The attached report reflects the summarized inflow and outflow of cash for June 2026.

365 and dividing the result by 7. The yields quoted should not be considered a representation of the yield of the fund in the future, since the yield is not fixed.

Average maturity represents the average maturity of all securities and investments of a portfolio, determined by multiplying the par or principal value of each security or investment by its maturity (days or years), summing the products, and dividing the sum by the total principal value of the portfolio. The stated maturity date of mortgage backed or callable securities are used in this statement. However the actual maturity of these securities could vary depending on the level or prepayments on the underlying mortgages or whether a callable security has or is still able to be called.

Monthly distribution yield represents the net change in the value of one share (normally $1.00 per share) resulting from all dividends declared during the month by a fund expressed as a percentage of the value of one share at the beginning of the month. This resulting net change is then annualized by multiplying it by 365 and dividing it by the number of calendar days in the month.

YTM at Cost The yield to maturity at cost is the expected rate of return, based on the original cost, the annual interest receipts, maturity value and the time period from purchase date to maturity, stated as a percentage, on an annualized basis.

YTM at Market The yield to maturity at market is the rate of return, based on the current market value, the annual interest receipts, maturity value and the time period remaining until maturity, stated as a percentage, on an annualized basis.

This statement is for general information purposes only and is not intended to provide specific advice or recommendations. PFM Asset Management ("PFMAM") is a division of U.S. Bancorp Asset Management, Inc. ("USBAM"), a SEC-registered investment adviser. USBAM is direct subsidiary of U.S. Bank National Association ("U.S. Bank") and an indirect subsidiary of U.S. Bancorp. U.S. Bank is not responsible for and does not guarantee the products, services or performance of PFMAM. PFMAM maintains a written disclosure statement of our background and business experience. If you would like to receive a copy of our current disclosure statement, please contact Service Operations at the address below.

Proxy Voting PFMAM does not normally receive proxies to vote on behalf of its clients.

However, it does on occasion receive consent requests. In the event a consent request is received the portfolio manager contacts the client and then proceeds according to their instructions. PFMAM’s Proxy Voting Policy is available upon request by contacting Service Operations at the address below.

Questions About an Account PFMAM’s monthly statement is intended to detail our investment advisory activity as well as the activity of any accounts held by clients in pools that are managed by PFMAM. The custodian bank maintains the control of assets and executes (i.e., settles) all investment transactions. The custodian statement is the official record of security and cash holdings and transactions. PFMAM recognizes that clients may use these reports to facilitate record keeping and that the custodian bank statement and the PFMAM statement should be reconciled and differences resolved.

Many custodians use a settlement date basis which may result in the need to reconcile due to a timing difference.

Account Control PFMAM does not have the authority to withdraw funds from or deposit funds to the custodian outside the scope of services provided by PFMAM. Our clients retain responsibility for their internal accounting policies; implementing and enforcing internal controls and generating ledger entries or otherwise recording transactions.

Market Value Generally, PFMAM’s market prices are derived from closing bid prices as of the last business day of the month as supplied by ICE Data Services. There may be differences in the values shown for investments due to accrued but uncollected income and the use of differing valuation sources and methods. Non-negotiable FDIC-insured bank certificates of deposit are priced at par. Although PFMAM believes the prices to be reliable, the values of the securities may not represent the prices at which the securities could have been bought or sold. Explanation of the valuation methods for a registered investment company or local government investment program is contained in the appropriate fund offering documentation or information statement.

Amortized Cost The original cost of the principal of the security is adjusted for the amount of the periodic reduction of any discount or premium from the purchase date until the date of the report. Discount or premium with respect to short term securities (those with less than one year to maturity at time of issuance) is amortized on a straightline basis. Such discount or premium with respect to longer term securities is amortized using the constant yield basis.

Tax Reporting Cost data and realized gains / losses are provided for informational purposes only. Please review for accuracy and consult your tax advisor to determine the tax consequences of your security transactions. PFMAM does not report such information to the IRS or other taxing authorities and is not responsible for the accuracy of such information that may be required to be reported to federal, state or other taxing authorities.

Financial Situation In order to better serve you, PFMAM should be promptly notified of any material change in your investment objective or financial situation.

