TOWN OF WOODSIDE
Report to Town Council Agenda Item A
From: Jean B. Savaree, Town Attorney October 10, 2023
SUBJECT: SECOND READING AND ADOPTION OF AN ORDINANCE AMENDING SECTION
32.01 OF THE WOODSIDE MUNICIPAL CODE TO REDUCE THE SIZE OF
THE PLANNING COMMISSION TO FIVE MEMBERS
RECOMMENDATION
Staff recommends that the Town Council approve the attached Ordinance Amending Section 32.01 of the Woodside Municipal Code to Reduce the Size of the Planning Commission to Five Members, which was introduced by the Council at its September 26, 2023, meeting.
BACKGROUND AND ANALYSIS
At the September 26, 2023, meeting, the Town Council introduced the attached ordinance and scheduled it for second reading and adoption at the October 10, 2023, meeting. If adopted, the Ordinance would:
1) amend Section 32.01 of the Woodside Municipal Code to reduce the size of the Planning Commission from seven members to five members, with each of the five members being appointed from different Council districts;
2) immediately open applications to appoint Planning Commission members from each of the five districts (current Planning Commissioners would continue to serve until new appointments are made by the Council); and
3) stagger prospective Planning Commission terms by making initial two-year appointments from Districts 1 and 3, before resuming with regular four-year appointments upon the
expiration of those initial terms.
CONCLUSION
Staff recommends that the Council adopt the proposed Ordinance to amend Section 32.01 of the Woodside Municipal Code.

TOWN OF WOODSIDE
Report to Town Council Agenda Item: B
Prepared by: Kevin Bryant, Town Manager October 10, 2023 SUBJECT: DIRECTION TO STAFF REGARDING SURVEYING FOR THE
CREATION OF ADDITIONAL PARKING ALONG GLENWOOD AVENUE
AND HILLSIDE DRIVE FROM CANADA ROAD TO ALTA MESA ROAD
RECOMMENDATION
Staff recommends that the Town Council direct staff to initiate a contract with a civil engineer or surveyor to identify all opportunities to use existing right-of-way for parking on Glenwood Avenue and Hillside Drive along the full length of the Glens Path Project.
BACKGROUND
The Town of Woodside is currently completing the Glens Path Phase 2 and 3 Project, which will provide a pedestrian pathway on Glenwood Avenue and Hillside Drive from Canada Road to Alta Mesa Road. The primary objective of the Project is the creation of a grade separated pedestrian pathway to provide a safe walking environment.
There has been a long-recognized need for additional public parking in the Glens neighborhood.
Because public parking is at a premium, one of the design considerations for the Glens Path Project was to minimize the loss of street parking. However, preservation of all the pre-existing public parking spaces was not possible in completing the Path and the Project will result in a net loss of seven parking spaces along Glenwood Avenue between Otis Avenue and Hillside Drive.
With the opening of some segments of the path a new issue has surfaced. Staff has received complaints about vehicles parked on the newly constructed pedestrian path. Vehicles parked on the path negate the safety benefits of the Path Project, as pedestrians will have to walk into the roadway to go around parked vehicles.
Establishing the path as a no parking zone could be done and enforced. However, staff believes that only the creation of additional public on-street parking will alleviate the pressure created with the loss of parking space along Glenwood Avenue.
DISCUSSION
To create a new parking space within the right-of-way, nine feet would be necessary from the edge of pavement to allow for a vehicle to park and a door to be safely opened. The Town has not completed a full survey of the current conditions within the Town right-of-way along Glenwood Avenue to determine where sufficient right-of-way exists for public on-street parking. Staff recommends that Council direct staff to initiate a contract with a civil engineer or surveyor to identify all opportunities to use existing right-of-way for parking on Glenwood Avenue and Hillside Drive along the full length of the Glens Path Project.
Item B Page 1 Town Council Meeting October 10, 2023
Staff anticipates that a survey will reveal that there are areas where sufficient right-of-way exists for on-street parking and that the Town would need to remove encroachments from the public right-of-way to install new parking spaces. Staff would bring the findings and conclusions of the civil engineer or surveyor to the Council for review prior to taking any action to construct new parking spaces.

