CANAL ROAD FOR THE SAVI RANCH PARKWAY IMPROVEMENT PROJECT City Attorney Litfin stated for the record that when the City initially posted the agenda and resolution, the legal descriptions (Exhibits 1–4) were not attached. He noted that the exhibits have since been attached and are now part of the official record and Resolution of Necessity. The exhibits are available at the dais and on the City’s website. a. She noted that the project relies on millions of dollars in federal funding and is subject to a strict schedule. He requested that the item be deferred for at least 30 days to allow for substantive negotiations.

City Attorney Litfin stated that the City has complied with applicable condemnation procedures and that the legal description included in the Resolution of Necessity is accurate. He noted that any differences regarding valuation would be addressed through the negotiation and, if necessary, litigation process and are not at issue with respect to the Resolution of Necessity. Make Determination
Mayor Pro Tem Huang requested clarification regarding the project timeline and funding following comments that there was no urgency. Mayor Pro Tem Huang encouraged staff to continue working with the property owner as the City moves forward. City Attorney Litfin emphasized the federal funding deadline and recommended proceeding due to the $2.4 million at risk. Average maturity represents the average maturity of all securities and investments of a portfolio, determined by multiplying the par or principal value of each security or investment by its maturity (days or years), summing the products, and dividing the sum by the total principal value of the portfolio. The stated maturity date of mortgage backed or callable securities are used in this statement. However the actual maturity of these securities could vary depending on the level or prepayments on the underlying mortgages or whether a callable security has or is still able to be called.

Monthly distribution yield represents the net change in the value of one share (normally $1.00 per share) resulting from all dividends declared during the month by a fund expressed as a percentage of the value of one share at the beginning of the month. This resulting net change is then annualized by multiplying it by 365 and dividing it by the number of calendar days in the month.

YTM at Cost The yield to maturity at cost is the expected rate of return, based on the original cost, the annual interest receipts, maturity value and the time period from purchase date to maturity, stated as a percentage, on an annualized basis.

YTM at Market The yield to maturity at market is the rate of return, based on the current market value, the annual interest receipts, maturity value and the time period remaining until maturity, stated as a percentage, on an annualized basis.

Many custodians use a settlement date basis which may result in the need to reconcile due to a timing difference. If you do not receive a report from the custodian on at least a quarterly basis, please notify your relationship manager at your custodian and PFMAM.

Account Control PFMAM does not have the authority to withdraw funds from or deposit funds to the custodian outside the scope of services provided by PFMAM. Our clients retain responsibility for their internal accounting policies; implementing and enforcing internal controls and generating ledger entries or otherwise recording transactions.

Market Value Generally, PFMAM’s market prices are derived from closing bid prices as of the last business day of the month as supplied by ICE Data Services. There may be differences in the values shown for investments due to accrued but uncollected income and the use of differing valuation sources and methods. Non-negotiable FDIC-insured bank certificates of deposit are priced at par. Although PFMAM believes the prices to be reliable, the values of the securities may not represent the prices at which the securities could have been bought or sold. Explanation of the valuation methods for a registered investment company or local government investment program is contained in the appropriate fund offering documentation or information statement.

Amortized Cost The original cost of the principal of the security is adjusted for the amount of the periodic reduction of any discount or premium from the purchase date until the date of the report. Discount or premium with respect to short term securities (those with less than one year to maturity at time of issuance) is amortized on a straightline basis. Such discount or premium with respect to longer term securities is amortized using the constant yield basis.

Tax Reporting Cost data and realized gains / losses are provided for informational purposes only. Please review for accuracy and consult your tax advisor to determine the tax consequences of your security transactions. PFMAM does not report such information to the IRS or other taxing authorities and is not responsible for the accuracy of such information that may be required to be reported to federal, state or other taxing authorities.

Financial Situation In order to better serve you, PFMAM should be promptly notified of any material change in your investment objective or financial situation.

Callable Securities Securities subject to redemption prior to maturity may be redeemed in whole or in part before maturity, which could affect the yield represented.

