NEW BUSINESS
A. Introduction and First Reading of An Ordinance Amending Woodside Municipal Code Chapter 153, Zoning, Section 153.500, Signs, to Revise Sign Regulations.
Ordinance No. 2024 - _
Ms. Savaree presented the staff report.
Council questions included: are construction sites only allowed to have one sign posted; would the Town be enforcing temporary signs that are up year-round.
In response to Council's questions, Ms. Savaree stated: there should only be one sign on construction sites.
In response to Council's questions, Mr. Bryant stated: code enforcement is a complaint-based system, and temporary signs would fall under code enforcement.
The Public Comment Period opened and closed at 7:24 p.m.
Council discussion included: whether or not temporary signs should be a maximum size of 24 square feet; everting to the original language for election signs to be put up 90 days before the election and remove 10 days after the election and not applying these rules to all temporary signs; the Supreme Court case o Gilbert decided it is not possible to make distinctions between temporary and election signs.
In response to Council discussions, Ms. Savaree stated: time limits for election signs are not in alignment with Gilbert; other communities do have time limits for election signs in their ordinances.
Councilmember Dombkowski moved to introduce the ordinance with the one proposed amendment to strike the Planning Commission's amendment to Section 153.503(b)(11) related to election signs.

Docusign Envelope ID: 25CA5625-3445-4C4A-91A6-230A2BF59C49 B. Resolution Authorizing the Mayor to Execute Agreement Four to the Agreement for Law Enforcement Services Between the County of San Mateo and the Town of Woodside.
Resolution No. 2024 - 7682
Mr. Bryant presented the staff report.
Council questions included: what are the implications of reducing from two to one motorcycle deputy on the weekends; is the amendment and the current contract sufficient to meet the needs of the Town with regards to residential burglaries and complaints; can the CHP and the County share the weight of patrolling the Skyline area; when did the Town stop negotiating the contract jointly with Portola Valley; why is this a 1-year extension versus another 3-year extension.
In response to Council's questions, Captain Matthew Fox stated: in 2018 the Town increased to two motorcycle deputies; if the Town reduces to one motorcycle deputy, then there will be two times a month without weekend coverage; he thinks it will be a disservice to the residents of Woodside to reduce to one motorcycle deputy given the demands Woodside has and heading into the summer months; if the Town needs additional coverage on the weekends, overtime costs can increase; a 4/10 schedule with two teams of officers would allow for a rotating schedule and weekend coverage; the Sheriff's Office does work closely with the CHP and holds details to conduct targeted enforcements; in the beginning of June, every agency in San Mateo County was in Woodside for 4 hours issuing tickets; the County has issued new rules and they want the contracts to be aligned at the same time; once the County has all of the contracts aligned, we may be able to look at a 2-3 year contract.
In response to Council's questions, Mr. Bryant stated: the Town stopped negotiating a joint contract with Portola Valley in 2018; the Town entered into a 3-year contract and Portola Valley entered into a 5-year contract; motorcycles were added to the Town's contract for traffic enforcement.
The Public Comment Period opened and closed at 8:05 pm.
Council discussion included: the Town primarily needs weekend coverage; at a time when the Town is challenged by residential burglaries, this may not be the time to cut back coverage; the Sheriff's Office has been very supportive of Woodside and helping with special events; in keeping the two motorcycle deputies, we should make sure we have weekend coverage; this was a worthwhile exercise for the subcommittee to review the contract and services provided by the Sheriff's Office; in the future the Council should discuss if the Town could receive supplemental funding from the CHP or the County because Woodside is bearing a huge weight of the County traffic on weekends; the Sheriff's Office has indicated that reducing the motorcycle deputies could jeopardize the Town and weekend coverage; possibly returning to a joint negotiation with Portola Valley for Sheriff's Office services.
In response to Council discussions, Mr. Bryant stated: staff recommends that the Council authorize staff to include language in the contract on the deputies' schedules to define the shifts for coverage.
Councilmember Wall moved to adopt the Resolution subject to the Council direction to include language in the contract on the deputies' schedules.
Motion seconded by Councilmember Brown and approved by roll call vote:
AYES: Councilmembers Brown, Dombkowski, Fluet, Goeld, Shaw, and Mayor Wall NOES: None

Docusign Envelope ID: 25CA5625-3445-4C4A-91A6-230A2BF59C49 Council questions included: does the forecast include the additional housing and infrastructure that will be built in the future; clarification on the 30% operating reserves in Years 9 and 10 of the budget; could we hire a grant writer to help offset capital projects; would there be a benefit to hiring a lobbyist to work on behalf of the Town to find federal/state/county dollars; exploring if the Library Committee could present to the Council on what their plans are for using those funds; how does the Town intend to spend the money for the broadband connectivity line item.
In response to Council's questions, Mr. Bryant stated: he did not include a forecast for the additional housing but there will be additional revenue and expenses for the cost of permitting; he believes the services the Town is currently providing are going to be fairly consistent; the infrastructure will be built by the projects, not by the Town; the 30% operating reserves is pursuant to a financial management policy adopted by the Council; grants can be applied for; the Town Engineer is a member of the American Society of Civil Engineers and they are also working on finding funding; the Town could work with broadband service providers or provide support for installing broadband infrastructure in other parts of Town similar to the build out of Old La Honda.
In response to Council's questions, Mr. Emrani stated: staff is exploring working with grant writing companies to find grants that match up with specific Town projects; some of the projects that are listed in the budget are going to be taking advantage of that aspect of it as we move into the new year.
The Public Comment Period opened and closed at 8:56 pm.
Council discussion included: future Councils will need to pay attention in the outyears to make sure that we are not overspending and putting ourselves into a structural deficit situation; this review is a great annual exercise for Council to review the Town's finances.