Report to Town Council Agenda Item C
Prepared by: Melissa Cardinale, Asst. to the Town Mgr. October 10, 2023 Approved by: Kevin Bryant, Town Manager
SUBJECT: RESOLUTION ADOPTING AN ELECTRONIC COMMUNICATION POLICY
RECOMMENDATION
It is recommended that the Town Council adopt the attached resolution which will approve an Electronic Communication Policy for use by Town Council Members, Planning Commissioners, Architectural and Site Review Board Members, Citizen Advisory Committee Members, and Town staff.
BACKGROUND
Pursuant to Government Code Section 34090, electronic communications are to be retained for two years. The Town currently does not have a written electronic communication policy. However, correspondence is retained for the current year plus two years according to the Public Records Retention Schedule which was adopted by the Town Council on February 10, 2009.
The Town Council accepted the Technology Master Plan (“Plan”) on May 9, 2023. As outlined in that Plan, one recommendation was to develop procedures for electronic records retention and subsequent destruction of electronic records.
DISCUSSION
The Town Council is now asked to review and approve an Electronic Communication Policy (“Policy”) for use by Town Council Members, Planning Commissioners, Architectural and Site Review Board Members, Citizen Advisory Committee Members, and Town staff. The Policy has been created to ensure the proper use of Town electronic media and compliance with applicable law, including the Public Records Act and Brown Act.
The Policy covers guidelines for proper email usage and prohibited uses of the Town’s electronic media via the Town’s electronic communications system and personal accounts. The Policy states there is no expectation of privacy in any email message drafted, sent, or received on the Town’s email system or any Town-owned or subsidized communication devices. The Policy also covers public records requests, retention, and destruction, including automatic deletion of email more than two (2) years old.
The California Public Records Act (“CPRA”) requires disclosure of public records upon request. A public record includes “any writing containing information relating to the conduct of the public’s business prepared, owned, used, or retained by any state or local agency regardless of physical form or characteristics.” (California Government Code § 7920.530) The CPRA is interpreted broadly to promote Item C Page 1 Town Council Meeting October 10, 2023
the public’s access to government business. The Supreme Court in City of San Jose v. Superior Court, 2 Cal. 5th 208 (2017) analyzed the statute’s definition of “public record” and held that, “a city employee’s writings about public business are not excluded from CPRA simply because they have been sent, received, or stored in a personal account.” The Court further said, “If public officials could evade the law simply by clicking into a different email account, or communicating through a personal device, sensitive information could routinely evade public scrutiny.” The Court did not specify how agencies may comply with this decision and provide public access to records stored on private devices and in private accounts. The Court stated that, “agencies may develop their own internal policies for conducting searches.”
The proposed Policy prohibits authorized users (Town employees, Councilmembers, Commissioners, ASRB Members, consultants, volunteers, or any person who uses the Town’s electronic communications systems) from using personal accounts for the creation, transmission, or storage of electronic communications regarding Town business. However, Citizen Advisory Committee members will be using their personal email accounts. Town employees will communicate with Citizen Advisory Committee members by email to the Committee members’ personal email accounts. Town employees will keep copies of all communications to and from Committee members on behalf of the Town. Pursuant to the proposed Policy, Committee members should not have discussions by email with other members of the Citizen Advisory Committee for which they have been appointed to serve, as doing so potentially subjects their personal accounts to public review and disclosure.
In the event that a Public Records Act request is received by the Town seeking electronic communications of Town officials, the Town Clerk’s office shall promptly transmit the request to the applicable Town official(s) for their good-faith search of both the Town-owned accounts and devices and personal electronic messaging accounts and devices for responsive records.
CONCLUSION
The attached resolution will adopt the Town’s Electronic Communication Policy and establish policies and procedures relating to electronic communications. Staff requests the policy take effect January 1, 2024.

