V3 – 12 Ton Condenser based on current
availability.
EXECUTIVE SUMMARY
Thank you for the opportunity to provide this cooling solution for your switch gear room 054.
This proposal includes furnishing and installing 12 Tons of Mitsubishi VRF Heat Pump air conditioning in the space. We will use the Trane/Mitsubishi P series product with two (2) 6-ton ducted fan coil units that will be hung above the aisles. Each FCU will have four (4) 10” Supply Air Drops. In addition, a secondary condensate pan will be installed under each FCU. This system will have two (2) temperature sensors in the space. It will be linked to a wall-mounted central controller with BACnet licensing so you can integrate the system into your Building Automation System. Based on the oversized condenser, you could expand this system or another room with the additional 2 tons. The benefit of this VRF product is that it will sustain continuous service and can modulate instead of cycling on and off if it is oversized.
Our team will design and program the system using the Mitsubishi Diamond System design builder. We have included certified Mitsubishi start-ups registered with Mitsubishi.
As discussed, we have excluded electrical power and request that your electrician provide rough control wiring. A.O. Reed & Co. will do the final wiring terminations. A wiring diagram is provided below for reference.
We appreciate this opportunity to serve you and look forward to your feedback.

BACKGROUND
On a triennial basis, the Building and Safety Division in collaboration with the Orange County Fire Authority (OCFA) present the adoption of the new California Building Standards Code (CBSC) and local amendments to the City Council. Health and Safety Code Section 17958.7 allows local jurisdictions to make amendments with more restrictive provisions, provided that express findings are made showing such changes are reasonably necessary due to local climatic, geological, or topographical conditions.
At the City Council meeting on October 7, 2025, the ordinances comprising the 2025 update to the California Building Standards Code were introduced for the first reading. Additionally, the City Council adopted Resolution No. 2025-5952, setting forth the findings which are necessary to enable the City to amend the new codes to meet our local climatic, geological, and topographical conditions.
The 2025 edition of these codes was published on July 1, 2025, and will become effective statewide on January 1, 2026.
DISCUSSION
If approved by the City Council, the adopted ordinances will amend Title 15 of the City of Yorba Linda Municipal Code by adopting and amending the 2025 editions of the California Building Standards Code and repeal the 2022 editions. Additional amendments and modifications are proposed to address administrative or procedural items and do not affect the technical provisions of this code.
SUMMARY OF KEY CHANGES
The following summary highlights notable changes to the City of Yorba Municipal Code and
2025 Building Code Adoption; Second Reading and Adoption P a g e | 4
the 2025 California Building Standards Code. These items represent significant changes that could directly impact design, permit issuance, and the inspection process for commercial and residential buildings.
The City of Yorba Linda Municipal Code
The City of Yorba Linda has repealed its unique ordinance requiring pool and spa enclosures to be measured from both sides of the barrier (the outside in and inside out). Effective January 1, 2026, the City of Yorba Linda’s swimming pool and spa barrier requirements will match surrounding jurisdictions and the California Building Code.
The City of Yorba Linda has adopted Appendix M of the California Plumbing Code, the Peak Water Demand Calculator. The Peak Water Demand Calculator provides a method for estimating the demand load for the building water supply and principal branches in single and multi-family dwellings.
This new method of calculating water pipes size will:
o Align the Building Division’s sizing methods with Yorba Linda Water District, promoting consistency and cost savings for our applicants. o Save on construction costs due to smaller diameter pipes and fittings. o Provide energy savings due to faster hot water delivery times. o Additional energy savings due to decreased heat loss in the hot water distribution system, particularly in multifamily buildings with a recirculation system.
Assembly Bill 130
