TO: THE HONORABLE MAYOR AND CITY COUNCIL
AGENDA: City Council Regular Meeting
DATE: October 18, 2022
ITEM #: G.11
SUBJECT: East Beamer Way Permanent Supportive Housing - Operating Memorandum of Understanding Update
Recommendation for Action: Staff recommends that the City Council receive an informational update on the Operating Memorandum of Understanding.
Staff Contact:
Dago Fierros, Housing Analyst II – 530-661-2019, [email protected]
Fiscal Impact:
None.
Background:
On October 4, City staff brought before the City Council a recommendation to approve the short-term ground lease agreement with Friends of the Mission and a long operating memorandum of understanding with Friends of the Mission and Fourth and Hope for the management and operation of the 61-unit permanent supportive housing project and related services that will be provided at the East Beamer Way campus. The City Council, by majority vote, authorized the City Manager to continue negotiating the Memorandum of Understanding and to execute such Agreement prior to initial occupancy of the project.
Discussion:
The following language was added to the agreement to strengthen the City’s position in the tenant selection process:
Selection of Tenants. FOM shall be responsible for tenant selection for the Permanent Supportive Housing units. Prospective tenants shall be referred by the Yolo County Homeless and Poverty Coalition (“HPAC”) coordinated entry system, and must be currently homeless. FOM and F&H shall involve City staff, designated by the City Manager, during the tenant application review and selection process, including but not limited to development of selection criteria for the Permanent Supportive Housing units. The City’s involvement in the process shall include, but not be limited to, reviewing, providing feedback, and making recommendations to FOM and F&H about tenant applications. FOM may work with F&H, Yolo County or another third party in furtherance of the tenant selection process, provided that any third party assisting in this process must be approved by the City in advance. City and FOM will use their best efforts to make a minimum of seventy-five percent (75%) of the Permanent Supportive Housing units available to tenants receiving Medi-Cal benefits in Yolo County at the time of their referral. Individuals that are receiving Medi-Cal benefits in Yolo County and have resided in the City of Woodland for at least 12 months prior to referral shall receive priority in the tenant selection process.
Meetings with City. F&H and FOM agree to meet with the City to discuss and resolve issues on and off- site arising from the operation of the Permanent Supportive Housing Project. Frequency of meetings shall be monthly from date of initial occupancy for a period of twelve months. Thereafter, parties shall agree to meet on an as needed basis. The City shall also be involved in regular meetings related to the tenant application review and selection process.
The permanent supportive housing project involves a partnership between the City of Woodland, Friends of the Mission, Fourth and Hope, Yolo County, and many other service providers throughout our region. The project has involved a wide array of financial assistance from local, state, and private resources with the intent to have a positive long-term impact on the challenges related to homelessness within the City. The City’s continued involvement in the East Beamer Way Campus project is paramount to the success of the project and the overall execution of support services provided to individuals experiencing homelessness or at risk of homelessness in our community.
Conclusion:
Staff recommends that the City Council receive an informational update on the Operating Memorandum of Understanding.
