In response to Mr. Osinski's question, Mr. Bryant stated: the survey is a byproduct of the Glens Path project where it was identified that there are some additional parking constraints in the area; the survey wilL identify where the right-of-way is and what encroachments are in that right-or-way; there may be opportunities to expand street parking in the Glens; residents will be able to provide public comments on this item.

Two members of the public provided comments that were not related to Town business.

Mayor Wall closed Public Communications after the fifth speaker.

TOWN MANAGER REPORT
Mr. Bryant stated: the Glens Path project has been completed and a ribbon cutting ceremony will be held on May 24'h at 9 a.m.; the Town's permitting software is being upgraded to allow for the issuance of permits electronically and payments via credit card; regarding the Housing Element, the draft EIR has been issued and is available for comments through June l7'h, after which the Town will respond to those comments and produce a final EIR; HCD provided a formal response to the Town's Draft 3/4 submittal with two remaining items for Town response.

Council discussion with staff included: clarification on the two remaining items HCD asked the Town to review; are we going to self-certify the Housing Element; when will the Town Council have a first reading on barn conversions to ADUs.

In response to the Council's comments, Mr. Bryant stated: the comments from HCD are regarding the Town's design review process and how it relates to above moderate housing, and complying with Affirmatively Furthering Fair Housing (AFFH) by providing a wider range of housing choices within the community; the Town will continue to advocate that the ADU program is something of a missing middle strategy and the Town allows Larger unit sizes above the state law requirements; the Town Council will Town Council Meeting Minutes May 14, 2024 Page 1

Regarding Item 4, Mayor Wall stated: she wanted to acknowledge and thank the amazing Town crew, Ignacio Hernandez, Manny AreLlano, Antonio Aleman, and Tony Rojas.

Regarding Item 5, Councilmember Dombkowski stated: the work credits are generated by the citizens of Woodside as ratepayers; he would like to know why we are not utilizing the money for a Town project; could the Town Council match some amount of money in order to keep those funds and make a viable projed along the scenic corridor in Woodside.

In response to the Council's questions, Mr. Bryant Stated: Rule 20A requires you to amass enough credits to do a project before you use them to apply to form a district and complete a project; the Rule 20A program is being phased out; work credits equate to dollars but they are PG&E dollars; the amount of these credits are not enough to complete an undergrounding project; the Rule 20A for aesthetic corridors and the area around Cariada and the Town Center was completed decades ago and they are not doing new projects for undergrounding; at this time, the Town can direct the credits to the County otherwise they will go into the entire PG&E service area.

Councilmember Fluet moved approval of the Consent Calendar Items 4 and 5.

PUBLIC HEARING
A. Resolution Updating and Establishing User and Regulatory Fees.

Resolution No. 2024 - 7675
Terry Madsen with ClearSource Financial Consulting presented the staff report.

Council questions included: would it be appropriate to reconsider adding fees for ADUs back into the fee schedule; how much more will it cost to build the average house in Woodside with the new proposed fee schedule.

In response to the CounciL's questions, Mr. Schaan stated: the Council could consider adding fees for ADUs back into the fee schedule but one of the programs in the Housing Element was to reduce fees for ADUs.

In response to the Council's questions, Mr. Madsen stated: the increase in fees is less than.01% of the total cost of construction; the idea here was to align the fees in a way that would minimize the use of deposits and adjust fees to reflect the current cost of service.

The Public Comment Period opened and closed at 7:54 p.m.

There were no Council deliberations.

Councilmember Shaw moved approval of the Resolution.

Motion seconded by Councilmember FLuet and approved by roll call vote:

NEW BUSINESS
The Council agreed to hear Item C before Item B.

B. Quarterly Report on Automated License Plate Readers (ALPRs).

Mr. Bryant presented the staff report.

Council questions included: how much coverage do we have around Woodside and surrounding cities; do we have any data that shows the ALPRs deter criminals from entering these jurisdictions; do we have an update on when the ALPRs on CalTrans' property will be installed; obtaining additional information on why the searches in the report were conducted and if they complied with the Town's policy.

In response to the Council's questions, Ms. CardinaLe stated: Atherton, Menlo Park, Redwood City, Portola Valley, and San Carlos use ALPRs.