This policy will also ensure compliance with applicable law, including the Public Records Act and Brown Act. The Town reserves the right to change this policy at any me.
Secon 2 – Definions
A. Town’s Electronic Communicaon Systems – Town-owned devices or soware applicaons designed to electronically process, transmit, or store informaon such as computers, cellular telephones, personal digital assistants (PDA), printers, storage devices, modems, facsimile machines, scanning equipment, data files, voice mail, and electronic mail (“Email”).
B. User – Town Employee, Councilmember, Commissioner, ASRB Member, Commitee Member, consultant, volunteer, or any person who uses the Town’s Electronic Communicaons Systems.
C. Email – Electronic text or visual communicaon, including its atachments.
D. Electronic Media – A method for processing or transming informaon in electronic form, including Email, text messages, soware programs, web-based applicaons, and the internet.
E. Personal Account – Electronic Media which is owned, controlled, maintained, or solely ulized by a Town Employee or official.
F. Personal Device – An electronic device owned or solely ulized by a Town Employee or official.
Secon 3 – General Procedures
A. Protocols for Electronic Communicaons by Councilmembers, Commissioners, ASRB Members, and Town Employees. Email, by nature, represents and reflects upon the Town’s public image and integrity. Users shall ensure their messages are respecul, professional, and consistent with Town policies.
1. Forwarding business-related Emails from Users’ Town email accounts to their personal email accounts is not allowed. Business emails forwarded to a Personal Account may subject that Personal Account to public inspecon pursuant to the Public Records Act.
2. Personal email accounts shall not be used to conduct Town business.
Item C Page 4
Town Council Meeting October 10, 2023
3. Email messages sent and received on the Town’s email system are intended for Town business use. Users shall have no right or expectaon of privacy in any email message draed, sent, or received on the Town’s email system and the Town reserves the right to read, monitor, audit, and delete all such email messages. Supervisors and managers shall have the right to review any email message draed, sent, or received on the Town’s email system by any employee supervised by them at any me and for any reason. The request for such review shall be made in wring to the Town Manager.
4. Every Councilmember, Commissioner, ASRB Member, and Town Employee will be required to use their network password to access their email account and must secure their account with passwords. In the event that a Town Employee is required to view another’s email as part of his or her job dues, that Town Employee may be granted permission to access that email via a proxy without violang this policy.
B. Protocols for Electronic Communicaons by Commitee Members. Town Employees will communicate by email to Commitee Members’ personal email accounts. Town Employees will keep copies of all communicaons to and from Commitee Members on behalf of the Town. Commitee Members should not have discussions by email with other members of Cizen Advisory Commitee for which they have been appointed to serve, as doing so potenally subjects their Personal Accounts to public review and disclosure. Under no circumstance should Commitee Members discuss Commitee business with a quorum of the members of their Cizen Advisory Commitee, including through serial communicaons, electronic or otherwise.
C. Personal Devices and Accounts. All Users must adhere to the following protocols regarding communicaon on their Personal Devices and/or accounts:
1. Never conduct or communicate about Town business through use of a Personal Device or through a Personal Account.
2. If you receive a message or communicaon regarding Town business on a private device or account, or in any instance where such a communicaon or message occurs, you must copy that communicaon to the Town’s account or device, or forward the communicaon to the Town’s account or device as soon as possible to ensure that the Town retains a full and accurate record of the communicaon or message.
3. You should politely, but sternly, ask persons sending communicaons related to Town business to a Personal Account or device to instead ulize the Town’s account or device. Likewise, you should request that anyone sending a non-Town business communicaon to the Town’s account or device instead ulize your Personal Account or device.
4. If you do use your Personal Device for communicaons, any discussion about items that may come before the Town Council, Planning Commission, Architectural and Site Review Board, or Cizen Advisory Commitees may become a public record and needs to be retained. If you Item C Page 5
Town Council Meeting October 10, 2023
have a discussion of this nature, you should screenshot, print, or save the discussion in a producible form and retain it for two (2) years.
D. Electronic Communicaon by a Quorum of the Town Council, Planning Commission, Architectural and Site Review Board, or Cizen Advisory Commitee. The Brown Act prohibits a majority of the members of the Town Council, Planning Commission, Architectural and Site Review Board, or Cizen Advisory Commitee from sending or exchanging facts about or engaging in discussions regarding Town business via email or on the internet, including chat rooms, news groups, online forums, blogs, social media sites, or list services (collecvely referred to as “Internet Forums”). All members of the Town Council, Planning Commission, Architectural and Site Review Board, and Cizen Advisory Commitees must adhere to the Brown Act. As such, no member may send messages, “reply-all”, or otherwise communicate electronically with a majority of the Council/Commission/Board/Commitee of which they are a member.
Secon 4 – Specific Procedures
A. Retenon of Emails. Email is intended as a temporary medium of transmission of communicaon and the email system (with the excepon of archived email subfolders) shall not be used for permanent storage of records. To the extent that email messages which are generated or received through the Town’s computer systems constute business records to be retained pursuant to the Town’s records retenon policy, such email messages shall be retained as set forth below. Email messages that do not otherwise serve a business purpose (including, but not limited to, dra communicaons, administrave communicaons, etc.) shall be rounely discarded. For that reason, each User who uses the Town’s email system has the same responsibility for their email messages as they do for any document they obtain in the course of their official dues and must decide which communicaons should be retained for business or legal reasons and which should be discarded. If a User has any uncertainty about whether an email should be retained as a business record, he or she should seek guidance from his/her supervisor and/or department head, who may consult with the Town Atorney as necessary.
