Community Development Director Llamas reported the following: The City of Woodlake is undergoing a review of local City Ordinances to see if there is a need to revise ordinances.

Chapter 6.04 County Dog Control Regulations - The City of Woodlake is proposing to remove outdated Tulare County ordinance references and add reference to the current Tulare County dog control regulation ordinances.

Chapter 6.12 Supplemental Dog Control Regulations - The City of Woodlake is proposing to include language in the ordinance that allows the City to impound unrestrained dogs humanely, and the authority to humanely euthanize dogs in accordance with California Code of Regulations, California Penal Code, and Food and Agricultural Code.

The purpose of this public hearing is to give citizens an opportunity to make their comments known regarding the proposed amendments and/or additions to the 1 ordinances listed Chapter 6.04 and Chapter 6.12 to the Woodlake Municipal Code. Both ordinance amendments aim to address the issue of stray dogs within the City, providing language in the ordinances that will allow the City to implement Tulare County dog regulations, impoundment procedures, and humane euthanasian procedures.

Chapter 6.04 County Dog Control Regulations currently references Tulare County ordinances which are outdated and no longer active. The proposed amendments to this chapter will update the City ordinance which references and incorporates the Tulare County Dog Control Regulations with current ordinance language and current regulation procedures.

The proposed amendments to Chapter 6.12 Supplemental Dog Control Regulations will provide ordinance revisions which will allow the City to implement impoundment procedures and implement humane euthanasia of animals which are not claimed by their owners by contracting with an animal shelter.

The City held a 1st reading public hearing on March 23, 2026, to give citizens an opportunity to make their comments known regarding the proposed amendments and/or additions to the ordinances listed above.

AGENDA ITEM IV-C
April 27, 2026
Prepared by Emmanuel Llamas, City Staff
SUBJECT:

Action: Adoption of Resolution: Approve the Right of Way Acquisition Associated with the West Sequoia Multimodal Improvement Project Property 060-034-008 and Authorize the City Administrator to Execute All Necessary Documents
BACKGROUND:

The City of Woodlake applied for ATP Cycle 6 funding for the construction of the West Sequoia Avenue Multimodal Improvements Project. The project will directly link to the improvements that were made through ATP Cycle 4 on North Valencia Blvd. This multi-modal project will close a gap on Sequoia Avenue that currently lacks sidewalk, curb, gutter, ADA ramps, streetlights, and bike lanes. Currently, there are inadequate pedestrian improvements on the north side of Sequoia Avenue from Valencia to Mulberry St. which leads to pedestrians walking on the road when going to school or athletic facilities. The gap closure would allow pedestrians and cyclists to travel between residential areas, the schools, and Antelope Creek Park.

DISCUSSION:

City Staff, in conjunction with its right of way consultant Bender Rosenthal Incorporated (BRI) has been working with those owners who are adjacent to West Sequoia Avenue Multimodal Improvements Project to procure necessary right of way for the construction of the improvements. The City will need to purchase a sliver of property with APN No. 060-034-008 to construct the ADA compliant curb ramps and sidewalk.

RECOMMENDATIONS:

Approve the partial right of way acquisition for the property adjacent to West Sequoia Multimodal Improvement project as needed for completion of the project’s improvements.

FISCAL IMPACT:

The City will cover the costs for right of way through RMRA fund and Local Streets funding.

ATTACHMENTS:

AGENDA ITEM IV-D
April 27, 2026
Prepared by Ramon Lara, City Staff
SUBJECT:

Action: Adoption of Resolution: Authorize the City Administrator to File the Regional Surface Transportation Program (RSTP) Exchange Program Fund Claim for Fiscal Year 2025-2026 on Behalf of the City of Woodlake and Allow the City Administrator to Sign Necessary Documentation
BACKGROUND:

Annually, Caltrans and the Tulare County Association of Governments enter into a Standard Agreement contract that includes an RSTP Exchange Program. The contract allows for the exchange of unobligated balances of federal Regional Surface Transportation Program funds with non-federal State Highway Account funds. TCAG then applies a RSTP population-based distribution formula using current Department of Finance (DOF) population estimates (January 2026) to the RSTP apportionment to determine the amount of RSTP Exchange funds to be distribution to TCAG member jurisdictions.

DISCUSSION:

For Fiscal Year 2025-2026 the City of Woodlake has an estimated RSTP Exchange Program fund apportionment amount available to claim in the amount of fifty-four thousand nine hundred and forty dollars and no cents ($54,940.00). The funds are to be accounted for in the STP Fund and the City uses them for rehab and maintenance projects.

RECOMMENDATIONS:

Authorize the City Administrator to sign and file the FY 2025-2026 RSTP Exchange Program fund claim on behalf of the City of Woodlake in the amount of fifty-four thousand nine hundred and forty dollars and no cents ($54,940.00). The funds are to be accounted for in the STP Fund to be used by the City for rehab and maintenance projects.

FISCAL IMPACT:

There is no fiscal impact to the City of Woodlake General Fund. The funds, when received, will be accounted for in the STP Fund and the City will use them for rehab and maintenance projects as budgeted.

