEGIC PLAN
Pamela Miller, Miller Consulting Group, led the Council through discussions on Town excellence & challenges, reaffirmation of Council's Strategic Plan goals, long-term fiscal forecast, and setting priorities for fiscal years 2025-26.
ADJOURNMENT
Mayor Reynoza adjourned the meeting at 3:01 p.m.., to the next meeting of the Town Council is a regular meeting scheduled for April 16, 2025, at 6:00 p.m., in the Civic Center Council Chambers located at 9291 Old Redwood Highway, Building 400 in Windsor. ene Camacho-Werby, MMC