Portfolio The securities in this portfolio, including shares of mutual funds, are not guaranteed or otherwise protected by PFMAM, the FDIC (except for certain non-negotiable certificates of deposit) or any government agency. Investment in securities involves risks, including the possible loss of the amount invested. Actual settlement values, accrued interest, and amortized cost amounts may vary for securities subject to an adjustable interest rate or subject to principal paydowns. Any changes to the values shown may be reflected within the next monthly statement’s beginning values.

Rating Information provided for ratings is based upon a good faith inquiry of selected sources, but its accuracy and completeness cannot be guaranteed.

Shares of some local government investment programs and TERM funds are distributed by representatives of USBAM's affiliate, U.S. Bancorp Investments, Inc. which is registered with the SEC as a broker/dealer and is a member of the Financial Industry Regulatory Authority (“FINRA”) and the Municipal Securities Rulemaking Board (“MSRB”). You may reach the FINRA by calling the FINRA Hotline at 1-800-289-9999 or at the FINRA website address
https://www.finra.org/investors/investor-contacts. A brochure describing the FINRA Regulation Public Disclosure Program is also available from FINRA upon request.

Key Terms and Definitions
Dividends on local government investment program funds consist of interest earned, plus any discount ratably amortized to the date of maturity, plus all realized gains and losses on the sale of securities prior to maturity, less ratable amortization of any premium and all accrued expenses to the fund. Dividends are accrued daily and may be paid either monthly or quarterly. The monthly earnings on this statement represent the estimated dividend accrued for the month for any program that distributes earnings on a quarterly basis. There is no guarantee that the estimated amount will be paid on the actual distribution date.

Current Yield is the net change, exclusive of capital changes and income other than investment income, in the value of a hypothetical fund account with a balance of one share over the seven-day base period including the statement date, expressed as a percentage of the value of one share (normally $1.00 per share) at the beginning of the seven-day period. This resulting net change in account value is then annualized by multiplying it by

PERFORMANCE BOND FOR PUBLIC IMPROVEMENTS
KNOW ALL MEN BY THESE PRESENTS:

WHEREAS the City of Yorba Linda, California ("City") conditionally approved a tentative Parcel/Tract Map submitted by Beazer Homes Holdings, LLC, a Delaware limited liability company ("Principal"), identified in City records as Parcel/Tract Map No. 19389(“Parcel/Tract Map No. 19389”). The City imposed various Conditions of Approval for Parcel/Tract Map No. 19389 that require the Principal to perform certain work consisting of, but not limited to, the furnishing all labor, materials, tools, equipment, services, and incidentals for all Public Street Improvements for all portions of Parcel/Tract Map No. 19389 ("Public Improvements");
WHEREAS, the Public Improvements to be performed by Principal are more particularly set forth in the Conditions of Approval for Parcel/Tract Map No.

No.19389 in Resolution No. 2026-5974 ("Conditions of Approval"); WHEREAS, the Conditions of Approval are hereby referred to and incorporated herein by reference; and
WHEREAS, Principal is required by the Conditions of Approval to provide a good and sufficient bond for performance of the Conditions of Approval, and to guarantee and warranty the Public Improvements constructed thereunder.

NOW, THEREFORE, Principal and Berkley Insurance Company ("Surety"), a corporation organized and existing under the laws of the State of Delaware, and duly authorized to transact business under the laws of the State of California, are held and firmly bound unto City in the sum of Two Hundred Forty-six Thousand and 00/100 DOLLARS ($246,000.00), said sum being not less than one hundred percent (100%) of the total cost of the Public Improvements as estimated by the Principal and verified by the City, we bind ourselves, our heirs, executors and administrators, successors and assigns, jointly and severally, firmly by these presents.

THE CONDITION OF THIS OBLIGATION is such, that if Principal, his or its heirs, executors, administrators, successors or assigns, shall in all things stand to and abide by, and well and truly keep and perform the covenants, conditions, agreements, guarantees, and warranties in the provisions in the Conditions of Approval pertaining to the Public Improvements to be kept and performed at the time and in the manner therein specified and in all respects according to their intent and meaning, then this obligation shall become null and void; otherwise it shall be and remain in full force and effect.

