AGENDA ITEM V-A
August 26, 2024
Prepared by Emmanuel Llamas, City Staff
SUBJECT:

Action: Adoption of Resolution: Award the Right of Way Services for the City of Woodlake Roundabout at Mulberry Street and Naranjo Blvd. (SR-216) Project to BRI BACKGROUND:

The City of Woodlake’s Roundabout at Mulberry St. and Naranjo Blvd. (SR-216) will minimize congestion at the intersection and cut down on vehicular emissions and fuel consumption by reducing the vehicle idle time.

The project will also increase pedestrian and bike safety on Mulberry St. and Naranjo Blvd. with the addition of curb, gutters, sidewalks, crosswalks, streetlights, bike lanes and ADA ramps.

DISCUSSION:

The City released a request for proposals for right of way services related to the project. Three firms submitted proposals and participated in the City’s interview process. The three firms that submitted proposals were:

1. Bender Rosenthal Incorporated (BRI)

2. Epic Land Solutions

3. Paragon Partners
All firms submitted good proposals and showed general knowledge of the project and its complexities. After reviewing the firms’ proposals and scoring them along with their interviews the City selection panel scored BRI the highest.

BRI and City staff have completed negotiations for the cost of their services. BRI was able to meet the requirements of the City’s budget for the necessary services. The cost to provide the right-of-way services will be in the amount of thirty-thousand five-hundred twenty-one dollars and two cents ($30,521.02). The costs associated with the right-of-way services will be covered by Measure R funding and local street funds.

RECOMMENDATIONS:

Staff recommends that the City award the right-of-way services for the City of Woodlake Mulberry and Naranjo Blvd. Roundabout Project to Bender Rosenthal Incorporated (BRI). The project will cut down on vehicular emissions and fuel consumption by reducing the vehicle idle time and increasing pedestrian and bike safety. 53 FISCAL IMPACT:

All expenditures associated with the project will be covered by TCRTA Measure R, CMAQ, Measure R, SHOPP, Community Project Funding and Local Streets funding. The cost associated with right-of-way services will be covered by CMAQ, Measure R, SHOPP, Community Project Funding and Local Streets funding.

RE: Appraisol of nine vocont residentiol lots in the Lokeview Estotes subdivision, in Woodlake, Colifornio Our file no. 24-022.

Dear Mr. Lara:

I am pleased to transmit the attached appraisal report, which communicates my opinion of value for the nine vacant residential lots that form the Lakeview Estates subdivision. The tract is located at the southwest corner of Lakeview Avenue and Pomegranate Street, in Woodlake, California. The property is owned by the City of Woodlake, who has recently cleared the site of former improvements and recorded a new subdivision map to create the lots.

The City of Woodlake is now pursuing grant funding and needs an appraisal of the lots for their internal analysisanddecision-makingprocess. TheCityistheclientfortheassignmentandtheyhaveorderedthe attached appraisal.

The purpose of the appraisal is to provide an opinion of market value forthe fee simple interest in each of the lots as of March 7,2024. Lots 2 through 8 are currently in a buildable condition and are valued in their "as-is" condition, while Lots 1 and 9 require some work to correct their drainage and they are valued based on the hypotheticalcondition that this work has been completed and that the lots are already in a buildable condition on the effective date of value. All of the value conclusions are current value estimates.

After considering the available facts and information for the subject property, it is my opinion that current market value for the fee simple interest in each of the subject lots as of March 7 ,2024 is as follows:

Lot L - APN 061,-140-063 (hypothetical condition)
Lot 2 - APN 06L-140-064 ("as-is" condition)
Lot 3 - APN 061-140-065 ("as-is" condition)
Lot 4 - APN 051-140-066 ("as-is" condition)
Lot 5 - APN 061-140-067 ("as-is" condition)
Lot 6 - APN 061-1-40-068 ("as-is" condition)
Lot 7 - APN 06L-140-069 ("as-is" condition)
Lot 8 - APN 061-140-070 ("as-is" condition)
Lot 9 - APN 061-140-071 (hypothetical condition)

79 Appraisal Report - Lakeview Estates Residential Lots, Woodlake 9

CITY AND NEIGHBORHOOD AREA DESCRIPTION
The subject lots are located in the city of Woodlake, in Tulare County, California City of Woodlake
Woodlake is the smallest of eight incorporated cities in Tulare County, and it is situated in the northcentral sectionofthecountyattheintersectionof StateRoutes216and245. Thecommunityisnestled at the base of the foothills of the Sierra Nevada Mountains in the heart of California's citrus region.

