PARKS AND RECREATION DEPARTMENT
DATE: FEBRUARY 7, 2023
TO: HONORABLE MAYOR AND MEMBERS OF THE CITY COUNCIL
FROM: MICHEAL KUDRON, DIRECTOR OF PARKS AND RECREATION
PREPARED BY: JEFF RUTH, RECREATION SUPERINTENDENT
SUBJECT: ADMINISTRATIVE CHANGES- ADVENTURE PLAYGROUND GRIFFIN

STRUCTURES

RECOMMENDATION
It is recommended that City Council:
 Approve Amendment No 1 to the July 20, 2021, Agreement with Griffin Structures, Inc. extending services through June 30, 2023.
 Approve Change Order No 2 for construction management services with Griffin Structures, Inc. in the amount of $47,425.

BACKGROUND
On July 20, 2021, City Council approved the plans and specifications and awarded the contract for the Adventure Playground Renovation project to Lehman Construction. Construction began on September 13, 2021 and is expected to be completed in spring 2023.

DISCUSSION
Griffin Structures, Inc. was contracted to provide construction managements services for the Adventure Playground renovation project. Change Order No 2 provides funding to extend the construction management services through the completion of the project. Unfortunately, construction of Adventure Playground has been delayed several months due to various issues but is expected to be substantially completed by the end of March 2023. The extension of services will allow construction management during the final phase of construction and Griffin Structures to manage the close out process of the project by completing administrative work, commissioning, and coordinating the punch list through April 2023.

ADMINISTRATIVE CHANGES- ADVENTURE PLAYGROUND GRIFFIN STRUCTURES P a g e | 2

FISCAL IMPACT
There is no fiscal impact related to Change Order No 2 with Griffin Structures, Inc.. The contingency budget established for Griffin Structures has been expended, however sufficient funds have been identified in the Adventure Playground construction contingency budget to account for these services. Per Administrative Policy: A-F-5 Purchase, Bidding, and Contracting, the amount of the change order for Griffin Structures necessitates City Council approval.

ALTERNATIVES
The City Council may not approve Amendment No 1 and Change Order No 2 and provide direction to staff.

In 2018, roughly
70,000 people
went to the
emergency room
because of contact
burns. About
one-third of these
patients were
children under the
age of 5.

Orange County
Fire Authority

Types of Burns
First Degree (Minor)
• First degree burns usually result in redness and mild pain.

Second Degree (Moderate)
• Second degree burns are usually bright red with a moist or blistered appearance.

Third Degree (Severe)
• Third degree burns usually appear charred or ashen and are black or brown in color.
• These burns can result in devastating injury including the loss of function, loss of limbs, disfigurement, reoccurring infection, and sometimes death.

How to Treat a Burn
• Turn off the heat source and make sure the surroundings are safe.
• Remove clothing and jewelry near a burn, but do not peel off clothing stuck to the burn.
• Run cool water (not cold or icy) on the burn for 5-10 minutes until the pain subsides.
• Apply an antibiotic ointment or dressing to the burn to keep it moist. Do not use creams or greasy substances like butter, toothpaste, or eggs. These can cause infection.
• Call 9-1-1 if you have a burn that affects your mobility or sensation, for any burn larger than your hand, or if the burn affects the feet, face, eyes or genitalia.

Burn Prevention Tips
• Create a safety zone of at least 3 feet around hot objects or appliances.
• Do not leave hot objects unattended and unplug tools when not in use.
• Keep hot objects away from counter edges and out of the reach of children.

A burn is damage to the skin caused by heat. Burns and scalds can occur from certain tools, appliances, hot water, or the sun. Every 60 seconds, someone in the United States sustains a burn serious enough to require treatment.

Fires can spread
quickly once the
smoke alarm
sounds, leaving
only a minute or
two to escape.

Orange County
Fire Authority
(714) 573-6200
ocfa.org
Plan Ahead
• Make a home escape plan showing two ways out of every room. Discuss the plan with everyone in your home.
• Choose an outside meeting place in front of and a safe distance from your home.
• Practice your home escape plan at least twice a year. During your drills, practice escaping from different exits and teach children to escape on their own.
• Make sure someone is assigned to assist with small children, older adults, or family members with disabilities.
• Slow the spread of fire in your home by closing doors while you sleep.
• Test your smoke alarms once a month with your children so they recognize the sound.