FINANCE DEPARTMENT
DATE: OCTOBER 20, 2026
TO: HONORABLE MAYOR AND MEMBERS OF THE CITY COUNCIL
FROM: DONNA MULLALLY, FINANCE DIRECTOR/CITY TREASURER
SUBJECT: APPROVE CONTINUING APPROPRIATIONS AND TRANSFERS FROM FY 2025-26 TO FY 2026-27

RECOMMENDATION

1. Appropriate $4,356,632 in FY 2026-27 for the carryover of encumbrances on June 30, 2026, as detailed in Attachment 1.

2. Authorize a budget amendment to increase the Valley View Golf Cart Crossing project by $16,000.

3. Authorize capital project transfers totaling $8,412,073, as detailed in Attachment 2 to support carryover appropriations.

SUMMARY
The recommendations authorize the carryover of outstanding FY 2025-26 purchase order encumbrances into FY 2026-27 and approve operating transfers necessary to support remaining capital project budgets. These adjustments will allow previously approved purchases and ongoing capital projects to be completed without impacting the FY 2026-27 operating budget.

DISCUSSION
At the end of each fiscal year, some purchases are still in progress that began during the year but could not be completed. The appropriations for those purchases lapse at fiscal year-end unless the City Council reestablishes the appropriations in the new fiscal year.

Open purchases orders are evaluated, and those still in progress are recommended for reappropriation in the new fiscal year.

Additionally, capital projects, which are budgeted as multi-year projects, are often funded by transfers from other operating funds such as Gas Tax, Measure M2, and the Special Reserve Fund. These interfund transfers are budgeted annually and are recommended to be adjusted to match remaining project budgets as of June 30, 2026.

Page 149 of 189 ends

APPROPRIATIONS AND TRANSFERS FROM FY 2025-26 TO FY 2026-27 P a g e | 2
These transfers do not represent any new appropriations, except for a recommended transfer of $16,000 from the Black Gold Golf Club Fund to the Capital Projects Fund for the Valley View Golf Cart Crossing project. The project will install new rectangular rapid-flashing beacons, signs, and pavement markings to improve pedestrian safety. The increase is needed because the lowest responsive bid of $39,295, plus a 15% contingency, exceeds the current budget of $30,000.

FISCAL IMPACT
The recommended carryover of encumbrances represents previously approved purchases from the FY 2025-26 Budget. The FY 2026-27 Budget is not impacted because these purchases were previously appropriated and expected to be expended prior to June 30, 2026.

ALTERNATIVES
Do not approve the recommendations and provide alternative direction.

TO: HONORABLE MAYOR AND MEMBERS OF THE CITY COUNCIL
FROM: PETER GRANT, CITY MANAGER
SUBJECT: RECEIVE AN UPDATE ON THE STRATEGIC PLAN SIX-MONTH

OBJECTIVES

RECOMMENDATION
Receive an update on the Strategic Plan six-month objectives.

DISCUSSION
The Strategic Plan establishes major goals and objectives for the City. It provides the principal guidance for the preparation of the budget and a plan for implementation and accountability. The Strategic Plan is among the City Council's most effective tools to improve services and preserve Yorba Linda’s exceptional quality of life.

The City Council adopted the Strategic Plan in August 2026 and established a Strategic Planning Cycle that reports progress on the objectives every two months. The first progress report is attached. The report will typically document when an objective is complete, has a significant schedule change, or noteworthy milestone. Objectives without a progress report are on time and on budget.

