CALL TO ORDER
Vice Mayor Potter called to order a special joint meeting of the Town Council (Council), Windsor Redevelopment Successor Agency (Agency), Windsor Water District (District) and the Planning Commission at 5:30 p.m.
TOWN COUNCIL ROLL CALL
Present at roll call were Councilmembers Leep, Salmon, Wall, and Vice Mayor Potter.
Mayor Reynoza was absent.
PLANNING COMMISSION ROLL CALL
Present at roll call were Commissioners Fortino-Dickson, Rennie, Richards, Vice Chair Zahner, and Chair Kubota.
4. PLEDGE OF ALLEGIANCE
Vice Chair Zahner led the Pledge of Allegiance.
CONFLICT OF INTEREST DECLARATION
Vice Mayor Potter announced that Mayor Reynoza recused herself from the discussion due to the proximity of her home and place of business to downtown.
PUBLIC COMMENT
Vice Mayor Potter announced public comments would be taken following the presentation on the Station Area Plan.
WORKSHOP
7.1 Station Area Plan Update
Special Joint Windsor Town Conil, Windsor Redevelopment Suchessay, Angust 11, Vindsor Water District and Planning Commission Mecting Minutes Community Development Director Streeter introduced the item and Kate Howe, Principal with Perkins Eastman.
Vice Mayor Potter opened the public comment period.

Jodi Piscitello, Windsor resident
Kevin Wright, Windsor resident
Lois Fisher, Windsor resident
Clerk's Note: Councilmember Wall left the meeting at 6:58 p.m.
8. CLOSING COMMENTS BY COUNCILMEMBERS AND PLANNING COMMISSION Members of the Town Council and Planning Commission provided closing comments on the Station Area Plan update process.
ADJOURNMENT
Vice Mayor Potter adjourned the meeting at 7:19 p.m. The next regular meeting of the Town Council is scheduled for August 19, 2026, at 6:00 p.m., in the Civic Center Council Chambers located at 9291 Old Redwood Highway, Building 400 in Windsor.
The next regular Planning Commission meeting is scheduled for August 25, 2026, at 5:30 p.m., in the Civic Center Council Chambers located at 9291 Old Redwood Highway, Building 400 in Windsor.
