REPORTS
A. Town Manager's Oral Report on January and March Storm-Related Proclaimed Emergencies.
Mr. Rose provided updates on the storm season that began in December 2022: on Old La Honda Road, the Town installed a traffic signal to manage the increased traffic volume; the Sheriff's Deputies have spent a lot of time up there; there are new signs on barricades acting as a checkpoint; there are speed trailers on Kings Mountain Road and Old La Honda Road to collect traffic data; Highway 84 has about 4,000 cars per day; he and the Town Geologist surveyed Old La Honda Road for road stability with help from the Old La Honda Road Committee; right now, there is nothing imminent that needs to be done, however, there are visible indications of wear; repaving costs may increase; there are no threats that would require road closure; funding from CalTrans is pending; On Kings Mountain Road, one lane is closed; San Mateo County did a good job with tarping before the last rain, and the remaining open lane is in good shape; the slide has not propagated into the open lane, and the County has a backup plan if that lane fails; the Town requested that it be fixed on an emergency basis; the landslide on Patrol is still being evaluated; the Town Council Meeting Minutes April 11, 2023 Page 2
Town crew is catching up on debris removal; the Town has a backlog of downed trees, and is seeing requests for preemptive removal; regarding the Kings Mountain Road bridge, design has been completed; regarding the Highway 84 closure, the next call is tomorrow; regarding reimbursement for disaster expenses, the window for the January storms has closed; the Town is awaiting a response from the Federal Emergency Management Agency (FEMA) on what expenses qualify for reimbursement; staff estimates about Ș2 million dollars of flood damage; the February and March storm expenses are ongoing.
The Council's questions and comments included: estimated time of opening Highway 84; what the claim for $600,000 is for; is staff keeping a ledger on hazardous trees; whether Cal Water has an update on when they can provide a fix for the Patrol Road landslide; whether more outside contractors are needed to clear debris around Town; Kings Mountain Road seems to have no issues, and commended Mr. Rose and the Town crew; how Old La Honda residents are feeling; whether an additional Chipper Day for each area could be added; could additional measures be deployed to control traffic on Old La Honda Road.
In response to Council's questions, Mr. Rose stated: regarding Highway 84, the ground is still wet; he hopes for a more reliable update from CalTrans at their weekly meeting tomorrow; the $600,000 is through Senator Becker's office, and just for Old La Honda Road; staff keeps a list of trees that have been removed; the Patrol landslide area will be cleared next week or so, and the Town Geologist will do a report; regarding debris, the Town has contractors working on tree removal and Town equipment for debris; debris removal is more for aesthetics rather than a necessity; the Chipping Program will start soon; if people make requests for debris removal and the Town sees an urgency, the Town has standing contracts to utilize; the Old La Honda Road Committee's biggest concern is road stability; the traffic signal is an ongoing challenge; feedback about Old La Honda Road has been positive; he will defer to the Woodside Fire Protection District about adding more chipper dates; he avoids adding flaggers on Old La Honda as the costs are high, and he is doing everything he can to manage queues.