Callable Securities Securities subject to redemption prior to maturity may be redeemed in whole or in part before maturity, which could affect the yield represented.

Portfolio The securities in this portfolio, including shares of mutual funds, are not guaranteed or otherwise protected by PFMAM, the FDIC (except for certain non-negotiable certificates of deposit) or any government agency. Investment in securities involves risks, including the possible loss of the amount invested. Actual settlement values, accrued interest, and amortized cost amounts may vary for securities subject to an adjustable interest rate or subject to principal paydowns. Any changes to the values shown may be reflected within the next monthly statement’s beginning values.

Rating Information provided for ratings is based upon a good faith inquiry of selected sources, but its accuracy and completeness cannot be guaranteed.

Shares of some local government investment programs and TERM funds are distributed by representatives of USBAM's affiliate, U.S. Bancorp Investments, Inc. which is registered with the SEC as a broker/dealer and is a member of the Financial Industry Regulatory Authority (“FINRA”) and the Municipal Securities Rulemaking Board (“MSRB”). You may reach the FINRA by calling the FINRA Hotline at 1-800-289-9999 or at the FINRA website address
https://www.finra.org/investors/investor-contacts. A brochure describing the FINRA Regulation Public Disclosure Program is also available from FINRA upon request.

Key Terms and Definitions
Dividends on local government investment program funds consist of interest earned, plus any discount ratably amortized to the date of maturity, plus all realized gains and losses on the sale of securities prior to maturity, less ratable amortization of any premium and all accrued expenses to the fund. Dividends are accrued daily and may be paid either monthly or quarterly. The monthly earnings on this statement represent the estimated dividend accrued for the month for any program that distributes earnings on a quarterly basis. There is no guarantee that the estimated amount will be paid on the actual distribution date.

Current Yield is the net change, exclusive of capital changes and income other than investment income, in the value of a hypothetical fund account with a balance of one share over the seven-day base period including the statement date, expressed as a percentage of the value of one share (normally $1.00 per share) at the beginning of the seven-day period. This resulting net change in account value is then annualized by multiplying it by

CITY CLERK'S OFFICE
DATE: SEPTEMBER 15, 2026
TO: HONORABLE MAYOR AND MEMBERS OF THE CITY COUNCIL
FROM: MARCIA BROWN, CMC, CITY CLERK
SUBJECT: ADOPT RESOLUTION NO. 2026-6006 AMENDING THE CONFLICT OF

INTEREST CODE

RECOMMENDATION
Adopt Resolution No. 2026-6006 amending the Conflict of Interest Code.

DISCUSSION
The Political Reform Act (Act) requires every local government agency to adopt a Conflict of Interest Code (Code) that obligates officials and employees who make governmental decisions to disclose their financial interests. To help identify potential conflicts of interest, the law requires public officials and employees in Conflict of Interest Code positions to report their financial interests on a Statement of Economic Interest Form (Form 700).

The Act requires every local agency to review its Code at least every even-numbered year to ensure it remains current and accurate.

The City Clerk and City Attorney’s office have reviewed the Conflict of Interest Code and recommended that the Appendix to the Code be amended. The amendment adds two new designated positions: Deputy City Manager and Director of Human Resources & Innovation.

PUBLIC WORKS DEPARTMENT
DATE: SEPTEMBER 15, 2026
TO: HONORABLE MAYOR AND MEMBERS OF THE CITY COUNCIL
FROM: JAMIE LAI, P.E. PUBLIC WORKS DIRECTOR / CITY ENGINEER PREPARED BY: REGINA HU, P.E. PRINCIPAL CIVIL ENGINEER
SUBJECT: APPROVE THE STORMWATER MAINTENANCE AGREEMENT WITH

FRIENDSHIP BAPTIST CHURCH

RECOMMENDATION
Approve the Stormwater Maintenance Agreement with Friendship Baptist Church for APNs 322-173-04 and 322-173-07.

SUMMARY
This agreement requires the property owner to maintain two bioretention basins for filtering stormwater runoff and allows the City to access the facilities when necessary.