Initially introduced as Assembly Bill 306, Assembly Bill 130 became effective June 30, 2025, and enacted a moratorium on state and local building standards affecting residential units beginning October 1, 2025, and ending June 1, 2031 (with limited exceptions for home hardening and declared emergencies). The scope of the moratorium enacted by Assembly Bill 130 encompasses “residential units,” which is currently not defined in statute and regulation. As such, the California Building Standards Commission interprets this to mean all Residential Group R occupancies, listed in Section 310 of the California Building Code (Part 2 of Title 24), as well as detached one and two-family dwellings and townhouses, as listed in the California Residential Code (Part 2.5 of Title 24). Specifically, the residential Group R occupancies listed in Section 310 of the CBC would include Residential Groups R-1, R-2, R-2.1, R2.2, R-3, R-3.1, and R-4.
California Wildland-Urban Interface Code, 2025 Edition
The newly adopted 2025 California Wildland-Urban Interface Code establishes minimum requirements for land use and the built environment for buildings constructed in designated wildland-urban interface areas. It incorporates provisions from chapter 7A of the California Building Code, section R337 of the California Residential Code, and chapter 47 of the California Fire Code; addressing defensible space, exterior construction standards, fire spread mitigation, ignition-resistant materials, water supply, vegetation management. and more using prescriptive and performance-related provisions.
2025 Building Code Adoption; Second Reading and Adoption P a g e | 5
California Building Code, 2025 Edition
• Repeal all references to chapter 7A. These provisions have been relocated to the California Wildland-Urban Interface Code, California Code of Regulations Title 24, Part 7.
• A new code section in chapter 11B, written by the Division of the State Architect pertaining to disabled access. Added a new section clarifying that the clear floor space at dining surfaces shall not overlap the accessible route.
California Residential Code, 2025 Edition
Repeal all references to section R337. These provisions have been relocated to the California Wildland-Urban Interface Code California Code of Regulations Title 24, Part 7.
Several sections have been renumbered or relocated to different areas in this code.
For the most part these changes are administrative in nature to maintain consistency with model codes and to account for the newly adopted California Wildland-Urban Interface Code and do not affect the technical provisions of this code.
California Fire Code, 2025 Edition
Most of the new changes are directly related to High Fire Severity Zones and Wildland — Urban Interface Fire Areas. The proposed amendments are recommendations from OCFA which will allow them to better perform their duties in fire prevention and fire protection.
Repeal all references to chapter 49. These provisions have been relocated to California Code of Regulations Title 24, Part 7; California Wildland-Urban Interface Code.
California Energy Code, 2025 Edition
The 2025 Energy Code is projected to save over $4.8 billion in energy costs over its lifetime.
These savings are driven by the following:
Encourages efficient electric heat pump technology for space and water heating in newly constructed single-family, multifamily, and select non-residential building types.
Replacing end-of-life rooftop heating, ventilation, and air-conditioning (HVAC) units of a certain size with high efficiency systems including heat pumps, for existing retail, existing schools, and existing offices and libraries.
Requiring electrical panels in multifamily dwellings to be sized to meet the future electric requirements of electric ready equipment.
Commercial kitchens required to include 208V/50-amp circuit for “cookline appliances”, and electrical panel capacity for an additional circuit. Updating solar and storage standards for assembly buildings, including religious worship, sport, and recreation buildings to make clean energy available for onsite use while minimizing exports to the electrical grid.
2025 Building Code Adoption; Second Reading and Adoption P a g e | 6
California Green Building Standards Code, 2025 Edition
Multifamily dwellings, hotels and motels; increased EV-ready parking spaces with Low Power Level 2 EV receptacles from fifty (50) percent to sixty (60) percent. Amended requirements for multifamily parking facilities with unassigned or common use parking spaces shall be provided with Level 2 EV chargers at a rate of forty (40) percent, an increase from current fifteen (15) percent. Multifamily dwellings, hotels and motels; increased compliance requirements and percentages for EV-ready parking spaces with EV chargers from fifteen (15) percent to forty (40) percent of the total number of parking spaces.