Woodlake lies some 16 miles northeast of Visalia, 54 miles southeast of Fresno, and 169 miles north of Los Angeles. The city of Woodlake was founded in 1912 and now encompasses nearly three square miles of land area.

California's Department of Finance placed Tulare County's population al 475,064 people as of January 2023 ranking it 18th in size amongst California's 58 counties.

This is an increase of O.t% or 557 people over the previous twelve months, and it distinguishes the area as the L2th fastest growing county in California during 2022.1 The state as a whole saw a -0.4% decline in population as residents left many of the major metropolitan areas. Just twelve counties saw population growth, including four counties in the southern San Joaquin Valley. Over the past ten years, Tulare County's population has grown by a3% or a compounded rate of 0.4% peryear, and it has continued to increase every year for more than 50 years.

Woodlake's population stood at 7,711 people at the beginning of 2023, an increase of 64 people or 0.8% over the past year. This makes it the second fastest growing city in Tulare County and California's 65th quickest expanding town for the year. lt is expected that Woodlake will continue to increase its population at a slow but steady pace over the next several years.

Farm-related employment represents more than one-quarter of all jobs in Tulare County and it is perpetually the largest employment sector. Other sectors that make up the local economy include government, retail trade, manufacturing, educational and health services, leisure and hospitality, professional and business services, and construction.

Tulare County's available labor pool was2t4,4OO people as of January 2024 with an unemployment rate of 1,1,.8%forthemonth. Thisishigherthanthel0.g%joblesslevelofthepreviousmonthaswellasthe

9.9% rate that was experienced a year earlier.2 Tulare County now ranks 56th out of 58 counties in California for unemployment. Woodlake's labor force stood at 2,900 workers in January 2024 with unemployme nl oI 9S% for the month. Over the years, the town's prosperity has been closely tied to the production of oranges and olives, and more recentlythe legalization of cannabis has brought new jobs as well. Major employers in the area include Monrovia Nursery, Golden State Citrus packing, Dryvit Systems construction materials, Randall Manufacturing, and Fruit Grower's Supply. 1 California Department of Finance, www.dof.ca.gov
2 California Employment Development Department, www.edd.ca.gov 80 Appraisal Report - Lakeview Estates Residential Lots, Woodlake The local real estate market has generally been on an upward trend for more than a decade with only periodic pauses in property value appreciation before resuming its push higher to historic value levels.

More recently, sharp increases in interest rates and inflation have slowed some sectors of the commercial market, while the residential sector has been more resilient.

Previously, home values in Tulare County peaked in December 2005 with a median house price of 5269,71L, and the low point in the market was reached in April 2011, when house prices sat at a median level ofjustS11L,600. Sincethelowpointofthetrough, housevalueshaverecoverednicelyandinJune 2020 the median vatue stood at $270,000, eclipsing the previous record high for the first time. Since then, existing home prices have continued to rise and reached a new peak of 5385,000 seen in September 2023, before falling off a bit to a most recent level of 5349,000 in January 2024,3 Neighborhood Area
The neighborhood area where the subject property is located is a largely residential section of Woodlake thatisontheeastsideofthecity. TheboundariesthathelptodefinetheneighborhoodareOliveLaneon the west, the Woodlake city limits and Castle Rock on the east, Lakeview Avenue on the north, and Naranjo Boulevard (State Route 216) on the south.

The neighborhood is located just to the east of Woodlake's downtown central business district, which is hometoCityHall andmuchofthetown'sretail andofficespace. BravoLake, asmall bodyofwaterthat offers gardens, a walking trail, fishing, and other scenic and recreational opportunities is adjacent to the south. Rural uses are in place to the east while a similar residentialarea is positioned to the north.

