In response to the matching fund program, Mayor Dombkowski stated: the Town has been unsuccessful so far in increasing the match, and part of the reason is Federal/State/County funding requires a specific need.
In response to the hazardous intersection statement, Mr. Emrani stated: that is a County project, and will follow up with them on safety and traffic control at that intersection.
TOWN MANAGER REPORT
Town Council Meeting Minutes June 24, 2025 Page1
Docusign Envelope ID: C9E8BDD1-866'l-4E6B-9035-2E7Dl838EB40 Mr. Ledbetter stated: the Sheriff's Contract is still not solidified; he met with members in District1 on June 17 with Councilmember Wall; he welcomes meeting members of the community, and has heard concerns regarding the Housing Element, vegetation removal, fire danger, road and pedestrian safety, and the Town Center Area Plan update; a communication survey will be released soon to understand how the public prefers to receive Town communication and updates; staff is working on a project list to serve as a tool to regularly update the Council on priorities (e.g., Capitol Improvement Program, deliverables for the Housing Element); on June 18, he and Mayor Dombkowski met with the Fire Chief and his management staff to discuss fire safety and vegetation management in the Town; he met with Ladris to go over the evacuation planning modelling the Town and the Woodside Fire Protection District (WFPD) have been working on for emergency preparedness, which will be coming to the Council later this year; there will be an e-bike study session at the July 8 Council meeting.
Council and staff discussion included: there will be a meeting soon with Waymo to understand operations within the Town boundaries; the communication survey will be done through SurveyMonkey, and will be rolled out through available communication channels (e.g., NextDoor, postcards, newsletter, and posters); the project list will incorporate strategic initiatives and align with Council direction; staff will send a letter to extend the Sheriff's contract by six months; regarding the temporary traffic light on Old La Honda Road, staff is currently engaging with the community on a more financially sustainable solution, and there are no plans at the moment for removing that light; the benefits of working with the WFPD on vegetation removal is they are not trying to make money and the work would be done to WFPD standards to mitigate hazards moving forward.

OLD BUSINESS
A. QuarterlyReportonAutomatedLicensePlateReaders(ALPRs).
Ms. Cardinale introduced Sergeant Nick Boragno, who is filling in for Sergeant Patrick Taylor.
Council's questions included: whether Sergeant Boragno senses that the Sheriff's office is in compliance with Woodside's policies; description of requisite deputy training to access the Town's ALPR data; whether the Sheriff's office could provide training records; how the Sheriff's Town Council Meeting Minutes June 24, 2025 Page 3
Docusign Envelope ID: C9E8BDDI-8661-4E6B-9035-2E7D1838EB40 office can demonstrate that the data is only used for authorized purposes.
In response to Council's questions, Sergeant Boragno stated: the Sheriff's office is absolutely in compliancewith Woodside's policies; training involves reviewing and acknowledging the Sheriff's policy as well as using the software; he would need to ask the training department for access to the training records; confirmation that Woodside's ALPR data is only used for the authorized purposes that are listed in the policy; Sergeant Taylor could better demonstrate the reporting aspects of the system.
In response to Council's question about Woodside's policy versus the Sheriff's policy, Ms. Savaree stated: staff can follow up to ensure that the Sheriff's policy is aligned with Woodside's policy.
Additional Council questions included: whether the Sheriff's office could demonstrate compliance with Section 4, data storage and protection, of the Town's policy; whether the system can identify that a license plate does not match the vehicle it is on; what the general sentiment is of residential burglaries.
In response to Council's questions, Sergeant Boragno stated: Sergeant Taylor is the only listed administrator for that data; other users can search a license plate, download the data sheet specifically for that license plate capture, and file with the case; he cannot speak to whether Sergeant Taylor has downloaded the data onto a portable device; system logs keep track of plates, searches, and downloads; searchable data is restricted only to State agencies, and it is against the Sheriff's office policy to share anything with u.s. Immigration and Customs Enforcement (ICE) or other Federal agencies; no data has been shared with Federal agencies; when a stolen plate is taken off a car, a report is filed and enters the database; Flock can be set to notify whenever it reads a license plate that has been reported stolen; he's not familiar with current statistics of residential burglaries; the ALPR is a huge tool and asset for stopping crimes and missing persons.
Council and staff discussion included: staff can further demonstrate that the Sheriff's office activities are in compliance with Woodside's policy in future reports; sharing data with federal agencies is a State-wide prohibited use; if ALPR data was inappropriately shared, that would be a breach of agreement with the Sheriff's office, and a remedy would be driven by facts; the Sheriff's office is required to indemnify and defend the Town.
The public comment period opened at 7:50 p.m.
Ehsan Farkhondeh, Alta Vista Road,
asked how the Town can ensure the
accesses it.
expressed concern about the data being collected, and
data is not used inappropriately once a partner agency
In response, Sergeant Boragno stated: users cannot search all license plates; they must have a reason to search.
Town Council Meeting Minutes June 24, 2025 Page 4
Docusign Envelope ID: C9E8BDD1-8661-4E6B-9035-2E7D1838EB40 In response to Mr. Farkhondeh's question, Councilmember Wall added: the Woodside policy defines ALPR data as data that is collected in Woodside by the Woodside cameras; the data is filtered through the Flock system; Section 8 of the Town policy authorizes the Sheriff to share Woodside ALPR data in limited circumstances: upon a lawful request from either a district attorney's office, a public defender's office, or a California law enforcement agency.
David Mittelman, Grandview Drive, suggested: having more descriptive notes, as opposed to case numbers, associated with the access records; keeping an independent copy of the access logs; the Town could choose not to integrate with larger search systems to secure access to data and be more restrictive than it is now.
The public comment period closed at 7:59 p.m.
Councilmember Wall's comments included: expectation for the Sergeant to come to these quarterly meetingswith more rigor (i.e.,documentation demonstrating thattheycomplywiththe Woodside policy); the current inability to confirm that the data is being used in a compliant manner.
Additional Council comments included: the purpose of ALPRs is to share data; it is too much to request the Sheriff's Department go through their reports line by line; the point is not whether the Sheriff's office is in compliance with Woodside's policy; the point is whether they are in compliance with the contract; the ALPR system is not exclusive to Woodside; the data is not being inappropriately accessed; there are certain protections in place (e.g., delete after a certain period); concern for too much bureaucracy and auditing; understands the risks and concerns; comfortable with keeping the existing system in place; the ALPRs are designed to be a part of a network; appreciation of the Sheriff's office for their continued work.
In response to Councilmember Wall's question, Ms. Savaree confirmed that the Sheriff's office is required to be in compliance with the Town's ALPR policy.
Councilmember Brown moved to accept the quarterly report.
