COMMUNICATIONS
My name is Thareerat Kochatchawan, and I live at 164 Bardet Road, immediately adjacent to the proposed project at 156 Bardet Road. I respectfully request that these comments be included verbatim in the record; I will provide a written copy. I am asking the Council to look into serious procedural problems with the ARB review conducted on November 17, 2025. The Board was told the project had no code violations and no exceptions were anticipated. That was inaccurate. The plans presented contained objective code compliance issues involving setbacks, development on steep slopes, and substantial retaining walls. The ASRB packet also contained factual errors, including stating the property was connected to sewer when it remains on septic. Because the Board was given inaccurate information, it made recommendations based on a flawed record.
Equally important, the project was not meaningfully evaluated under Section 153.911 of the Woodside Municipal Code - the required design criteria intended to minimize grading, protect privacy, and preserve neighborhood character. Those standards were not properly applied, and adjacent neighbors are bearing the consequences. I respectfully ask the Council to help return this project to the ASRB for proper review based on code-compliant plans and accurate information, so a lawful and sound design can be implemented and not later challenged - avoiding further delay for the property owner. Legal proceedings would be costly and hostile for all parties and should be avoided. But it is also not reasonable for adjacent neighbors to absorb Town Council Meeting Minutes April 28, 2026 Page I
Docusign Envelope ID: C46CE42B-50B8-8C9C-809C-C6E0FF7C67E6 severe privacy and property impacts without seeking a fair remedy. That is why I am asking for corrective action now. As Section 10.40 of the Woodside Municipal Code states, residents have a right to expect code compliance without confrontation between neighbors. I am not asking to stop development. I am asking for lawful review, fair treatment, and adherence to the Town's own code - for the benefit of neighbors, the applicant, and the Town. Thank you.
Mayor Dombkowski acknowledged that staff and council are actively tracking the matter.
Thalia Lubin, History Committee, expressed appreciation to Council for considering the historic house for teacher housing and to the School Board for purchasing it; and, spoke of the recipients of the Annual Preservation Award.

NEW BUSINESS
B. Town Center Area Plan (TCAP) Update.
Troy Reinhalter, Good City representative, and Ryan Call, Urban Field Studio representative, presented the CAP update, starting with Area A: Western Woodside Road, out to Little Store.
The discussion with Council highlighted community concerns regarding connectivity and the need to balance multi-modal transportation with traffic calming measures on Woodside Road.
Key discussions focused on implementing south-side trail improvements as a priority, while noting that north-side upgrades and parking strategies require further Caltrans coordination and detailed cost analysis.
The Public Comment period opened at 8:12 p.m.
Steve Lubin, Palm Circle Road, expressed concern about bicycle lane widths.
The Public Comment period closed at 8:14 p.m.
Council's comments included: support for all three concepts; Concept 1 should proceed with the next steps to coordinate with Caltrans; Concept 2 is expensive, however, it could be tied to a library project; space constraints and Caltrans involvement should be evaluated for Concept 3.
Mr. Call presented Area B: Woodside Rd/Canada Road/Mountain Home Road.
The discussion with Council focused on balancing the creation of a community gathering space with the preservation of Robert's Market parking.
The Public Comment period opened at 8:36 p.m.
Lee Ann Gilbert, Olive Hill Lane, intensely disliked the proposed designs, calling them a messy, high-maintenance burden that would make the area overly welcoming to disruptive visitors. She noted that she would need an on-site visit to fully evaluate the space.

Docusign Envelope ID: C46CE42B-50B8-8C9C-809C-C6E0FF7C67E6 Stuart Stromberger, Raymundo Drive, expressed support for the roundabout design.
Lilian Popell, Miramontes Road, expressed support for the roundabout design.
Christine Roberts, co-owner of Robert's Market, expressed shock and strong opposition to the proposed plans, noting that her business cannot survive any further parking losses following the recent installation of large ADA spaces. She requested that the plans be tabled, citing concerns over maintenance burdens and heightened traffic issues.
Suzanne Roberts Vandenberg, co-owner of Robert's Market, warned that the proposed designs impose excessive enforcement costs and delivery restrictions that threaten the financial survival of the family-run grocery store. Parks do not generate retail customers, and urged the Council to value local businesses or risk the property owner to pursue higher-value, alternative uses for the property.
Leigh Prince, Attorney representing the Robert's Market property owners, stated: Roberts Market opposes proposed changes that reduce, reconfigure, or relocate parking, citing significant negative impacts on operational viability and customer access. Current planning relies on incorrect land ownership data and requests a halt to concepts until property lines are verified, while also objecting to adjacent community events that threaten revenue.
Steve Lubin, Palm Circle Road, stated: while the proposed redesign improves upon the current layout, there are lingering concerns that the new intersection concepts will not adequately resolve existing traffic issues. Instead of a formal park that is unlikely to be utilized, the space gained from removing the slip lane and replacing the Mountain Home Road bridge should be used to realign the road and expand parking outside Robert's Market.
Thalia Lubin, Palm Circle Road, echoed Mr. Lubin's comments.
Julie Sequeria, resident, expressed support for Robert's Market and improving traffic in the area.
Richard Ersted, property owner, encouraged the Town to step back on this area to allow more thought to address serious concerns that have been raised.
The Public Comment period closed at 9:10 p.m.
Council's comments included: parking needs must serve as the starting foundation for evolving any design concept; exploring parallel parking options along Mountain Home Road; interest in seeing other ideas for other community gathering spaces; support for Concept 0 due to the current lack of property owner buy-in for the other advanced concepts; Good City will pause general public engagement to hold a targeted side discussion with key players and stakeholders.
Mr. Call presented Area C: Central Woodside Road.
Town Council Meeting Minutes April 28, 2026 Page 5
Docusign Envelope ID: C46CE42B-50B8-8C9C-809C-C6EOFF7C67E6 Council discussion with Mr. Call included: Concept 2 was proposed in part by one of the business owners to make their businesses rear-facing; the logistics of a parking assessment district without losing any parking spaces; this would be aesthetic treatment that would be more pedestrian-friendly and traffic-calming.
The Public Comment period opened at 9:39 p.m.
Richard Ersted, property owner, expressed support for putting up a vehicular barrier to calm traffic.
Steve Lubin, Palm Circle Road, supported: the shared streets concept, suggesting a basic traffic gate would suffice for control and that private property owners could manage their own paving costs to minimize Town expenses; restoring roughly 20 parking spaces on the north side of Woodside Road; eliminating the continuous left-turn lane in favor of turn pockets, narrowing traffic lanes to 1l feet, adding multiple crosswalks, and implementing diagonal back-in parking along the south side to maximize space capacity and driver safety.
Richard Ersted, property owner, opposed Mr. Lubin's proposal by emphasizing that the six parking stalls along the north side of the buildings and the middle turn lane are vital to local commerce and accessibility. He highlighted that tenants, customers, vendors, and contractors deeply value this current configuration, Ersted noted that while he understands concerns about road width, this marks the fourth time the Town Center has been studied over the decades, and the physical constraints of the area mean the layout simply must remain as it is to avoid severe detriment to the property owners.
The Public Comment period closed at 9:48 p.m.
Council expressed support for Concept 2.
Mr. Call presented Area D: Whiskey Hill Road and Woodside Road.
The Public Comment period opened at 9:54 p.m.

Steve Lubin, Palm Circle Road, suggested ways to slow vehicular traffic while eliminating bottleneck areas.
Lee Ann Gilbert, Olive Hill Lane, expressed strong support for roundabouts.