The neighborhood is readily accessible from two rural state highways that also are the main entry points for Woodlake. State Route 245 (Valencia Boulevard) runs north-south through the heart of the city and connectsittostateRoutelgssomesixmilestothesouthoftown. StateRoute216(NaranjoBoulevard) extends in an east-west direction through the community and connects it to other ruraltowns in Tulare County.

Most of the properties in the neighborhood are zoned residential with single-family homes being most prevalent. Housing in this area was built as far back as the 1930s and new construction has continued to occur sporadically since then. Because the neighborhood is highly built out, little new construction has taken place overthe past decade, but some older properties have been updated and this is beneficial to their value. Residential properties experienced significant value increases for several years thanks to low mortgage interest rates and strong homebuyer demand. The market has slowed over the past two years, however, as interest rates have risen sharply, steep inflation has set in, and the economy has shown recessionary traits. Residential property values have shown some resilience in the face of these challenges, but the volume of sales activity has declined, 10 3 Median Prices of Existing Detached Homes, California Association of Realtors, www.car.org 81 Appraisal Report - Lakeview Estates Residential Lots, Woodlake 11,

Ownership HistorV: The City of Woodlake purchased the subject property from Jesse Reynoso by Grant Deed No. 202L-00821,67, which recorded on November5,202L. The purchase price was 5495,000 and at that time the property consisted of three lots, each measuring approximately 50 feet wide by 405 feet long, with two of the lots improved with older single-family homes that were in poor condition. These properties had been on the market for sale at a cumulative asking price of 5520,000 since June 2021". Following the close of escrow, the City cleared the sites of all improvements and later recorded the final map for Lakeview Estates, which divided the property into nine residential lots. No othersales have occurred in the pastthree years and the property is not currently listed forsale.

SUBT ECT P RO PE RTY DESCRI PTI O N
Site Description: The subject lots are part of a new subdivision tract known as Lakeview Estates, which is located at the southwest corner of Lakeview Avenue and Pomegranate Street, in Woodlake. The lots are vacant parcels that are suitable for the construction of new single-family houses.

The project is bounded by LakeviewAvenue on the north and curb, gutter, and sidewalk are in place along this frontage. Pomegranate Street borders the subdivision on its east side and has curb and gutter installed. Olive Lane along the project's west side currently functions as an alley and there are no off-site improvements installed on this exposure. Lakeview Avenue and Pomegranate Street each support two lanes of traffic, while Olive Lane that can only handle one vehicle at a time. With the recording of the subdivision map, 30.00 feet of right of way was dedicated for the eventual widening of Olive Lane.

All public utilities are available to serve the subject lots, including natural gas from SoCalGas Company; electricity from the Southern California Edison Company; telephone, cable television, and internet service from Frontier Communications; and domestic water, sanitary sewer, storm water drainage, and trash collection from the City of Woodlake. Three of the lots (Lots 5,7 and 8)were previously improved and utilities have been extended to them. The other six lots will need to have lateral lines installed to access the utilities.

The topography of the land is generally level with a slight natural sloping from east to west, but none of the lots has been formally graded and compacted yet. Soil conditions are assumed to be stable and capable of supporting typical residential improvements, although no geotechnical report has been provided for review.

Drainage of the property appears to be adequate and water tends to runoff towards the gutters in the fronting streets or towards a drainage ditch that runs across Lots 1 and 9. This ditch will need to be piped so that water does not accumulate on these lots and they are buildable, which the City of Woodlake intends to do, and the valuation of these two lots is based on the hypothetical condition that this work has already been done.

According to the flood insurance rate map prepared by the Federal Emergency Management Agency (FEMA), the subject lots are in an'X'flood zone. This zone denotes areas determined to be outside the

0.2% annual chance flood plain (500-year flood); it is not a specialflood hazard area and properties in this zone are not typically required to carry flood insurance as part of a mortgage transaction.

No obvious visible signs of toxic materials, hazardous wastes, or other undesirable substances have been noticed on the lots. However, the appraiser is not an expert in thisfield and does not claim to have any special knowledge or ability with regards to the existence or detection of such materials. No phase one environmental site assessment report of the property has been provided for review. The subdivision tract is bordered to the north, east, and south by residential properties. To the west across Olive Lane is a medical and dental clinic that is operated by Family HealthCare Network.