Email messages in all default folders of a User’s mailbox will be automacally deleted aer two (2) years.
Email messages that constute records to be retained for business or legal reasons may be saved in excess of two (2) years in any of the following ways:
1. Saved in Rich Text Format (RTF) or Portable Document Format (PDF) and then transferred to electronic filing systems or other media for long-term storage in accordance with the department’s regular filing and storage procedures;
2. Affirmavely “dragged and dropped” or “cut and pasted” into email subfolders created by the User (the User must select the parcular retenon period that applies to any created subfolders (i.e., one year, two years, ten years, indefinitely, etc.). For example, label the folder “Smith Ligaon – retain indefinitely; or
3. Printed in hard copy and filed and stored as appropriate.
Item C Page 6
Town Council Meeting October 10, 2023
The maintenance of a maximum mailbox size of 100GB is the responsibility of the User and includes all folders, subfolders, and containers that reside within the email account including the User’s deleted items folder.
Users should seek guidance from their department heads to determine the specific me requirements applicable to records and electronic correspondence generated, received, and/or maintained by their department in accordance with their department’s records retenon policy. Users are strongly encouraged to review the email content of subfolders on a regular basis and to delete any content for which retenon is not required.
Regardless of Townwide or departmental records retenon requirements, email and other electronic correspondence pertaining to a threatened or actual legal acon must be retained unl the ligaon is concluded. It is the responsibility of the Town Atorney to designate a “ligaon hold”.
B. Public Records Act. Town records, whether paper or electronic, are governed by the public disclosure requirements of the Public Records Act. Disclosure may be required regardless of who sends or receives a communicaon or document. In the event the Town receives a Public Records Act request that includes email, the person responsible for the requested records must use his or her best efforts to preserve all Town email covered by the request unl it is determined whether the email must be disclosed.
The Town Atorney must be contacted concerning any request for disclosure of Town records applicable to email or other electronic records of any User subject to this policy.
In light of the California Supreme Court’s ruling in City of San Jose v. Superior Court, 2 Cal. 5th 208 (2017), any communicaon by a public official regarding Town-related business is a public record, regardless of the public or personal nature of the device, account, or medium used to send or receive the message. In the event that the Town receives a Public Records Act request for communicaons by Town officials or Employees, the official(s) and/or Employee(s) idenfied in the request or by the Town Atorney, Town Clerk, or department director as subject to the request must conduct a good-faith search of both his or her Town-owned accounts and devices and personal electronic messaging accounts and devices for responsive records. The official or Employee must transmit all responsive documents to their department head, Town Atorney, or Town Clerk in sufficient me to allow the Town to adequately review and disclose the documents as required by the Public Records Act. If the official or Employee cannot with reasonable diligence recover responsive documents from their private accounts or devices, he or she shall nofy the Town Atorney and Town Clerk by email or other writen communicaon.
Nothing in this policy is intended to waive any exempon from disclosure under the Public Records Act.
C. Confidenality. California law requires that certain informaon be treated as confidenal and not be distributed to others inside or outside the Town who do not have authorizaon to view such informaon. Users may occasionally receive confidenal electronic informaon. Some examples of confidenal informaon are personnel records, internal invesgaons, informaon relang to ligaon or potenal ligaon, atorney-client communicaon, informaon related to labor negoaons, or informaon related to confidenal real estate negoaons. When Users send confidenal informaon, it shall be marked “Confidenal Informaon” so that any recipient is alerted to the nature of the informaon.
Item C Page 7
Town Council Meeting October 10, 2023
Confidenal Informaon shall not be sent or forwarded to individuals or enes not authorized to receive that informaon and shall not be sent or forwarded to Users not authorized to view such informaon.
Users shall exercise cauon in sending confidenal informaon by email as compared to writen memoranda, leters, or phone calls because of the ease with which such informaon can lose confidenality by inadvertent or intenonal diversion or retransmission by others.
The Town Atorney shall be contacted concerning any quesons about whether a communicaon is or should remain confidenal.
Secon 5 – Related Policies
The following related policies also shall apply to the Electronic Communicaon Policy:
• Personal and Town-Provided Portable Communicaon Devices Policy • Use of Communicaons and Computer Systems Policy
• Use of Social Media Policy
Secon 6 – Compliance with this Policy
It is the responsibility of every User to ensure that they are in compliance with this Electronic Communicaon Policy. Failure to adhere to this policy may result in one or more of the following:
• Disciplinary acon, up to and including terminaon (for Employees); • Removal from office (for Commissioners and ASRB Members); • Censure (for Councilmembers, Commissioners, and ASRB Members); • Revocaon of electronic device and/or account privileges (including revocaon of device, spend, or reimbursement); or
• Judicial enforcement against the Town official directly, by a party making a Public Records Act request, or by the Town seeking indemnity as part of Public Records Act ligaon. _______________________________

