OLD BUSINESS
A. COUNCIL DELIBERATION AND ADOPTION OF RESOLUTION GRANTING OR DENYING 10 Still Creek Road (APN 075-020-100): Appeal (APPL2025-0002) of Planning Commission's Denial of Front-and-side-yard Setback Exception (XSET2025-0001) to construct a new main residence with an attached garage, Junior Accessory Dwelling Unit (JADU), one attached Accessory Dwelling Unit (ADU); a second Accessory Dwelling Unit (ADU) that is detached from the main residence; and, associated project site improvements on a vacant lot located at 10 Still Creek Road. The proposed project requires a Setback Exception because the main residence's attached garage, JADU, and attached ADU are proposed to be located within the required 50-foot front and side yard setbacks.
During Council deliberation, the Town Council will also consider Formal Design of the Project (ASRB2025-0017) and a Maximum Residence Size Exception (XMAX2025-0010).
The projectis Categorically Exempt from the provisions of the California Environmental Quality Act (CEQA) pursuant to Section 15303(a), which includes a single-family Town Council Meeting Minutes May 26, 2026 Page 2
Docusign Envelope ID: C46CE42B-50B8-8C9C-809C-C6E0FF7C67E6 residence; Section 15303(b), which includes residential structures totaling no more than four dwelling units or more than six dwelling units in urbanized areas; Section 15303(e), which includes accessory structures; and Public Resources Code Section 21080, which applies to ministerial approvals.
Resolution No. 2026 - 7826
Regarding the Setback Exception, all Councilmembers except Councilmember Aburish could make the findings. Councilmember Aburish noted that Finding 5 reads as protecting neighbors, and the detached ADU has caused a lot of frustration from the neighbors.
Regarding the Maximum Size Exception and Formal Design Review, all Councilmembers except Councilmember Aburish could make the findings. Councilmember Aburish noted that the proposed house size was not suitable for that specific location.
Council expressed appreciation to everyone who showed up and took part in the process and encouraged a resolution that avoids litigation.
Councilmember Wall moved approval of the resolution.
Motion seconded by Councilmember Brown and approved by roll call vote:
AYES: Councilmembers Brown, Goeld, Wall, and Mayor Dombkowski NOES: Councilmember Aburish
B. Quarterly Report on Automated License Plate Readers (ALPRs) (January 2026-March 2026) and Request for Direction on Preparation of an RFP for ALPR Auditing Services.
Ms. Cardinale presented the staff report.
In response to Council's question about misuse of data in Woodside, Sergeant Nick Boragno stated: there have been no signs of misuse of the software.
In response to Council's question about the City of Palo Alto in searching for a third-party auditor, Ms. Cardinale stated: there was a conflict in that Flock Safety is a client of Baker Tilly; no request for proposals has been drafted.
The Public Comment period opened at 7:33 p.m.
AJ Costa, Sunrise Drive, asked what ALPRs are really for and what data is being collected.
Ms. Cardinale explained how the Town entered into an agreement with Flock Safety to install 20 cameras throughout Town, and the data that is collected on vehicles.
Walker Wells, resident, suggested the Town utilize traffic analytics to enforce traffic laws over Town Council Meeting Minutes May 26, 2026 Page 3
Docusign Envelope ID: C46CE42B-50B8-8CSC-809C-C6E0FF7C67E6 chaotic weekends.
Sergeant Boragno stated: traffic data collection would not be a beneficial use of Flock cameras.
Ehsan Farkhondeh, resident, spoke of: Flock Safety being an awful company; echoing comments made in Mr. Mittelman's letter.
The Public Comment period closed at 7:40 p.m.
Council discussion with staff and Sergeant Boragno included: the need to engage a third-party auditor to decrease Woodside's vulnerabilities; support of ALPR cameras as a valuable law enforcement tool if they do not compromise the Town's policy and privacy laws; Town staff and law enforcement are not data auditors and not equipped to audit vast amounts of data; there is a big question about whether Flock is trustworthy; peer cities have cancelled their contracts with Flock; the contract is up for renewal in July; there are other ALPR vendors, however, the Town would lose the benefit of the regional network; caution about doing an audit when the budget is tight and there is no evidence of any issues in Woodside; interest in an estimate on the traffic analysis feature; interest in obtaining confirmation from Flock that Woodside's data is properly deleted and has not been accessed by outside agencies.
Councilmember Wall moved to accept the quarterly report.
Motion seconded by Councilmember Brown and approved by roll call vote:
AYES: Councilmembers Aburish, Brown, Goeld, Wall, and Mayor Dombkowski NOES: None
