COMMUNICATIONS
David Discher, Glencrag Way, expressed concern for: rezoning the 773 Cañada property for the Housing Element from SR to R-1; the misrepresentation of what the Town wants (e.g., some folks want the road while others do not, yet everyone is part of the Town).

Mayor Wall invited anyone who wanted to talk about Housing to do so since the item was continued to a future meeting date.

Louis Malozsak, Woodside Road, stated the detriments of increasing density on the High Road site: danger of decreasing property values in the area; inability to attend the Woodside Elementary School; lack of public transportation.

Kim Hansen, Raymundo Drive, suggested adding a ballot measure in the upcoming election for removing the overlay and two-story height requirement as well as density restrictions in Town Center.

TOWN MANAGER REPORT
Mr. Bryant provided an update on a couple of Capital Improvement Projects (i.e., Annual Road Rehabilitation, crosswalk projects, patchwork throughout Town).

Councilmember Goeld requested a status of the formal complaint filed by Mr. Pugh on June 19, 2024, regarding the Conditional Use Permit at Cañada Corners.

Mr. Bryant stated there has not been a change.

Mayor Wall provided additional context for Councilmember Goeld: over the past two years or so, Council and staff have consistently responded to Mr. Pugh's complaints regarding the Village Bakery with meetings, letters, and Public Record Act requests; when Councilmember Shaw was Mayor, a subcommittee worked with the Cañada Corners business owners to implement an interim parking plan that was shared with the public during public meetings; the Conditional Use Permit for Cañada Corners will be reviewed by the Planning Commission and the Town Council for an application to construct additional parking on the site; during that review, parking standards, seating limitations, and Town Council Meeting Minutes July 9, 2024 Page 1

Resolution No. 2024 - _

2. Review and approval or denial of a Resolution approving the Town's Cycle 6 Housing Element (Draft 4) with changes requested by the State Department of Housing and Community Development (HCD). Resolution No. 2024 - _

3. Review and approval or denial of a Resolution amending General Plan land use designations for APN 069-170-450 (High Road) from Open Space/Environmentally Sensitive Area (OS-ESA) to Residential (R) and APN 072-041-040(Raymundo Drive) from Open Space (OS) to Residential (R).

Mr. Bryant stated reasons why staff recommended continuance on this topic: HCD is requesting a substantive change to the Town's ADU program that would allow for more ADUs on properties that are greater than one acre in the Suburban Residential district; it affects 450-500 parcels; time is needed to analyze impacts.

Council questions included: whether a meeting in August is necessary for adoption; whether aspects of the Housing Element (i.e., General Plan, Environmental Impact Report, rezoning, design standards, etc.). could be discussed over various meetings rather than bundled into one package.

In response to Council's questions, staff stated: it will not be necessary to meet in August; it is presented as one package due to direction from HCD; Council may decide a different approach.
