INTRODUCTIONS & PRESENTATIONS
RECOGNITION OF YORBA LINDA VETERANS
Mayor Janice Lim said that in anticipation of Veterans Day, the City is once again privileged to pay tribute and respect to those in the community who have served in the military. Staff displayed a PowerPoint presentation honoring local veterans and Mayor Lim along with her Council colleagues, recognized Yorba Linda veterans in attendance for their service and bravery.
RECOGNITION OF FALL 2025 YOUNG CIVIC LEADERS ACADEMY STUDENTS Mayor Lim spoke about the Young Civic Leaders Academy and said the six-week program teaches local high school students about city government in a nonpartisan way that shows them how they can be involved and make a difference themselves. Councilwoman Tara Campbell said she started the program when she was Mayor in 2019, and said the program offers a fall and a spring session where students learn about the budget, meet with the Yorba Linda Water District, departments, the business community, and participate in a mock City Council meeting.
Mayor Lim presented each student with a certificate of recognition. The students also received recognition from the offices of Congresswoman Young Kim, Senators Steven Choi and Kelly Seyarto, Assemblyman Phillip Chen, and Pat Buttress, representative for Supervisor Don Wagner, who was in attendance.
PUBLIC COMMENTS – ITEMS ON THE CONSENT CALENDAR OR ITEMS NOT ON THE REMAINDER OF THE AGENDA Steve Schofro, Lithium Awareness International, spoke about California Senate Bill 283 and it's potential impacts and urged the community to take action.
Linda Cone, resident, said she attended a Council meeting several months ago to express concerns over what is happening with the Placentia-Yorba Linda Unified School District. She said she has been trying to contact Mayor Lim and requested to meet with her to discuss the school district.
Pam, resident, spoke about Landscape Maintenance and Assessment District Zone L-1B. She said the zone has undergone several Proposition 218 votes and said she requested financial information for the zone as part of a Public Records Act Request and expressed concerns over the condition of the zone and the budget for the zone.
Randy Buckley, resident and President of the Villaggio Community Association, said his HOA requested pine trees be removed on Fairmont Boulevard over seven years ago, and they had been told they would be removed and a new landscape plan would be presented. He said that never happened, and he spoke further of the HOA's attempts to obtain removal through the City and the association's resident petitions that were submitted. He expressed his concerns and said pine trees are very volatile to fire.
Pat Nelson, resident, spoke about speeding on Valley View Avenue. She also said she recalls there was some tree removal about a year ago north on Valley View Avenue, and said there are branches that should be looked at that were probably missed. She also commented about trail maintenance.