TOWN OF WOODSIDE
Report to Town Council Agenda Item: D
Prepared by: Kevin Bryant, Town Manager October 10, 2023 SUBJECT: DISCUSSION AND DIRECTION TO STAFF ABOUT ADDING ADDITIONAL AUTOMATIC LICENSE PLATE READERS (ALPRs)
RECOMMENDATION
Staff recommends that the Town Council take public comment and provide direction to staff about any expansion of the Town’s automatic license plate readers (ALPRs).
BACKGROUND
On July 26, 2022, the Town Council authorized the Town Manager to execute a professional services agreement with Flock Group, Inc. (Flock) to procure 20 automatic license plate readers (ALPRs) and associated software, equipment, and support services as a one-year pilot program with an option to extend.
On January 10, 2023, the Council adopted an ALPR Usage and Privacy Policy which identified the locations for the deployment of the 20 ALPRs (see Attachment A). The locations were strategically selected to provide ALPRs along all roads that provide access to the Town. As of September 13th, 16 ALPRs are installed and operational.
DISCUSSION
The Sheriff’s Department reported four residential burglaries on September 28th and one auto theft on October 4th within the Town of Woodside. These recent incidents occurred within an area that extended from roughly Tripp Road to the Glens. The Sheriff’s Department are actively investigating these incidents and data provided by Flock is being used in the investigations.
Given this recent activity, this item has been placed on the Town Council Agenda to allow for public testimony about increasing the number of ALPRs in Town, and testimony about locations if the Town Council decides to increase the number of ALPRs.
The current annual cost for the operation and maintenance of the 20 ALPRs is $58,500 per year.
If the Town were to enter into a contract expansion agreement with Flock for additional ALPRs, the additional cost would be $3,300 per year per camera plus an additional $650 for installation.
Flock has indicated that implementation could be relatively quick for those locations where the Town is the permitting agency.
As part of the deployment of the ALPRs, the Town did not include signage alerting people that ALPRs are in use within the Town. The Towns of Atherton and Los Altos Hills have signs on the ALPR poles. The Council may want to discuss whether signage would be beneficial.
The Council can direct staff to work with the Sheriff’s Department and Flock on additional ALPR locations.

