2. Exhibit A - Resolution No. 2024-5910.pdf
3. Exhibit B - Resolution No. 2024-5911.pdf
a. Open Public Hearing - Mayor Campbell opened the public hearing. b. Staff Report
Community Development Director Nate Farnsworth provided a brief staff report covering Public Hearing Item No.15 and Administrative Report No. 16. He said in 2023, it was discovered that there are significant foundation issues that need extensive repair at the Villa Plumosa Apartments. Two units were significantly damaged and are uninhabitable. He said National CORE requested that the California Statewide Communities Development Authority (CSCDA) serve as the municipal issuer of tax-exempt multi-family housing revenue bonds. Director Farnsworth said being an affordable housing project, makes them eligible for tax-exempt bonds, however, the City must conduct a public hearing (TEFRA Hearing) to allow members of the community an opportunity to speak in favor of or against the use of tax-exempt bonds for the financing of the repair project. He said CSCDA issues bonds on behalf of the CSCDA member in whose jurisdiction the project is to be located. He said the City is not a CSCDA member, and in order for the bonds to be directly issued to National CORE, the City would need to join. There is no fiscal impact to the City, and said the City's role would be to serve as a member agency, allowing for the bonds to be issued to participants within the City. He said if the City does not approve the resolution supporting the item, the Villa Plumosa Apartments will most likely not receive the funding it needs for the improvements. c. Take Testimony
Don La Commare, resident, said he believes the $60 million bond amount is a lot.
Director Farnsworth said the agreement allows for a bond amount up to $60 million, however, it is not anticipated that it will come close to that amount. d. Close Public Hearing - Mayor Campbell closed the public hearing. e. Make Determination
A conversation ensued among Council regarding joining CSCDA and approval of the item.