October 20, 2026, highlights include:
 The OCFA Board will consider awarding the design-build contract for Fire Station 10 at its October 22 meeting
 In August, the Strategic Goal to Invest in parks, trails, facilities and infrastructure omitted an objective to: Create and publicize a map of City trails optimized for mobile devices with a target completion date of November 30, 2026  The City is on schedule to fill the Human Resources and Innovation Director position before Thanksgiving. Resolving this vacancy will result in a fully staffed City executive team for the first time since January

TRANSPORTATION CORRIDOR AGENCIES (TCA) EXPANDING TOLL

INTEROPERABILITY TO ILLINOIS
The San Joaquin Hills Transportation Corridor Agency (SJHTCA) and the Foothill/Eastern Transportation Corridor Agency (F/ETCA) Boards approved an agreement to implement one-way interoperability between TCA and the Illinois State Toll Highway Authority (Illinois Tollway), further advancing TCA’s commitment to national toll interoperability and benefitting the Agencies’ accountholders who travel outside California. The agreement will allow TCA FasTrak accountholders to use Illinois Tollway facilities and have tolls billed directly to their TCA accounts, eliminating the need to establish a separate toll account while traveling in Illinois.

The agreement builds on TCA’s innovative one-way interoperability framework, which was developed to expand interstate tolling access while California tolling agencies continue to pursue legislative changes needed for full national interoperability. It also follows the successful implementation of a similar agreement with the North Texas Tollway Authority, through which TCA now processes approximately 17,000 transactions each month for customers traveling on Texas toll roads.

Expected to be implemented in early 2027, the Illinois Tollway partnership represents another important milestone in TCA’s strategic effort to expand interoperability nationwide, improve customer experience, and maintain its leadership role in developing innovative tolling solutions beyond California.

CREDIT CARD AND AUTOMATED CLEARING HOUSE PAYMENT PROCESSING

SERVICES CONTRACT
The Boards approved a contract with Paymentech, LLC, a division of JPMorgan Chase Bank, N.A., to provide credit card and Automated Clearing House (ACH) payment processing services for The Toll Roads. The agreement supports the secure processing of customer transactions, including FasTrak account replenishments, toll payments, and violation payments, which collectively account for approximately 22 million transactions annually.

Selected through a competitive procurement process, Chase Paymentech was identified as the provider offering the best overall value based on service capabilities, pricing, security, and operational efficiency. The agreement reduces TCA’s current annual payment processing costs while providing enhanced services, like the transitioning of all cardholder data to Chase Paymentech as the Payment Card Industry (PCI) compliant third-party provider. Reducing the Agencies’ current PCI scope will decrease costs and resources to maintain annual PCI compliance, allowing the Agencies to focus on its core business operations.

The contract allows continued acceptance of Visa, Mastercard, Discover, American Express, and ACH payments while supporting a secure, reliable, and convenient payment experience for customers.

INDEPENDENT AUDITOR AFFIRMS FISCAL YEAR 2026 FINANCIAL

STATEMENTS
The SJHTCA and F/ETCA Boards of Directors received the audited financial statements for the year ending June 30, 2026.

Page 164 of 189 ends

The independent auditing firm Crowe LLP issued an unmodified opinion – the highest level of assurance that the financial statements are fairly stated in all material respects in accordance with generally accepted accounting principles.

SJHTCA and F/ETCA have received unmodified audits every year since TCA’s inception in 1986. To read the Fiscal Year 2026 (FY26) audited financial statements, visit: Financial Reports | The Toll Roads.

CHIEF EXECUTIVE OFFICER UPDATES
Chief Executive Officer Ryan Chamberlain announced that the Agencies will be honored as “Employer of the Year” by the Orange County Chapter of Women’s Transportation Seminar (WTS-OC) at the organization’s annual scholarship and awards gala in December. The recognition reflects TCA’s commitment to supporting and advancing women in transportation and celebrates the culture of professional growth, leadership, and innovation fostered by the Agencies. Chamberlain congratulated employees and board members on the achievement and noted that TCA will also be featured at the October WTS-OC program, where the Agencies leaders will highlight TCA initiatives and the 241/91 Express Connector Project.

Chamberlain also shared that TCA received two first-place awards and one honorable mention from the California Association of Public Information Officers (CAPIO) for its recently completed history video, Building The Toll Roads in Orange County, recognizing excellence in government video programming statewide. He thanked staff for their contributions and also highlighted TCA’s strong presence at the Mobility 21 Southern California Transportation Summit held October 2, where board members and staff showcased the Agencies’ transportation initiatives and progress on the 241/91 Express Connector Project.