DISCUSSION
Friendship Baptist Church recently completed construction of a 19,000-square-foot multipurpose building and a 455-space parking lot at 17145 Bastanchury Road. These improvements added paved areas that increase stormwater runoff and the Church was required to build two bioretention basins to capture and filter runoff through rocks, sand, and plant roots before it is released into the public storm drain system.

The recommended agreement requires Friendship Baptist Church to maintain the stormwater facilities and allows the City to access them when necessary. Public Works inspected the stormwater facilities before closing the applicable permits.

Because Water Quality Management Plans are routine and mandated by State law, Public Works will return to the City Council with a recommendation to delegate authority for approving future plans and agreements to the City Manager.

FISCAL IMPACT
None.

ADMINISTRATION DEPARTMENT
DATE: SEPTEMBER 15, 2026
TO: HONORABLE MAYOR AND MEMBERS OF THE CITY COUNCIL
FROM: PETER GRANT, CITY MANAGER
SUBJECT: APPROVE RESOLUTION NO. 2026-6007 FINDING THAT CITY-OWNED

PROPERTY IS EXEMPT SURPLUS LAND

RECOMMENDATION
Approve Resolution No. 2026-6007, finding that City-owned property (APNs 322-412-01, 323-151-02, 323-161-05, 323-161-07, and 323-161-09) is exempt surplus land.

SUMMARY
The City owns 27 acres north of Bastanchury Avenue and south of Lakeview Avenue, known as the West Bastanchury Site, which is subject to deed restrictions that do not allow housing.

Because housing is prohibited, the property qualifies as exempt surplus land. The Resolution authorizes the City to submit this determination to the State to ensure compliance with the Surplus Land Act while preserving flexibility for future decision-making and public engagement. It does not authorize sale, lease, development, or any specific future use and is only the first step in a transparent and collaborative process to engage the community to help define and shape what might become of the Site.

DISCUSSION
Property Overview
The City acquired the Site in two phases, the first in December 1996 and the second in April 2005. To date, the site remains undeveloped.

EXEMPT SURPLUS LAND
P a g e | 2
Legal Use Restrictions
When the City acquired the Site, it agreed to certain deed restrictions that expressly prohibit housing but allow for “public uses" including:
● Child and/or Adult Day Care Facility ● Fire Facilities ● City Hall Facility ● Library
● Civic Center Buildings ● Museum
● City Vehicle and Equipment Storage ● Police Facilities ● Community Center ● Post Office
● Community Garden ● Private or Public High School
● Recreational and Athletic Facilities, including but not limited to one or more of the following: parks; playgrounds; baseball fields and facilities; football fields and facilities; golf facilities; indoor and/or outdoor recreational courts, rinks and facilities for basketball, volleyball, tennis, paddle tennis, racquetball, squash, handball, ice hockey, roller hockey, ice skating, skateboarding, gymnastics, flying disc golf, swimming and aquatics, lawn bowling, and bicycling, and ancillary facilities related to the above.

History of Use Exploration
The City has explored “public use” options several times, including a lease to develop a private high school, but the Site remains undeveloped.

Surplus Land Act
Under the Surplus Land Act, cities must offer surplus property for affordable housing opportunities unless an exemption applies. Government Code §54221(f)(l)(J)(i) provides an exemption when legally binding restrictions prohibit housing, as is the case with the West Bastanchury Site.

The exemption determination process includes:
1) City Council adoption of a resolution declaring the exemption 2) Submitting the resolution to HCD; and
3) HCD review and confirmation within 30 days
The Resolution
The recommended Resolution does not authorize sale, lease, development, or any specific future use. It ensures compliance with State law and preserves flexibility for future community engagement and decision-making.

Community Engagement
Last week the City held a community conversation meeting at Lakeview Elementary School to connect with the neighborhood surrounding the Site and the community at-large. The goal of this transparent and collaborative process is to engage the community to help define and shape what might become of the Site. A short presentation and information stations provided details about the Site’s history and the City’s community engagement process. Meeting materials have been posted to the City’s website and interested residents can subscribe to updates to receive notifications and learn about upcoming public engagement opportunities.

If the State approves the recommended Resolution, the City Council will consider a plan for additional community engagement at an upcoming meeting. The next steps in engaging the community are expected in early 2027, after the year-end holiday season.