Respond Safely if a Fire Occurs
• Smoke and heat rise, so crawl low as you follow your home escape plan.
• Test doors before opening. Use the back of your hand to feel the door for heat, starting at the bottom and working your way up. If the door feels warm, don’t open it. Use your secondary exit to escape.
• Close doors as you evacuate to slow the spread of smoke and fire.
• Once you’re out, stay out. Go immediately to your outside meeting place and NEVER go back inside for any reason.
• Call 9-1-1 once you are safely outside of your home.

If Trapped by Fire
• Close the door between you and the fire.
• Use towels, blankets, or clothing to seal door cracks and help prevent smoke from entering the room.
• Call 9-1-1 and tell the dispatcher where you are in the home. • Signal for help from a window when firefighters arrive.

Every second counts during a fire. Create and practice a home escape plan so you and your family can get out quickly if the smoke alarm sounds.

On February 20,

of 100 people.

Since the fire,

Fire Protection
Association has
enacted new code
provisions and
standards to keep

Orange County
Fire Authority

ocfa.org
Before You Enter
• Look carefully before entering any public building. Is the main entrance wide? Does it open outward to allow easy
exit? Are areas outside of the building clear of material that might block exits?
• Identify a friend or family member to contact in case of an emergency or if you are separated from your group.
• Pick an outside meeting place where people in your group can meet if a fire or other emergency occurs.
• Make sure someone is assigned to assist small children, older adults, or family members with disabilities.

Once Inside
• Immediately locate all available exits and exit paths as soon as you enter a public building.
• Check to make sure exit doors are not blocked or chained. • Look for alternative exits, sprinklers, smoke alarms, and fire extinguishers.
• Leave immediately if you don’t feel safe for any reason. • Overcrowding, cigarettes, candles, pyrotechnics, and other heat sources can increase fire risk.
• Be prepared to act immediately if an alarm sounds, you see smoke or fire, or there is an unusual disturbance. Remain calm and exit the building as quickly as possible.

During a Fire
• Crawl low if you encounter smoke or heat.
• Evacuate before phoning for help. Call 9-1-1 from outside the building.
• Never go back into a burning building for any reason.

The risk of injury and death increases in fires where there are a large number of people in one main space. When entering any building, take a moment to identify exits in case of an emergency.

PEOPLE
WHEREAS, the rights of life, liberty, and the pursuit of happiness are endowed to all men and women by their Creator; and
WHEREAS, the circumstances surrounding the September 16th death of Mahsa Zhina Amini are inexcusable, as she was arrested and taken into custody by Iran’s Guidance Patrol, i.e., morality police, for allegedly not properly wearing her state-mandated hijab; and
WHEREAS, the tragic death of Mahsa Zhina Amini has inspired numerous and ongoing protests throughout Iran, resulting in thousands of arrests to extinguish the voices of journalists, media figures, and members of the public who seek to amplify Iranians’ desire for personal freedoms, which the government of Iran has now blamed on the United States; and
WHEREAS, over the last 43 years, the government of Iran has committed numerous acts of violence and human rights violations against its own people, particularly against women and students; and
WHEREAS, just since Mahsa Zhina Amini’s death, the government of Iran has been responsible for: the killing of more than 200 civilians; the gassing of those protesting for women, life, and freedom; the brutal crackdown of university students’ protests including at Sharif University of Technology; the threatening of sexual violence as a means of silencing opposition; and the burning of Evin Prison that holds political prisoners, intellectuals, reporters, and journalists; and
WHEREAS, the government of Iran has restricted the people's access to internet, phone, and other forms of communication.

NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Yorba Linda as follows:

SECTION 1. The City Council hereby finds and declares:

A. That the City of Yorba Linda stands with its Iranian-American community members, particularly Iranian-American women, as their relatives and associates are suffering through the current injustices in Iran.

B. That the City of Yorba Linda condemns the violent acts that are being perpetrated against the Iranian people.