ZONING AND PROPERTY RESTRICTIONS
The City of Woodlake recently changed the zoning that is applied to the subject lots from R-H high density residential to R-L low density residential through a resolution adopted by the City Council in May 2023.

The purpose of the R-L zone is to provide residential neighborhoods of mostly, but not exclusively, singlefamily homes at a density of 2 to 10 dwelling units per gross acre. Permitted uses include single-family dwellings, employee housing (fewer than six employees), supportive or transitional housing, accessory dwelling units, guest houses, cannabis cultivation for personal use, receiving cannabis deliveries, small family daycares, public schools, parks and playgrounds, raising of crops and horticultural specialties, keeping of household pets, and storm drainage basins.
lf a conditional use permit is obtained, then the R-L zone also allows assisted living and skilled nursing facilities, bed and breakfast inns, emergency shelters, mobile home parks, multifamily dwellings with between two and four units per building, recreational vehicle parks, residential care facilities, assembly facilities (churches and community centers), utility substations, private schools, and vocational or business schools.

Development standards for the R-L zone include:

L. Lot size - minimum of 5,000 square feet.

2. Lot dimensions:
a. Frontage - minimum of 40 feet.
b. Width - minimum of 50 feet for interior lots and 60 feet for corner lots, c. Depth - minimum of 100 feet for lots fronting on a local street and L30 feet for lots fronting on collector or arterialstreets.

3. Dwelling units per lot - no more than one dwelling unit on each lot, unless approved as an accessory dwelling u nit.

4. Lot coverage - maximum of 4O% of lot area.

5. Building setbacks:
a. Front - minimum of L5 feet for living areas and 20 feet for garages. b. Side - minimum of 5 feet on interior side and L0 feet on street side. c. Rear - minimum of L5 feet for one-story buildings and 20 feet for multi-story buildings.

5. Building height - maximum of 35 feet.

7. Off-street parking - minimum of two covered parking spaces. r"3

Real Propefty Valuotion
91 Appraisal Report - Lakeview Estates Residential Lots, Woodlake 27

HIGHEST AND BEST USE ANALYSIS
Once the pertinent information about the subject property and the market in which it operates is understood, the next step in the appraisal process is to analyze the highest and best use ofthe property.

The purpose of a highest and best use analysis is to determine the optimal or most likely use of the property, and once a logical conclusion is reached the appropriate valuation approaches can be applied to the property's valuation.

The highest and best use of the property is analyzed in two steps. First, the most probable use of the land as though vacant and unimproved is considered. Then, the analysis is performed again focusing on the property as it is improved and comparing this use to the optimal improvements. ln each step four separate criteria are considered, including those uses that are legally permissible, physically possible, financially feasible, and maximally productive.

Because the subject lots are vacant with no improvements on them, there is no need to perform an analysis of the property as improved for this appraisal.

Land As Though Vocant Anolysis
The R-L zoning that is applied to the subject lots is intended primarily for single-family residential uses, but a variety of other uses that are compatible with a residential area are also allowed. Development standards speclfy minimum lot sizes, the number of dwelling units that are allowed per lot, building setbacks, and other design elements that must be followed. Any improvements that are developed on the lots must comply with these public restrictions and obtain appropriate governmental approvals and permits.

The physicalcharacteristics of the lots are well suited to supporting urban improvements of a residential nature. The lots have a generally leveltopography with soils that are believed to be stable and capable of supporting new construction. Utility services are available to all of the lots, with three lots already having them stubbed to the sites for easy connection. The property is centrally located in Woodlake and is just east of the central business district, and the lots are within walking distance to shopping, schools, medical services, churches, and commerce. The surrounding neighborhood area is dominated by older single-family residences with varying levels of maintenance that range from poor to average. Little new construction has occurred in this area, although some redevelopment activity is taking place.

The local real estate market has performed well in recent years. Woodlake has attracted several developers, including both local and national homebuilders, with new projects and together they have built nearly as many homes in the past three years as were constructed in the prior ten-year period. This is all good evidence of the financial feasibility of developing single-family lots as part of a subdivision project.