FISCAL IMPACT

ALTERNATIVES
Do not approve the resolution and provide alternative direction.

WHEREAS, the covenants, restrictions, or other conditions on the Property are not rendered void and unenforceable by any other law, including, but not limited to Section 714.6 of the Civil Code and therefore Government Code section 54221(f)(1)(J)(iii)(II) is inapplicable; and

WHEREAS, the City Council desires to declare the Property as "exempt surplus land" consistent with and in compliance with the Act and that a copy of this Resolution be transmitted to HCD at least thirty (30) days prior to disposition, per HCD Guidelines; and WHEREAS, the City Council believes that the sale of the Property is for the common benefit of the City and its residents, and in accord with the public purposes and provisions of applicable State and local law requirements.

NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF YORBA LINDA DOES FIND, DETERMINE, AND RESOLVE AS FOLLOWS:

Section 1. The foregoing recitals are true and correct and incorporated herein by reference in full.

Section 2. The City Council hereby finds and declares that the Property is no longer necessary for the City's use and is surplus land as defined in California Government Code section 54221.

Section 3. The City Council hereby finds and declares that the Property is exempt surplus land pursuant to Government Code section 54222(f)(1)(J)(i) because it is surplus land that is subject to a valid legal restriction that is not imposed by the local agency and

that makes housing prohibited. Pursuant to Government Code section 54222(f)(1)(J)(ii)(I), valid legal restrictions include, "Existing constraints under ownership rights or contractual rights or obligations that prevent the use of the property for housing, if the rights or obligations were agreed to prior to September 30, 2019." The Option Agreement, First Amendment to Option Agreement, and the two Agreements for Purchase and Sale of Real Property and Escrow Instructions are valid legal restrictions agreed to prior to September 30, 2019, and are attached hereto as Attachments 3, 4, 5, and 6. In the Option Agreement and Purchase and Sale Agreements the City agrees to use the Property for one or more of the "Public Uses" included in Exhibit F of the Option Agreement and the Purchase and Sale Agreements and housing is not an allowed use. There is not a feasible method to satisfactorily mitigate or avoid the prohibition of housing on the Property. Furthermore, the covenants, restrictions, or other conditions on the Property are not rendered void and unenforceable by any other law, including, but not limited to Section 714.6 of the Civil Code and therefore Government Code section 54221(f)(1)(J)(iii)(II) is inapplicable Section 4. The City Council finds and declares that the Property is not (i) within a Coastal Zone, (ii) adjacent to a historical unit of the State Parks System, (iii) listed on, or determined by the State Office of Historic Preservation to be eligible for, the National Register of Historic Places, or (iv) within the Lake Tahoe region as defined in Section 66905.5, and therefore no notice of availability of the Property for open space purposes is required pursuant to Government Code section 54221(f)(2).

Section 5. The City Council hereby finds that this Resolution has been reviewed with respect to the applicability of the California Environmental Quality Act (Public resources Code section 21000 et seq., "CEQA"). Designation of the Property as exempt surplus land does not have the potential for creating a significant effect on the environment and is therefore exempt from further review under CEQA pursuant to CEQA Guidelines section 15060(c)(3), because it is not a project as defined by the CEGA Guidelines section 15378.

Adoption of this Resolution does not have the potential for resulting in either a direct physical change in the environment or a reasonably foreseeable indirect physical change in the environment. Furthermore, this Resolution is exempt from CEQA pursuant to CEQA Guidelines section 15312 because it is the disposition of surplus government not located in an area of statewide, regional, or areawide concern identified in Section 15206(b)(4). Also, this Resolution is exempt from CEQA pursuant to CEQA Guidelines section 15312(b)(3) because the use of the Property and the adjacent property has not changed since the time of purchase by the City.

Section 6. The City Council hereby authorizes the City Manager or Designee to send a notice of exemption determination to the California Department of Housing and Community Development ("HCD") pursuant to Section 400(e) of the Surplus Land Act Guidelines, and to communicate with HCD regarding the City's declaration that the Land is "exempt surplus land."
Section 7. Any proposed agreement for the disposition of the Property shall be subject to the approval of the City Council.

