INTRODUCTIONS & PRESENTATIONS

RECOGNITION OF UNSUNG HERO SYDNEY ROGERS
Mayor Hernandez invited Sydney, Yorba Linda's Unsung Hero for the month of March to the podium. Sydney is just 10 years old and for the last two years, she has managed her own recycling program that gives back to the community in a big way. Every Thursday, she visits her neighbors to collect recyclables and then sells them to her local recycling facility. She then uses half of the proceeds to create care baskets for local firefighters and sheriff deputies. Mayor Hernandez said that last year, Sydney collected over $1,800 and her goal is to collect over $2,000 this year.

Mayor Hernandez commended her for her dedication and presented her with a certificate of recognition. Sydney spoke briefly about her recycling efforts and thanked Council for the recognition and the community for their support.

CONSENT CALENDAR
Mayor Hernandez stated that he will abstain from Consent Calendar Item No. 2, out of an abundance of caution due to his involvement with Orange County Transportation Authority (OCTA) and the numerous contractors that may do work in the City.

City Manager Mark Pulone said that based on correspondence received earlier in the day and comments during the meeting, it is the staff's recommendation to pull Consent Calendar Item No. 7 from the agenda to revisit the scope.

Council spoke about Consent Calendar Item No. 7 and said the City is part of a lawsuit with the Orange County Council of Governments to fight the housing allocations imposed and said the intent of this item was to gather information and see how outreach could improve. Council also echoed the comments made regarding Savi Ranch and is supportive of including that site, but not all required units can be designated to that location.

City Attorney Litfin explained what could happen if a City does not have a certified Housing Element and explained Builder's Remedy. He cautioned that if a plan does not get approved in 2024 the City will lose local control.