Therefore, the highest and best use of the land as though vacant is to construct new single-family homes on each of the nine lots. The homes should be targeted at entry-level homebuyers and ought to be of average-quality construction so that they integrate with the surrounding neighborhood. The most likely buyers of the lots are a small homebuilder or individual homeowners. 92 Appraisal Report - Lakeview Estates Residential Lots, Woodlake 22

METHOD OF VALUATION
Traditionally, real property valuation revolves around three approaches to value: the income capitalization, sales comparison, and cost approach. Each of these approaches studies the property from differing viewpoints and they use various techniques to estimate the value of the interest being appraised. ln this appraisal, the sales comparison approach is used to value the individual lots. The cost approach is not helpful because there are no improvements that are situated on the parcels. Also, the income capitalization approach is not relevant because residential lots like these are not commonly leased in the local market and they are not viewed as being investment properties.

SALES COMPARISON APPROACH
The practice of making comparisons between the subject and the market in which it is located is central to the appraisal process, but in no method of valuation is this practice more prevalent than in the sales comparison approach. This approach seeks to value the improved subject property by comparing it to other similar properties that have recently sold, are actively being marketed for sale, or are under contract to be sold.

Comporoble Residential Lot Sales
The search for comparable market data began in Woodlake. No comparable single family residential lot sales were found that had closed in the past 2 years, To broaden the amount of data, the search was taken back to 2020. Four residential lot sales were found between July 2020 and June 2021 that show a fairly tight range of values. These sales are presented in the grid below.

All four of the sales are zoned for low density residential uses and are considered in-fill type lot sales.

Three of the four sales were previously improved with building structures and had already been connected to utility services. The data suggests a range of values from 577,000 to 587,500 per lot. ln order to find more current data, the search was broadened to include other nearby communities in Tulare County that are similar to Woodlake. The results of the search process are five closed sale data items that are selected for further analysis.

Lot Sales Comporisons
Once the comparable market data is selected, these sales are compared to the subject for various elements that tend to impact the prices that are paid for this type of property. ln the table on the next page, each of the important elements is shown along with how they compare to the subject. Symbols are used to show the direction of adjustment that is necessary, including a "+" if the data item is inferior and ought to be adjusted upward, a "-" if the data is superior, and an "=" if the data item is generally similar.

It should be noted, however, that each use of a symbol does not necessarily reflectthe same magnitude of importance to the pricing.

The comparison process involves analyzing each of the data items and making adjustments to them so that they are as equalto the subject as possible. No two properties are exactly alike and, while there can 23 94
Appraisal Report - Lakeview Estates Residential Lots, Woodlake be numerous differences between a sale property and the subject, often the market focuses on a more limited number of variables. These variables are known as elements of comparison and they can include physical, locational, economic, and transactional factors that influence the price paid for a particular property. To best equate each data item to the subject, the important elements of comparison are identified, analyzed, and adjusted. The specific adjustments that are applied to the comparable market data to equate them to the subject are detailed in the comparison grid below. 24 Sale

Most of the subject's lots are in a size range of 4,955 to 5,014 square feet, so the comparisons shown in thegridabovearegearedtowardsvaluingtheselots. Aftercomparison, thedatasuggeststhattheselots 95 Appraisal Report - Lakeview Estates Residential Lots, Woodlake are worth more than 575,000, less than SSS,OOO to 595,000, and at a level close to S80,S00. Thus, a value of $80,000 per lot is concluded for six of the subject lots.

Lots l and 9 are larger at7,4O4to 8,003 square feet. They are also hypothetically assumed to have had the drainage ditch work done and are buildable lots. A value of 585,000 is concluded for each of these lots.

Lot 8 is by far the largest lot, but its shape is narrow and deep which is less desirable. This is also an interior-oriented lot. Considering these factors, a value of 590,000 is concluded for this parcel.

Therefore, as a result of this analysis and conclusion, it is my opinion that current market value for the fee simple interest in each of the subject lots as of March 7 ,2024 is as follows:

Lot 2 ("as-is" condition)