Section 8. All portions of this Resolution are severable. If any section, subsection, sentence, clause, phrase, or portion of this Resolution is for any reason held invalid or unconstitutional, such decision shall not affect the validity of the remaining portions of this Resolution.

ADMINISTRATION DEPARTMENT
DATE: SEPTEMBER 15, 2026
TO: HONORABLE MAYOR AND MEMBERS OF THE CITY COUNCIL
FROM: PETER GRANT, CITY MANAGER
SUBJECT: APPROVE A SIDE LETTER WITH THE YORBA LINDA CHAPTER OF THE ORANGE COUNTY CITY EMPLOYEES’ ASSOCIATION REGARDING

HOLIDAY HOURS ASSIGNED TO PERMANENT PART-TIME EMPLOYEES

RECOMMENDATION
Approve a side letter with the Yorba Linda Chapter of the Orange County City Employees’ Association regarding holiday hours assigned to permanent part-time employees.

DISCUSSION
The recommended agreement clarifies the application of Article XXI (Holidays) of the Memorandum of Understanding (MOU) for permanent part-time (PPT, 30-hour) employees.

The MOU is effective from July 1, 2024, through June 30, 2027.

The clarification follows several meet-and-confer sessions held in 2025, culminating in consensus on December 8, 2025.

Like other miscellaneous employees, PPT employees receive a nine-hour floating holiday on July 1 of each fiscal year. When a scheduled holiday falls on a PPT employee’s regular day off and is converted to floating holiday hours, the employee will be credited with seven hours of floating holiday time. Previously, the City-Association practice had been to provide PPT employees with six hours of floating holiday time.

All other terms and conditions of the MOU remain unchanged. The Side Letter is valid for the duration of the MOU and will carry forward unless renegotiated, modified, or rescinded by mutual written agreement.

FISCAL IMPACT
The cost of the side letter is approximately $1,100 annually and will increase overtime with employee wages.

ALTERNATIVES
Do not approve the recommendation and provide alternative direction.

SIDE LETTER AGREEMENT BETWEEN

THE CITY OF YORBA LINDA
AND
THE YORBA LINDA CHAPTER OF THE ORANGE COUNTY EMPLOYEES’

ASSOCIATION (OCEA)
This Side Letter of Agreement (“Side Letter”) is entered into by and between the City of Yorba Linda (“City” or “Employer”) and the Yorba Linda Chapter of the Orange County Employees Association (“OCEA” or “Association”), on behalf of the Yorba Linda Miscellaneous Employees Association (collectively, “the Parties”).

WHEREAS, the Parties are currently bound by a Memorandum of Understanding in effect from July 1, 2024 through June 30, 2027 (“MOU”); and WHEREAS, the Parties met and conferred in good faith, in compliance with the Meyers-Milias-Brown Act (Government Code section 3500, et seq.), regarding the application of Article XXI, Holidays, of the MOU to permanent part-time (“PPT,” 30-hour) employees; and
WHEREAS, Article XXI, Holidays, of the MOU provides, in relevant part:
“(1) Lincoln’s Birthday has been changed to the employee’s birthday, which may be used at any time during the fiscal year,”
and
“(4) If a scheduled holiday otherwise falls on an employee’s regularly scheduled day off, the holiday hours will be converted to floater hours and may be taken at any time during the fiscal year,”
and is silent as to the number of holiday hours to be assigned to a Permanent PartTime employee under subsections (1) and (4); and WHEREAS, following several meet and confer sessions held in 2025, through and including December 8, 2025, between representatives of the City and the Association, the Parties reached agreement on clarifying practices; and NOW, THEREFORE, the Parties agree to modify the status quo terms of the MOU as follows:

1. The City and OCEA agree to clarify Article XXI, Holidays, Subsection (1), of the MOU: The floating holiday granted in place of Lincoln’s Birthday shall be credited to all Miscellaneous employees, including Permanent Part-Time (30- hour) employees, as a nine (9) hour floating holiday on July 1 of each fiscal year. This clarification does not otherwise alter an employee’s ability to use the floating holiday hours at any time during the fiscal year.