1) amend Section 32.01 of the Woodside Municipal Code to reduce the size of the Planning Commission from seven members to five members, with each of the five members being appointed from different Council districts;

To the members of the Woodside Town Council:
We are writing in regard to the “Report to Town Council” Agenda Item B for October 10, 2023 on parking in Woodside Glens. We believe that the proposed instructions to the Engineer will not result in a work product that will improve the Glens.
For context, we will reference the 2019 survey of parking in the Glens (attached below).
1. The scope of the proposed instructions are far too narrow to address parking in the Glens. The problem of parking is most significant in the areas that were not impacted by the path. Only by considering the Glens as a whole can the parking situation be meaningfully improved.
2. The first priority for the Town should be to maintain the existing identified parking spaces. There are many parking spaces that are in very poor repair and cannot currently be used by low ground clearance vehicles, have been allowed to badly erode, or have been blocked by residents with large stones.
3. The statement that 7 parking spots were lost is in contradiction to the Town’s 2019 Parking survey, as well as the experience of the residents and neighbors along the path. In 2019, the town surveyed parking in the Glens and only a single parking spot identified in this survey was lost during the path project. In addition, significant consideration to parking was given during the design and planning for the path, and the path itself was seriously compromised to preserve parking. Across from our property, the path removed a rutted area where only vehicles with > 8” ground clearance could park and with space for at most two such vehicles. When we spoke with Sean Rose about this space, we were told that the Town could not make those spots parking spaces because they were too narrow.
4. In regard to the statement “Staff have received complaints about vehicles parked on the newly constructed pedestrian path”, the Town should collect data regarding the locations of these encroachments and focus efforts on 1) enforcing parking rules and 2) improving parking surrounding these affected areas
5. Prioritize areas that are on unimproved lots and town or public trust property for increased parking.
6. We will be able to do the best job of maintaining the character of the Glens by ensuring that parking is distributed throughout the neighborhood to the greatest extent possible. Additional parking should be prioritized in areas without significant nearby parking.
TOWN COUNCIL MEETING
10/10/2023
DESK ITEM: ITEM B
7. Disproportionate concentrations of parking should be avoided.
8. Encourage enforcement of parking regulations or amend parking regulations to prevent long-term unattended parking on the right of way.
9. In order to limit the impact of parking on any one property, parking frontage should be limited to 30% of the total property perimeter.
10.Consider rearrangements of parking, for example it may be possible to add angle parking in some locations to increase parking capacity in existing parking locations.
11. Instruct the engineer to prioritize changes that have minimum impact on existing usages.
12. Instruct the engineer to prioritize the creation of parking outside of the areas that have already been disrupted by the addition of the path.
13. Instruct the Engineer to have conversations with all residents who would be impacted by any proposed changes.
We are residents in the impacted section of the Glens (on Glenwood/Ridgecourt) and we do not believe that additional parking is necessary.
Thank you for your attention in this matter!