Councilmember , offered the following resolution and moved its adoption. Authorize the City Administrator to File the Regional Surface Transportation Program Exchange Program Fund Claim for Fiscal Year 2025-2025 on behalf of the City of Woodlake.

WHEREAS, the Tulare County Association of Governments (TCAG) and the California Department of Transportation (Caltrans) have entered into a Standard Agreement contract to exchange unobligated balances of federal Regional Surface Transportation Program (RSTP) funds with non-federal State Highway Account funds; and
WHEREAS, Caltrans Division of Programming releases a 5-year ESTIMATE of RSTP Exchange Program apportionments for inclusion in the Federal Transportation Improvement Program (FTIP) Programming document every 2-years to California Metropolitan Planning Organizations (MPOs); WHEREAS, TCAG is the designated MPO for Tulare County;
WHEREAS, the Annual RSTP Exchange Program fund apportionment is an ESTIMATE and subject to change during the fiscal year (2025-2026) due to many Federal Surface Transportation Bill variables including the annual appropriations act as well as other Congressional action (i.e. rescissions);
WHEREAS, a FINAL RSTP Exchange apportionment amount is published at the end of the FY 25- 26 and can be different than the ESTIMATE RSTP Exchange apportionment figure; WHEREAS, Annually, Caltrans sends TCAG a Standard Agreement contract that includes an RSTP Exchange Program apportionment figure;
WHEREAS, TCAG applies a RSTP population based distribution formula using current Department of Finance (DOF) population estimates (January 2026) to the RSTP apportionment to determine the amount of RSTP Exchange funds to be distribution to TCAG member jurisdictions; WHEREAS, the City of Woodlake has an ESTIMATE RSTP Exchange Program fund apportionment amount available to claim in FY 25-26 is fifty-four thousand nine hundred and forty dollars and no cents ($54,940.00).

WHEREAS, payment of the ESTIMATE RSTP Exchange fund claim will be subject to all conditions specified in the fully executed standard contract agreement between TCAG and Caltrans, as well as the TCAG RSTP Exchange Claim form requirements: Projects to be funded with this 110
claim are only those projects that are defined under Sections 133(b) and 133(c) of Title 23, United States Code and Article XIX of the California State Constitution, implemented in accordance with the requirements of Section 182.6(d)(1) of the Streets and Highways Code.

AGENDA ITEM V-C
April 27, 2026
Prepared by Emmanuel Llamas, City Staff
SUBJECT:

Action: Adoption of Resolution: Authorization to Initiate the Proposition 218 Process (Rate Increase for Water and Sewer Services), Set a Public Hearing Date, and Approve Requirements for the Submission and Tabulation of Protests
BACKGROUND:

Proposition 218 requires the City to provide notice and allow opportunity for a written protest prior to implementing a utility (water and sewer) rate increase; if a majority protest is received then the rate increase cannot be adopted. If protests do not represent a “majority protest”, then the City may adopt the rate increase.

DISCUSSION:

As part of the City’s annual budget process City fiscal staff analyze each individual utility fund to assure that services are being offered in the most cost-efficient manner and that rates are covering the cost of those services being provided. City staff has had concerns over the last few budget cycles when reviewing the water and sewer funds as reserves are being used annually to supplement the increased costs in services, supplies and labor. Increased costs plus much needed capital infrastructure projects that have been identified by the Public Works Department have put the City in a position of need for increased rates.

The City hired a consultant to examine current and projected water and sewer system revenue needs. The consultant’s analysis demonstrates a need to raise water and sewer rates. The increase in water and sewer rates is intended to fund the cost of future capital improvement projects and maintain the City’s water and sewer systems for all customers. The City is required to undergo a Proposition 218 process to increase its utility rates.

The City’s process for adopting the rate increase is as follows:

1. The first step is providing staff the direction to initiate the process. An affirmative vote on this agenda item tonight does not raise the water rates; it simply directs staff to proceed with the process.

2. Mail notices at least 45 days before public hearing. The second step in the process of adjusting rates is to mail notices to all water and sewer customers within the City’s service area. A standard letter will be sent out describing the amount of the rate adjustment, stating the effective date of the adjustment if approved, advising the customer of the protest procedure, and stating the date of the Public Hearing. Those who wish to protest must submit a written protest.
139

3. Hold Public Hearing. On the appointed date (tentatively June 22nd), the City Council will hold a public hearing and receive testimony on the matter of the proposed rate adjustment.

4. Approval of resolution at same meeting as hearing. Following the Public Hearing, if a majority protest has not occurred and the City Council approves of the rate increase, the City Council will approve a resolution pursuant to Woodlake Municipal Code sections

13.04 (Water Service System) and 13.20 (Sewer Service System) with the adjusted rates.

RECOMMENDATIONS:

Staff recommends that Council authorize staff to initiate the Proposition 218 process, set a public hearing date, and Approve Requirements for the Submission and Tabulation of Protests FISCAL IMPACT:

No fiscal impact on the General Fund. Rate increases are needed in the Water and Sewer Funds to increase revenues that will offset increasing expenditures.