2. The City and OCEA agree to clarify Article XXI, Holidays, Subsection (4), of the MOU: when a scheduled holiday otherwise falls on a Permanent Part-Time

Page 396 of 403 ends

employee’s regularly scheduled day off, and the holiday hours are converted to floating holiday hours, the Permanent Part-Time employee shall be credited with seven (7) hours of floating holiday time.

3. Except as specifically amended by this Side Letter, all other terms and conditions of the MOU between the Parties shall remain unchanged and in full force and effect.

4. This Side Letter shall remain valid for the duration of the current MOU and shall carry forward into future MOUs unless expressly renegotiated, modified, or rescinded by mutual written agreement of the Parties.

5. This Side Letter Agreement shall be effective July 1, 2026.

IN WITNESS WHEREOF, the Parties have caused this Side Letter to be executed by their authorized representatives on the dates below.

FISCAL YEAR 2026 STRATEGIC PLAN UPDATE
The San Joaquin Hills Transportation Corridor Agency (SJHTCA) and the Foothill/ Eastern Transportation Corridor Agency (F/ETCA) Boards of Directors received an update on the Agencies’ Strategic Plan activities through Fiscal Year 2026, which ended June 30. The activities adopted in the Strategic Plan are on track, with initiatives progressing in line with original expectations envisioned in the plan to meet the Agencies’ goals and objectives.

Key accomplishments included:
• Strengthened financial position through completion of planned early debt paydowns through FY26, reducing future debt service by approximately $1.9 billion, and adoption of a Pension Funding Policy to address any future unfunded pension liabilities.

Through the Construction Cooperative agreement, F/ETCA is funding the efforts of the California Department of Transportation (Caltrans) to advertise, award, and administer the construction contract. As part of the construction bid phase, Caltrans advertised the project in May 2026, with six competitive bids submitted in July 2026, marking a major milestone toward the start of construction. The lowest bid, submitted by Security Paving Inc., came in at $269 million, which is below the engineer’s estimate and is within the project funding authorized by the Board.

Caltrans is currently conducting its due diligence of bids prior to awarding the construction contract. Following award, the construction contract is expected to begin by the end of 2026, allowing the F/ETCA with Caltrans and partner agencies to move the long-awaited regional mobility project one step closer to serving motorists throughout Orange and Riverside counties. ANNUAL INVESTMENT PORTFOLIO REVIEW FISCAL YEAR 2026
The annual investment review, conducted by the Agencies’ investment advisor, Chandler Asset Management, detailed the Agencies’ investment portfolios for Fiscal Year 2026 (FY26).

In FY26, the Agencies’ combined $1.8 billion portfolio earned $66.4 million in interest, and portfolio returns exceeded assigned benchmarks for the fiscal year ending June 30, 2026. The Agencies’ flexible investment strategies have enabled the portfolios to take action prior to the Federal Reserve lowering interest rates, locking in higher-yielding securities. The portfolio also reflects the Agencies’ strong fiscal management practices and provides the ability for early bond paydown, cash-funded capital programs, and maintains adequate reserves for future uncertainties.

CHIEF EXECUTIVE OFFICER UPDATES
CEO Ryan Chamberlain provided an update on a new wrong-way driver prevention initiative completed in partnership with Caltrans. Eight new flashing LED Wrong-Way signs were installed at key ramp locations along the 241 Toll Road to enhance driver awareness and improve roadway safety. The project reflects the agencies’ ongoing collaboration to identify and implement proactive safety improvements throughout The Toll Roads system.

In addition, CEO Chamberlain highlighted TCA’s participation in the WTS Orange County Transportation Academy, which provides college students with firsthand exposure to careers in transportation. During the program, students toured the 241 Toll Road, learned about TCA’s tolling operations, environmental programs and agency history, and participated in a discussion with senior staff. Chamberlain noted that programs like the Transportation Academy help support the future transportation workforce by connecting students with industry leaders and career opportunities in the field.

CEO Chamberlain closed out his update by requesting the meeting be adjourned in memory of Paul Bopp, a longtime member of TCA’s consultant team who passed away recently. Chamberlain recognized Bopp’s more than two decades of service to the Agencies, noting that his expertise, leadership and commitment to innovation helped shape many of the projects and initiatives that have contributed to the success of The Toll Roads. On behalf of TCA, he extended condolences to Bopp’s family, friends and colleagues.
