Building Official Jeff McIver provided a staff report on the California Building Standards Code (CBSC), the adoption process of the changes and local amendments. He said new standards apply to new development and changes are not retroactive. He said these new codes would take effect on January 1, 2026. If a local jurisdiction does not choose to go through the adoption process, the State code would automatically take effect, and the City loses its ability to include amendments with more restrictive provisions, provided that express findings are made showing such changes are reasonably necessary due to local climatic, geological, or topographical conditions. Amendments can only be more restrictive than State Code, not less. Mr. McIver concluded his comments by providing a summary of key changes. c. Take Testimony
Richard de Bruijn, resident, spoke about AB 179 and questioned if the bill is integrated into the Codes. City Attorney Litfin said AB 179 is more of a zoning and CEQA matter, separate from the California Building Standard Code. d. Close Public Hearing - Mayor Lim closed the public hearing. e.
