Ms. Savaree presented the staff report.

Council discussion with staff included: concern about being completely remote due to the decrease in engagement from remote participants; Council has flexibility to set remote participation limits; this needs to be revisited every six months; disruptive and inappropriate behavior can be muted.

The Public Comment period opened at 7:38 p.m.

Kim Hansen, Raymundo Drive, noted that Zoom would increase participation, and that she agreed meetings are more productive in person.

The Public Comment period closed at 7:39 p.m.

Council's comments included: interest in allowing some remote participation; perhaps mandate a quorum in person and remove the exception requirements; establishing quorum requires administrative overhead; supportive of any efforts to increase inclusivity; committee chairs are relied upon to ensure there's an appropriate balance of participation.

Councilmember Goeld moved approval of the resolution authorizing citizen advisory committees to be conducted by teleconference with the amendment that there is a quorum present for every meeting and that quorum be managed by the Chair.

Councilmember Wall suggested tabling this for a meeting or two to gather feedback from the committees and Chairs.

Docusign Envelope ID: C46CE42B-50B8-8C9C-809C-C6E0FF7C67E6 Kim Hansen, Raymudno Drive, spoke of: a request for more transparently for legal expenditures; urging Council to keep the Defensible Space and Home Hardening Matching Fund Program.

In response to Ms. Hansen's questions, Ms. George stated: there is no proposal to cut funds for the Defensible Space Program; regarding legal expenditures, in the last few fiscal years, legal fees were all blended with other kinds of professional contract services; now there is more transparency on the day-to-day costs (e.g, public hearings, code enforcement); these legal fees do not have anything to do with litigation; there were no litigation costs in the past year; the Housing Element required legal experts for implementation.

The Public Comment period closed at 8:01 p.m.

Council and staff discussion included: there are areas where day-to-day expenses can be reduced; one suggestion is to charge credit card fees to the users, saving the Town $30,000; staff will be bringing back more suggestions; Woodside's share of a Vehicle License Fee from the State would be a one-time payment of approximately $400,000 owed from previous years.

G. ZOAM2026-000]: Introduction and first reading of an Ordinance to amend Municipal Code Chapters 151 (Site Development/Driveway) 153 (Zoning) to update regulations for accessory dwelling units (ADUs) to allow additional flexibility for the construction of ADUs, such as amending requirements for second driveways, development within basic setbacks, floor area exceptions, increase in the number of ADUs allowed on lots less than one acre, and other updates necessary to be consistent with current State law; and an update to Paved Area and Surface Coverage Exceptions related to the installation of surface coverage at ADUs and other buildings for increased fire safety.

This ordinance is exempt from California Environmental Quality Act ("CEQA"), pursuant to Public Resource Code Section 21080.17 (CEQA is not applicable to local ordinances regulating the construction of Accessory Dwelling Units).

Ordinance 2026 - 650
Town Council Meeting Minutes June 23, 2026 Page 6
Docusign Envelope ID: C46CE42B-50B8-8C9C-809C-C6E0FF7C67E6 Mr. Schaan presented the staff report.

In response to Council's questions about the second driveway exception and the "amnesty" program, Mr. Schaan noted: the second driveway exception for ADUs will have certain safety criteria to be met to avoid having to be reviewed by the Planning Commission; AB2533 directs local jurisdictions to allow for a "lower level" building permit review to ensure health and safety requirements are met for ADUs that were constructed without permits prior to 2020; the law also provides homeowners the option to hire a third-party inspector; the Town's Building Inspector could provide that service; amnesty program ADUs would count as new housing units towards the Regional Housing Needs Assessment (RHNA) numbers because they would obtain a permit; if it makes sense, the Town could look into hiring another third-party inspector specific to the health and safety of un-permitted ADUs.

The Public Comment period opened at 8:39 p.m.

Carrie Diller, Inspired ADUs and resident, expressed support for the proposed changes and concerns about the communication divide between State law and homeowner action.

Mr. Schaan noted: the Planning Department will work closely with the Building Department and communicate expectations.

Kim Hansen, Raymundo Drive, expressed concern that health and safety codes are being ignored to allow more flexibility for ADUs.

In response to Council's questions about neighbor noticing and health and safety concerns, Mr.

Schaan stated: State law does not require neighbor noticing, however, the Town included it in the Code for immediate neighbors, next door and across the street, to be notified as a courtesy; with any building permit review, there are Health and Safety Code requirements to follow.

Kim Giulliaci, Fire Marshal, spoke of how the Woodside Fire Protection District reviews density of structures.

The Public Comment period closed at 8:52 p.m.

Council's comments included: hopefully, second driveways will provide better evacuation options during an emergency; support for the proposed changes and legalizing unpermitted units; community outreach on the amnesty program will be important.

Councilmember Goeld moved to introduce the Ordinance.

Motion seconded by Councilmember Brown and approved by roll call vote:

AYES: Councilmembers Aburish, Brown, Goeld, Wall, and Mayor Dombkowski NOES: None