In response to the Council's questions, Sergeant Patrick Taylor stated: it is difficult to measure if the cameras deter criminaLs because if no crime was committed, then the Sheriff's Office wouldn't be Looking at the data; there is web network of ALPRs up and down the Peninsula; the data in the report were 10 random searches through the user audits; the Sheriff's deputies were searching the data in response to criminal activity.

In response to the Council's questions, Mr. Bryant stated: the Sheriff's Office advised that the permit has been approved by CalTrans and the cameras will be installed in the next few weeks.

Docusign Envelope 10: DA1168BI-0506-4089-9D5C-5A578A1BDDOF The Public Comment Period opened and closed at 8:22 p.m.

Council discussion included: the data being collected isn't just the license plate but also the vehicle make, model, color, and distinguishing features; a robust audit needs to be conducted to make sure the data is being appropriately used; this quarterly report is an improvement from the Last one but there is still room for improvement; the reason for the search needs to be listed out and indicate if the search was related to a hotlist hit or investigation to make sure the searches comply with the policy; it would be heLpful if the authorized user listed their job title; Council may need to revise the policy to reflect the procedures that are occurring.

In response to the Council's comments, Sergeant Taylor stated: the Sheriff's deputies are not going into the Flock system and targeting just Woodside cameras; they may not have a case number or other identifying inform:ition to include in the initial reason for the search; to be an authorized user of Flock, the individual has to be a San Mateo County Sheriff's Office employee.

The Public Comment Period reopened at 8:32 p.m.

Two members of the public provided comments that were not related to Town business.

C. Introduction and First Reading of an Ordinance Amending Title Xlll, General Offenses, Chapter 130, Offenses Against Town Regulattons, Article II, Weapons Offenses, by Adding Section 130.18, Safe Storage of Firearms in a Residence.

Ordinance No. 2024 -
Ms. Savaree presented the staff report.

Council questions included: are these regulations only for weapons purchased from Licensed dealers; if the ammunition is kept separate from the firearm, does that count as safe storage; clarification on enforcement of the ordinance and penalties for vioLating the ordinance; the State has proposed legislation which would be equivalent to this ordinance.

In response to the Council's questions, Ms. Savaree stated: this section would apply to any firearm as defined in the Woodside Municipal Code that someone would have in their residence; keeping the ammunition separate From the firearm does not count as safe storage; the Sheriff or the Community Preservation Officer could issue a citation if they see a firearm that is not safely stored; the Town could also receive a complaint from a resident; a misdemeanor citation couLd be issued and, under the Woodside Municipal Code, it could be reduced to an infraction; the Town Council could also authorize a civil action to be filed seeking penalties of 55,000 and an award of attorney's fees; the State Law, if enacted, would go into effect January 1, 2025.

The Public Comment Period opened at 8:06 p.m.

Alexandra Paladakas spoke on behalf of Moms Demand Action and thanked the Council for discussing this ordinance.

The Public Comment Period closed at 8:07 p.m.

Docusign Envelope ID: DAI 168B1-05D6-4089-9D5C-5A578A1 BDDOF D. Resolution Amending the Town Hall Flag Display Policy.

Resolution No. 2024 - 7676
Mr. Bryant presented the staff report.

Council questions included: clarification on the process of flags flying at the State Capital and requests to fly flags in Woodside.

In response to the Council's questions, Mr. Bryant stated: the Council has to specifically approve requests to fly a flag once, regardless of whether it has flown at the State or not, in order for the flag to be flown in subsequent years in Woodside without returning to the Council for approval.

The Public Comment Period opened and closed at 8:37 p.m.

Council discussion included: adding a length of time of 3 days to the policy for flying the flag - the day before, day of, and day after, and for the Pride Flag, fly for the first 3 days of June; a suggestion of installing a second fLagpole in front of Town Hall to display commemorative and ceLebratory flags; someone could say the Council is discriminating against one flag and not the other and we shouldn't be in the position of discriminating against political speech; if we follow what flags are flown at the State Capital, that is an elegant solution to a somewhat controversial topic; requests to fly commemorative flags must come from a resident or residents of the Town; Woodside not flying the Pride Flag in and of itself makes a statement and that is a statement that is not a good look for Woodside and not in Line with our values.

Mayor Wall did not reopen the Public Comment Period (2 hands raised).

CounciLmember Fluet moved approval of the Resolution with the edit that any commemorative flag is flown for 3 days only - the day before the event, the day of the event, and the day after the event. For the Pride Flag specifically, it will be the first 3 days in June.