Dear Councilmembers,
We live in Woodside Glens on Highland Terrace. We will be unable to attend the meeting tonight but wanted to offer our opinion about item B on the agenda regarding additional parking along Glenwood and Hillside in the Glens.
We oppose the installation of any additional maintained parking spots along Glenwood and Hillside, or anywhere else in the Glens. Furthermore, while this item is not on the agenda, we would support the removal of existing maintained spots. The proliferation of permanent parking along the narrow roads in the Glens causes several problems. People often park in such a way that two cars cannot pass next to them at the same time. This is an annoyance and sometimes a danger, particularly for pedestrians such as dog walkers, kids walking/biking to school, etc. It is also an eyesore, and detracts from the rural setting of the Glens. Over the time that we have lived in the Glens, beautiful trees and some of our favorite blackberry bushes have been removed in order to make room for more and more ugly parked cars. The more parking spots the town adds, the more people take advantage of it, reducing the size of their private driveway space to compensate. We would prefer that people park their own private vehicles primarily in their own driveways, with the overflow spots along the roads being somewhat unmaintained, and used primarily for visitors, deliveries, etc.
Thanks!
Lanier Benkard and Leah Thomas

Dear Town Council,
As a resident of the one-way hillside section we believe that parking is a significant issue within the Glens, but the need is felt much more strongly in our area than the area impacted by the path, where few spots were lost and many spots exist. If the city is going to undertake a survey of parking in the glens, I would like to see the survey focus on 1: Ensuring that the existing parking spaces are properly maintained. Several spaces that were previously usable on hillside have become washed out. 2: Consider parking throughout the Glens. The overly narrow scope of the proposal will do nothing to address the parking issue as a whole.
3: Ensure that any new parking is distributed equitably throughout the neighborhood.
I’ll also add that the one way portion of Hillside road should be repaved sooner than later. It feels like a land or mudslide waiting to happen.
Thank you for your consideration.

TOWN OF WOODSIDE

If you Item C Page 5

have a discussion of this nature, you should screenshot, print, or save the discussion in a producible form and retain it for two (2) years.
1. Saved in Rich Text Format (RTF) or Portable Document Format (PDF) and then transferred to electronic filing systems or other media for long-term storage in accordance with the department’s regular filing and storage procedures;

Town Council Meeting October 10, 2023

I love that we’ve gotten so many License Plate Readers installed. Thank YOU! Here in Woodside Hills, we still have one way to sneak in past them. If we could get one watching the intersection of Granger and Harcross, near the point I have indicated on the map below, it would plug the last gap in our “ALPR Screen.” Let me know if we can help make this happen. I’m sure I can get our HOA to put some $ behind it.
Cheers,
Emerson “Chip” Swan

Dear all,
With regard to item D on tonight's agenda, I wanted to voice my support for adding signage to the Town's ALPRs.
This type of prominent, visible notice is important from a privacy standpoint--it should have been in place on day 1. Signage has the added benefit of serving as another layer of deterrent against potential crime in Woodside.
My best,
Andrew Howard

Dear Council Members,
We would like to see signs, (like in Atherton) where all LPR’s are located, to deter any potential unlawful events in Woodside.
At this time you wouldn’t know the LPR’s are there.
The entrance of the Woodside Glens at Glenwood and Canada Rd also need LPR readers in both directions.
Thank you,
Deborah and Randy Kehrberg

Just a note to say that we support the presence of ALPR’s at the entrance to the Glens. We’d want to know if we were being filmed so signs about the presence of ALPR’s should should visible and would also act as an extra deterrent.
Any data on how effective in Atherton these cameras have been in catching criminals/prowlers?
Thanks for all you do for the community!
Best,
Clare and Andrew Corcoran

Dear Council Members,
I am writing in support of signage indicating the presence and location of ALPR cameras. In addition I advocate for the location of an ALPR near the entrance to the woodside glens.
Thank you for your consideration of the matter.