He concluded by inviting board members to save-the-date for the first week in December for the groundbreaking ceremony marking the start of construction on the 241/91 Express Connector Project.

RECOMMENDED ACTION:

Receive and file.

STRATEGIC PRIORITIES:

This item supports the following Strategic Priority 1: Establish and implement a regional vision for a sustainable future.

EXECUTIVE SUMMARY:

A primary responsibility of the Connect SoCal 2050 Subcommittee is to provide direction to staff on the update of Regional Planning Policies that guide the strategies, actions, and investments in Connect SoCal. The most recent Connect SoCal Regional Transportation Plan/Sustainable Communities Strategy (Connect SoCal 2024) was adopted in April 2024 and includes 88 Regional Planning Policies to guide integrated land use and transportation planning. Given the breadth of policies and to build upon the progress of previous plans, the work of the committee per the adopted Connect SoCal 2050: Policy Development Framework is to use the areas of focus to guide the update of policies and strategies for the plan. The areas of focus includes: Demographics and Economic Implications, Transportation Technology and the Future of Transit, and Complete Communities and Housing the Region. This staff report includes preliminary draft policies that streamline and simplify the Connect SoCal 2024 Regional Planning Policies and is intended as a reference point before incorporating further policy direction. These policies will be updated as part of Connect SoCal 2050 development to reflect recent analysis, trends and direction from SCAG Policy Committees as informed by the Connect SoCal 2050 Subcommittee.

BACKGROUND:

Connect SoCal 2024, adopted in April 2024, included Regional Planning Policies1 to provide guidance for integrating land use and transportation planning to realize the vision of Connect SoCal. work. Regional Planning Policies help to inform and align local planning with federal, state and regional goals. They are also a resource for County Transportation Commissions and local jurisdictions, who can refer to specific policies to demonstrate alignment with Connect SoCal when seeking resources from state or federal programs. However, there are no one-size-fits-all solutions in such a diverse region, so it is up to local agencies to identify which are the most applicable Regional Planning Policies. In total, Connect SoCal 2024 included 88 Regional Planning Policies across the plan pillars of Mobility, Community, Environment and Economy.

For Connect SoCal 2050, SCAG needs to update policies and strategies considering recent trends analyses, changes in the policy landscape, emerging technology and other new information about transportation and land use issues. In October 2026, the Regional Council approved the Policy Development Framework for Connect SoCal 2050 which identified 18 distinct policy topic areas.

The attached preliminary draft regional planning policies reflect an initial review by SCAG staff to simplify and streamline the policies by topical area for easier adherence and reference by local partners. The changes do not represent a deviation in the general policy direction set in the adopted Connect SoCal 2024. Through the Connect SoCal 2050 development process, changes and additions to the specific policies can be made based on direction from the Connect SoCal 2050 Subcommittee and SCAG Policy Committees. Next year, these policies will be paired with implementation strategies that articulate priorities for SCAG’s effort in realizing the vision for Connect SoCal.

The Regional Planning Policy areas are:

Mobility
 Complete Streets
 Transportation Safety
 System Preservation and Resilience
 Technology Integration
 Multimodal Integration
 Transportation Demand Management
 Transportation System Management
 Funding the System/User-Fees
Communities
 Complete Communities

RECOMMENDED ACTION:

Information Only - No Action Required.

STRATEGIC PRIORITIES:

This item supports the following Strategic Priority 1: Establish and implement a regional vision for a sustainable future. 3: Spur innovation and action through leadership in research, analysis and information sharing.

EXECUTIVE SUMMARY:

The purpose of this staff report is to build upon the review of regional trends and growth projections initially presented to the April 9, 2026 Joint Policy Committee meeting, providing context for considering policy and strategy updates for Connect SoCal 2050.

BACKGROUND:

In its role as the federally-designated Metropolitan Planning Organization (MPO) for Southern California, SCAG must project housing and transportation for the Regional Transportation Plan (RTP) using the latest planning assumptions and most recent population and employment estimates (42 U.S.C. Section 7401 et seq.). For state planning purposes, SCAG must coordinate RTP development with a statutorily required Sustainable Communities Strategy (SCS). Flowing from these requirements, the Preliminary Growth Forecast for Connect SoCal 2050 becomes the technical underpinning of much of Connect SoCal’s subsequent policy development.

