V. ACTION/DISCUSSION ITEMS
A. Information: Recognition of City of Woodlake Employees for Years of Service Police Chief Marquez recognized Officer Juan Gonzalez for 5 Years of Service to the City of Woodlake
B. Action: Adoption of Resolution: Approval of the City of Woodlake’s One Time Vacation Buy Back Program for December 2024
City Administrator Lara reported the following: Per the City of Woodlake Personnel Administration Rules Handbook, eligible staff can sell back up to forty (40) hours of vacation annually if they meet specific criteria.
RULE NO.18: VACATIONS
8. Once each fiscal year on the first payroll period of December employees with one hundred and twenty (120) or more hours of accrued vacation may redeem up to forty (40) hours of vacation in pay at the employee’s current base rate of pay, provided that the City of Woodlake finances are in the position to cover such a redemption for all employees.
During the Fiscal Year 2023/2024 year-end closing, staff identified vacation liability to be $190,681. The City’s financial ability to buyback vacation and work with staff on using more of it has allowed the City to maintain the liability at a steady, manageable level. The reasons for the continued increases in liability are employees having more longevity with the City. The City will need to continue to find ways to buy vacation back and encourage staff to use it to help minimize its liability.
Annually, eligible staff is allowed to sell back to the City forty hours of vacation. The City is in the position to again allow for the sale as per the City’s Personnel Handbook.
This year, City staff is recommending an annual one-time opportunity for employees with two hundred (200) or more hours of accrued vacation, the ability to redeem an additional forty (40) hours of vacation at their current base rate of pay with the understanding that they will also have to take off forty (40) hours of vacation in December of 2024. Offering the annual buyback program plus an annual one-time incentive program for those eligible employees would cut the City’s vacation liability by more than a third.
1 ON A MOTION BY VALERO SECOND BY WALLACE IT WAS VOTED TO ADOPT THE RESOLUTION AND APPROVE THE CITY OF WOODLAKE’S ONE TIME VACATION BUY BACK PROGRAM. APPROVED
UNANIMOUSLY BY ROLL CALL VOTE.

The City is required to conduct a public hearing annually within 180 days after the last day of each fiscal year and report on the impact fees collected and spent for the past fiscal year as per Government Code Section 66006.
The Impact Fee Report for Fiscal Year 2023-2024 delineates the revenues and expenditures of impact fees and shows that the City properly spent the fees. The report is in compliance with Government Code Section 66006.

SUBJECT:
Action: Adoption of Resolution: Approval of the October 2024 Monthly Report of Investments BACKGROUND:
Pursuant to Section 3.24.050 of the Woodlake Municipal Code the Finance Department prepares a report listing all investments of the City of Woodlake. Prepared by Emmanuel Llamas, City Staff
SUBJECT:
Action: Adoption of Resolution: Approve the Right of Way Acquisition Associated with the Cajon Roundabout Project and Authorize the City Administrator to Execute All Necessary Documents for the Beresford Property and Kaweah View Homes Property BACKGROUND:
The City of Woodlake’s Cajon Ave., Valencia Blvd (SR-245), and Road 212 Roundabout Project will minimize congestion at the intersection and cut down on vehicular emissions and fuel consumption by reducing vehicle idle time.
The project will construct the addition of curbs, gutters, sidewalks, crosswalks, streetlights, bike lanes and ADA ramps. There are three properties which will be impacted and require land acquisitions, and another four properties which will require temporary construction easements.
DISCUSSION:
City Staff, in conjunction with its right of way consultant, Bender Rosenthal Incorporated (BRI), has been working with those owners who are adjacent to the Cajon Roundabout project to procure the necessary right of way for the construction of the Cajon Roundabout improvements.
The City will need to purchase a sliver of property owned by the Beresford Corporation with APN No. 064-180-004 and a section of Road 212. The City will be granted, as a condition of approval, for the Kaweah View Homes purchase and sale agreement with Yanez Construction, a sliver of APN No. 060-020-107. Both property acquisitions are necessary to construct the roundabout and the complete street improvements for the Cajon Roundabout project.
RECOMMENDATIONS:
Approve the partial right of way acquisition for the property northeast of the Cajon Roundabout project, and the property southwest of the Cajon Roundabout as needed for completion of the project. The property acquisitions are detailed in the attachments as shown on the purchase agreements and grant-deed documents.
FISCAL IMPACT:
The City will cover the costs for the right of way acquisition and escrow cost through the awarded County Measure R funding.
