12.   LEGISLATIVE UPDATE AND ANALYSIS

1. Legislative Update and Analysis - CC-ADM-24-028.pdf

2. Attachment 1 - Current Legislation Updates and Analysis.pdf

3. Green Sheet - Attachment 1 - Current Legislation Updates and Analysis.pdf Mayor Pro Tem Haney said she is happy to see that the City now has someone to track legislation and said there have been several new bills related to Housing. She said AB 1893 (Wicks) is especially concerning and asked staff about the City's Oppose Unless Amended position, specifically what amendments the City is looking for.

Project Manager Geoff Spencer said the bill proposes certain limitations on the size and allowable locations for Builders Remedy projects, which is a positive aspect of the bill. However, it also lowers the affordable threshold for Builders Remedy projects, which would make them more likely to be proposed. Therefore the recommendation of Oppose Unless Amended position is because staff supports the limitations proposed on Builders Remedy projects, however opposes other aspects of the bill.

Council expressed support of the positions referenced in the report.