An application for which no permit is issued within 180 days following the date of application shall automatically expire, unless such application has been pursued in good faith or a permit has been issued. The plans and other data submitted for review may thereafter be returned to the applicant or destroyed by the Building Official. The Building Official may extend the time for action by the applicant for a period not exceeding 180 days upon receiving a written request by the applicant showing that circumstances beyond the control of the applicant have prevented action from being taken. An application may be extended one or more times by the Building Official for additional periods not exceeding 180 days each. An application shall not be extended if this code or any other pertinent laws or ordinances have been amended subsequent to the date of application.
An application for a permit may only be extended if a written request for an extension is received prior to the expiration of the permit application and a non-refundable application fee is paid. The application for an extension shall state the reason for the extension and identify conditions beyond the control of the applicant which justify the extension. of 180 days after the time the work is commenced. The suspension or abandonment of work shall be defined as failing to obtain approval of a required inspection as specified in this code or obtaining a successful inspection as defined in City ordinance within a 180 day time period. A permit may only be extended, with no additional permit fees charged, if a written request for an extension is received prior to the expiration of the permit and payment of a non-refundable application fee. The application for an extension shall state the reason for the extension and identify conditions beyond the control of the applicant which justify the extension. The application shall be reviewed by the Building Official and a decision whether to grant an extension shall be based upon the merits of the written request for the extension. No additional permit fees, other than the application fee shall be charged when the extension request is received prior to the permit expiration. Payment of the application fee shall not automatically grant an extension. Permits which have become invalid shall pay a renewal fee of 50% of the original permit fee when the permit has been expired for up to one (1) year.
When a permit has been expired for a period in excess of one (1) year, the renewal fee shall be 100% of the original permit fee.

Prior to the special investigation, all concealed structural and nonstructural items shall be exposed to allow an accurate assessment of the unpermitted construction. The items to be exposed shall include, but not limited to, foundation, framing, electrical, plumbing and mechanical. 104.5.2.2 Fee. An investigation fee, in addition to the permit, shall be collected whether or not a permit is then or subsequently issued. The investigation fee shall be equal to the amount of the permit fee that would be required by this code if a permit were to be issued. The payment of such investigation fee shall not exempt any person from compliance with all other provisions of this code or from any penalty prescribed by law.
104.5.2.3 Emergency Work. The investigation fee shall not apply to emergency work when it shall be demonstrated to the satisfaction of the Administrative
ORDINANCE NO. 2025-1117

Authority that such work was urgently necessary and that it was not practical to obtain a permit therefore before commencement of the work. In all such cases, a permit must be obtained as soon as it is practical to do so, and if there be an unreasonable delay in obtaining such permit, an investigation fee as herein provided shall be charged.
Section 104.5.3 Fee Refunds is hereby amended to read as follows:
104.5.3 Fee Refunds. The Building Official may authorize refunding of a fee paid hereunder which was erroneously paid or collected.

Section 105.2.6 Reinspections is hereby amended to read as follows:
105.2.6 Reinspections. The Authority Having Jurisdiction shall have the authority to assess a reinspection fee for each inspection or reinspection when such portion of work for which inspection is requested is not complete or when required corrections have not been made. Reinspection fees may also be assessed when the approved plans are not readily available to the inspector, or failure to provide access on the date for which inspection is requested or for deviating from plans requiring the approval of the Building Official or requesting a reinspection of the same item three or more times.
This provision is not to be interpreted as requiring reinspection fees the first time a job is rejected for failure to comply with the requirements of this code, but as controlling the practice of calling for inspections before the job is ready for inspection or reinspection.
To obtain reinspection, the applicant shall file an application therefore in writing upon a form furnished for that purpose and pay the reinspection fee established by resolution adopted by the City Council.
In instances where reinspection fees have been assessed, no additional inspection of the work will be performed until the required fees have been paid.
Section 105.2.7 Extra Inspections is added to read as follows:
ORDINANCE NO. 2025-1117
PAGE NO. 6
105.2.7 Extra inspections. When extra inspections are necessary by reason of deficient or defective work, repeated partial inspection requests, or otherwise through fault or error on the part of the holder of the permit or on the part of his employees, only one such extra inspection shall be made under the regular fees as herein prescribed; and the holder of the permit shall be entirely responsible for each and every subsequent extra visit or inspection. A reinspection fee shall be paid for every subsequent extra visit or inspection. The reinspection fee shall be established by resolution adopted by the City Council.
105.2.8 Successful inspection. An inspection performed by the building official or designee resulting in an approval, partial approval, correction or other progressive action demonstrating a good faith effort working towards the completion of the project or a portion thereof. Miscellaneous, progress inspections, construction site maintenance conditions, unpermitted work, and other non-construction inspections are not successful inspections.
