INTRODUCTIONS & PRESENTATIONS
RECOGNITION OF YOUNG CIVIC LEADERS ACADEMY STUDENTS
Mayor Gene Hernandez spoke about the Young Civic Leaders Academy and said the six-week program teaches local high school students about city government in a nonpartisan way that shows them how they can be involved and make a difference themselves.
Mayor Hernandez invited the students to the podium and Mayor Pro Tem Tara Campbell spoke more about the program. They presented each one with a certificate of recognition and the students also received recognitions from the offices of Congresswoman Young Kim, Senator Kelly Seyarto and Assemblyman Phillip Chen.
RECOGNITION OF UNSUNG HERO ELLEN GRAU
Mayor Hernandez invited resident Ellen Grau to the podium and recognized her as Yorba Linda's most recent Unsung Hero. He said Ms. Grau has used her mower and gardening equipment to conduct fuel reduction in the hills behind her neighborhood in an effort to mitigate the risk of fire. Ms. Grau also received certificates from the offices of Congresswoman Kim, Senator Seyarto and Assemblyman Chen. Pat Buttress, representative from Supervisor Don Wagner's office, was in attendance to present her with a recognition.
Ms. Grau thanked Council for the recognition and for the Wildfire Preparedness meetings that were held throughout the community. She said those meetings were very helpful and she also thanked staff for having a representative from the California Department of Insurance who assisted residents who have been dropped from their insurance coverage.
RECOGNITION OF EL TORO BRUSH CLEARING CREW
Next, Mayor Hernandez invited Orange County Fire Authority (OCFA) Battalion Chief of Wildland Operations Nate Arellano and Crew Superintendent Braden Davis to the podium and presented them and the El Toro Handcrew with a recognition for their exceptional work performing significant brush clearance in the Chino Hills State Park from the Diemer Water Treatment Plant to San Juan Peak since September. These tremendous efforts help keep residents and homes safe throughout the fire season.
The El Toro Brush Clearing Crew also received certificates from the offices of Congresswoman Kim, Senator Kelly Seyarto and Assemblyman Phillip Chen.
LAW ENFORCEMENT SERVICES UPDATE BY CHIEF OF POLICE SERVICES CAPTAIN JOSES WALEHWA Chief of Police Services Captain Joses Walehwa provided a PowerPoint presentation on law enforcement updates for the months of September and October. Captain Walehwa provided statistics on traffic, crime, residential burglaries, and arrests. Captain Walehwa urged extra caution during the holiday season and suggested sending deliveries to drop-off locations, such as lockers and businesses that offer pick-up services to avoid porch theft. He spoke of three significant arrests that occurred on October 10th, October 20th, and October 27th involving a stolen vehicle, stealing from multiple locations, and ten residential burglaries, respectively. Captain Walehwa said deputies held a Business Watch meeting on September 21st and Neighborhood Watch on October 16th and concluded his update by highlighting recent community events such as Coffee with a Cop, National Walk to School Day, Senior Wellness Expo and National Prescription Drug Take Back Day.
Mayor Pro Tem Tara Campbell added that The Safe Zone at the Yorba Linda Police Services Substation is available. It consists of two parking stalls which are monitored 24/7 with video surveillance and can be utilized for things such as an e-commerce purchase exchange or a child custody interaction in which you prefer a safe location.
Mayor Hernandez shared that residents have contacted him as well as his council colleagues regarding a petition that has been circulating throughout the City to increase the zoning at the Bryant Ranch Shopping Center. He clarified that the City is not involved with advancing the petition or the effort. He said, the property owner is bypassing the City Council and going directly to residents for signatures in an effort to seek an increase in the Center's zoning for residential units. Mayor Hernandez stated that any claims that the City Council endorses this effort are incorrect, but said it is the right of the owner, through Measure B's ballot process, to undergo this effort. The City will not use any public resources to support or oppose the effort and can only provide public information. Council may also share their viewpoints with the community. He strongly urged residents to be informed and fully understand what they're being asked to sign. He concluded by discussing the Regional Housing Needs Assessment effort and the City's Housing Element, and urged residents to attend the December 5, 2023 Council meeting where Council may direct staff to advance the draft resident driven 2021/2029 Housing Element to the State Housing and Community Development Department.

She said there was a 99 year old World War II Veteran in attendance and the keynote speaker was 96 year old World War II Veteran, Seaman Lloyd Clayton. Councilwoman Haney also spoke about the petition Mayor Hernandez previously discussed and said the petitioners are seeking roughly three times the amount of housing than what is being recommended by the City's Resident Working Group. She urged residents to understand what they are signing before doing so and said anyone who wishes to remove their signature from the petition can obtain a signature withdrawal form from the City Clerk's office or on her Facebook page.
Councilwoman Janice Lim agreed that the Veterans Day services were wonderful, both at Veterans Park and the Richard Nixon Presidential Library and Museum.