Under the guidance of an expert panel and expert consultants from the Population Reference Bureau (PRB) and the California Economic Forecast (CEF), staff developed a preliminary projection of population, household, and employment growth for Connect SoCal 2050’s 2024-2050 time horizon for the region and its six counties.

In contrast with a conventional population projection, this growth forecast offers a balanced, longterm view for future population, household, and employment growth. Put simply, there must be a plausible number of people for the jobs, and sufficient housing for the people. The required time To: CSC – Connect SoCal Subcommittee

REPORT
horizon is far longer than economic and business cycles, longer than the eight-year Regional Housing Needs Allocation (RHNA) cycle for housing planning, and longer than the time horizon envisioned by many local land use plans, requiring a broader approach than most short-run economic forecasts.

SCAG held a Demographic Panel of Experts meeting on September 9, 2025 to consider plausible and likely levels of seven key inputs to SCAG’s long-range forecast. Panelists included economists and demographers representing industry, academia, and government. Two outside experts, Beth Jarosz of the Population Reference Bureau and Mark Schniepp of the California Economic Forecast, moderated along with SCAG staff. Input assumptions included jobs, births, deaths, immigration, domestic migration, labor force participation, and household formation.

Prior to their meeting, panelists were surveyed on their opinions of future trends. Overall, panelists acknowledged broad unknowns in some areas (e.g. the future of immigration policy) and showed greater consensus in others (e.g. a rebound in birth rates is highly unlikely). Generally, they expect conditions that would result in substantially lower population and job growth than projected in past plan development cycles, and moderately lower household growth.

The latest information, modeling approaches, and top expert insights currently yield a long-range growth projection that is very different from prior RTP/SCS cycles in Southern California. Region-wide population change is expected to be minimal over the next two and one-half decades, the combined effect of lower fertility rates, higher total mortality due to an older population, and changes to federal immigration policy. While projections for the state and nation have also been revised downward in recent years, the magnitude of the decrease is higher in Southern California due to the region’s traditional reliance on foreign immigration to maintain its working age population. As such, the level of future job growth will also be constrained by a lower future population. However, in the long-run, the further integration of Artificial Intelligence (AI) and continued workplace automation suggest that the number of new jobs will bear a weaker relationship to economic growth and development. While the preliminary household projection is also lower than in past plan cycles, the region is still expected to add 850,000 households by 2050 owing to a combination of strong latent demand and the confidence provided by continued state policy supporting a wider range of housing types.

A direct implication of the population projection is accelerated aging – the SCAG region median age was 30.5 in 1990, was 38.8 in 2024, and is now expected to rise to 46.4 by 2050. The changing relationship between population and housing is also apparent – while the region’s average household size has long been slightly above 3.0, in 2024 it was 2.84 and by 2050 it is now projected to drop to

2.49. As with any forecast, there are many factors and events that could change key input 31

assumptions; however, it reflects the most likely future outcome given data trends and expert insights currently available.1
Subsequent to developing preliminary county projections, SCAG disaggregates these figures to the county and Transportation Analysis Zone (TAZ) levels. Between April and November 2026, staff seek to meet one-on-one with all 197 local jurisdictions in the region to review preliminary projections at these spatial scales in addition to several other Connect SoCal-supportive data layers. Jurisdictions have until November 20, 2026 to provide input and comment – more details are available at 1 More detail on the preliminary forecast is available in the March 5, 2026 Community, Economic and Human Development agenda packet:

Projections Recap
‡ Population will remain stable or decline slightly,
and age substantially
‡ Housing growth will be slower than previously
expected, but will continue to exceed population growth ‡ Assumption: new units and supportive policy
will help address existing housing need
‡ Job outlook flat, following low population growth
and AI dispersion, and will be concentrated in
Healthcare and Social Assistance
‡ Average household sizes will be much smaller
‡ Assumption: new units and supportive policy
will help house workers, too
