Prepared by Ramon Lara, City Staff
SUBJECT:

Action: Adoption of Resolution: Approval of the September 2024 Monthly Report of Investments
BACKGROUND:

Pursuant to Section 3.24.050 of the Woodlake Municipal Code the Finance Department prepares a report listing all investments of the City of Woodlake. DISCUSSION:

The first objective of the investment policy is to secure the safety of the invested funds. The second objective is to match the availability (liquidity) of the funds to the cash flow needs of the organization. The third objective, that is only considered after the first two objectives have been met, is yield, or the earnings rate.

AGENDA ITEM IV-E
October 14, 2024
Prepared by Mike Marquez, City Staff
SUBJECT:

Action: Adoption of Resolution: Approval of Expenditure Plan for Local Law Enforcement Funds as Authorized by Assembly Bill 3229
BACKGROUND:

Assembly Bill (AB) 3229 declares that there is a need for additional resources at the local level to fight crime and protect public safety. To do so, AB 3229 creates the Citizens Option for Public Safety (COPS) Program. The bill allocates money to cities and counties for law enforcement and public safety purposes. The City of Woodlake is awarded approximately $200,000 in COPS funds annually.

DISCUSSION:

Staff recommends that the funds be allocated for the following purposes:

Enhance the City’s current crime prevention program involving cooperation between community residents and law enforcement personnel to control, detect and investigate crime and assist in the prosecution of criminals.

Continue to enhance, support and participate in the following programs:
• Crime Free Multi-Housing
• Business Watch
• Neighborhood Watch
• Traffic Enforcement Programs
• Juvenile Crime Reduction Programs
• Drug and Gang Task Forces
• As needed vehicles and equipment
COPS funds must be used on front line law enforcement services and may not be used to supplant existing law enforcement services. “Front line law enforcement services” is not specifically defined, but it includes “anti-gang” and “community crime prevention programs”.

There is no provision in AB 3229 permitting requests for funding to be made directly by community activists to the town council.
75 RECOMMENDATIONS:

Staff is recommending that the City Council approve the spending recommendations as outlined above for the Fiscal Year 2024/2025 COPS Fund.

FISCAL IMPACT:

There is no fiscal impact. COPS funds are part of the Fiscal Year 2024/2025 budget.

SUBJECT:

Action: Adoption of Resolution: Approval of the City of Woodlake’s Fiscal Year 2023-2024 Appropriations Limit
BACKGROUND:

As part of the budget process, the City of Woodlake is required by the State of California to calculate the City’s appropriation limit for Fiscal Year 2023-2024. The limit is based upon a formula developed by the State. After setting the base for all cities in Fiscal Year 1979-1980, the formula allows for growth in appropriations each year thereafter based on changes in per capita income and population growth.

DISCUSSION:

The appropriations limit for Fiscal Year 2023-2024 is calculated by using the following formula:
(FY 2022-2023 appropriation. limit) x (% change in pers. income) x (% change in population) FY 2022-23 appropriations limit = $9,643,278
% change in per capita personal income = 4.44%
% change in population = .84%
The appropriations limit is calculated to be $10,156,040 for FY 2023-2024. The amount of City of Woodlake’s appropriations subject to the limit is $6,062,010 well below the City’s appropriations amount.

RECOMMENDATIONS:

Staff recommends that that the City Council approve the City of Woodlake’s $10,156,040 appropriation limit for Fiscal Year 2023-2024.

AGENDA ITEM V-C
October 14, 2024
Prepared by Ramon Lara, City Staff
SUBJECT:

Action: Adoption of Resolution: Approval of Amendment No. 1 to the License Agreement Between the Woodlake Unified School District and the City of Woodlake for the Castle Rock Fields
BACKGROUND:

As part of the City of Woodlake’s continued effort to develop its Parks and Recreation programs it has been working the Woodlake Unified School District to partner on the construction and redevelopment of facilities. In 2018 the City entered into a license agreement with the Woodlake Unified School District for the north Castle Rock field as seen in the attached Exhibit A. • Two regulation softball/baseball fields, which includes fencing, concrete pads, irrigation, soil conditioners, grass.
• A regulation soccer field, which may be used as two youth soccer fields and shall include irrigation, grass, goal posts.
• Restrooms and storage
• A fence separating the North and South fields.

The City maintains and operates the facility. As part of the mutually beneficial agreement, the Woodlake Unified School District has priority to the fields followed by the City of Woodlake Parks and Recreation Department. Any third-party requests to use the facility would go through the City of Woodlake.

DISCUSSION:

The City’s Park and Recreation has continued to expand, and this year has approximately six hundred kids in its youth soccer league. This has created a demand for more fields for games and practices. Amendment No. 1 would allow for the inclusion of the south fields at Castle Rock to be added to the current license agreement. Exhibit B shows the layout of the fields and the new additions to the south.

The fields have been rehabbed by City staff and will be maintained and operated by the City of Woodlake until the Woodlake Unified School District has the staffing to take over maintenance.

The fields provide more space for the City of Woodlake Parks and Recreation Department and Castle Rock Elementary students.
97 RECOMMENDATIONS:

Staff recommends that that the City Council approve Amendment No. 1 to the license agreement between the Woodlake Unified School District and the City of Woodlake for the Castle Rock Fields. This project will help in the continued development of the City of Woodlake’s Park and Recreation.

FISCAL IMPACT:

The fields would be maintained by the City’s Public Works Department. Improvements to the fields would be made with Measure R funding.

Prepared by Emmanuel Llamas, City Staff
SUBJECT:

Action: Adoption of Resolution: Authorize Staff to Procure Right of Way Services Request(s) for Proposals for the City of Woodlake West Sequoia Avenue Multimodal Improvements Project BACKGROUND:

The City of Woodlake applied for ATP Cycle 6 funding for the construction of the West Sequoia Avenue Multimodal Improvements Project. The project will directly link to the improvements that were established through ATP Cycle 4 on North Valencia Blvd. This multi-modal project will close a gap on Sequoia Avenue that currently lacks sidewalk, curb, gutter, ADA ramps, streetlights, and bike lanes. Currently, there are inadequate pedestrian improvements on the north side of Sequoia Avenue from Valencia to Mulberry St. which leads to pedestrians walking on the road when going to school or athletic facilities. The gap closure would allow pedestrians and cyclists to travel between residential areas, the schools, and Antelope Creek Park.

DISCUSSION:

The City was awarded $2,532,000 for the construction of the West Sequoia Avenue Multimodal Improvements Project. The City will cover the design and right of way services costs associated with the project using their Road Maintenance and Rehabilitation Account (RMRA).

RECOMMENDATIONS:

That Council authorize staff to procure right of way services request(s) for proposals for the City of Woodlake West Sequoia Avenue Multimodal Improvements Project.

FISCAL IMPACT:

The City has budgeted for the right of way services costs as part of their Fiscal Year 2024/2025 budget.
