Yountville Town Council Staff Report

PREPARED BY: John Ferons, Public Works Director
SUBJECT:

Continue the Emergency Declaration for the Town of Yountville Recycled Water Transmission Main Repair pursuant to Yountville Municipal Code 3.32.390

DISCUSSION/BACKGROUND
Pursuant to Town of Yountville Municipal Code 3.32.390, Town Staff shall continue to make reports to Town Council at each regularly scheduled Town Council meeting until the emergency action is terminated by the Town Council. Town Council heard an Administrative Report at the February 21, 2023, Council meeting and determined the need to declare the emergency.

As a reminder, the Town owns and operates a Recycled Water Transmission Main that delivers treated wastewater to the golf course and various vineyard pond customers located on both the east and west sides of the Napa River. That transmission main is a 6-inch PVC pipe that traverses the floor of the Napa Valley from the treatment plant on the west side of the valley to various recycled water customers located on the east side of the valley. It was installed in 1977 and has been in continuous use since its inception. In one location the pipe crosses underneath the Napa River in a direct bury format, it is not installed within a casing pipe or encased in any protective concrete. It is at this location, underneath the Napa River, that a leak has been discovered.

At present the recycled water line has been valved off so, regardless of pump status, no water will enter the pipe with the leak. We will continue to deliver water to our customers on the west side of the river while communicating status to those on the east side of the river.

Update:

Public Works and Utility Staff are in actively working on the following:

1. Continued close conversation with our permit regulators.

2. Developing a temporary solutions to deliver the recycled water while permanent fix is designed.

3. Executing a contract with the Civil Engineer & Geotechnical Engineer to design permanent fix.

4. Negotiating a contract with an Environmental Consulting Firm to acquire environmental permits

5. Meeting with an underground contractor to evaluate directional boring alternatives.

Based on the continued weather and the runoff in the Napa River staff is estimating +/- two months to develop plans after the regular rains cease before the Town gets into the discharge/dilution prohibitions.

Exceptional Town Services and Staff: The Town supports its talented staff who deliver high quality municipal programs and services while maintaining public infrastructure for the benefit of the community. Briefly Explain Relationship to Strategic Plan Goal and Objective. The Town’s Recycled Water Program is critical infrastructure for the benefit of the community. The Recycled Water Transmission Main is necessary for the delivery of recycled water to our contract customers. A quick response facilitated by declaring an emergency is responsible fiscally because it reduces the time and cost associated with performing the repair which will reduce the Town’s exposure to any fines for regulatory non-compliance.

SUBJECT:

Quarterly Investment Report for Quarter Ended March 31, 2023

DISCUSSION/BACKGROUND
This report represents the Town’s investment portfolio for the quarter ended March 31, 2023. The report includes all active Town funds. All investments are in compliance with the Town’s adopted Investment Policy.

The Town’s investments are guided by an Investment Policy, which is reviewed and approved by the Council annually. The Investment Policy was last approved by the Town Council on June 21, 2022. The policy directs that investment goals, in order by priority, are safety, liquidity, and yield. This conservative approach ensures assets are available for use while also allowing the Town to earn additional resources on idle funds and balances the investment portfolio between short-term investments (to meet cash flow needs) and longer-term maturities (to realize a higher rate of return).

The Town currently participates in the State investment pool known as the Local Agency Investment Fund (LAIF). LAIF began in 1977 as an investment alternative for California’s local governments and special districts and is administered by the State of California’s Treasurer. The enabling legislation for LAIF is Section 16429.1 et seq. of the California Government Code.

This program offers local agencies the opportunity to participate in a major portfolio, which invests hundreds of millions of dollars, using the investment expertise of the Treasurer's Office investment staff at no additional cost to local agencies or taxpayers. LAIF is part of the Pooled Money Investment Account (PMIA). The PMIA began in 1955 and oversight is provided by the Pooled Money Investment Board (PMIB) and an in-house Investment Committee. The PMIB members are the State Treasurer, State Director of Finance, and State Controller.

The Town established a Section 115 Trust for Other Post-Employment Benefits and Pension Rate Stabilization with Public Agency Retirement Services (PARS). Town Council adopted a moderate investment strategy and funds are invested in a diversified portfolio. The interest rates shown are for the quarter reported.

The following quarterly report shows cash balances for each fund as of March 31, 2023 in comparison to the quarter ended December 31, 2022. The third column shows the change in cash balances resulting from posted cash receipts, incurred expenditures, and interfund transfers. These cash balances are also used when calculating the quarterly LAIF interest allocation percentages and determines how much interest each fund receives.

The investment portfolio will continue to be closely monitored to ensure the avoidance of risk and to respond to changes in market conditions. This staff report is presented as informational.

Mayor Mohler and Councilmembers:

Thank you for the opportunity to come before you on May 2, 2023, to present the Yountville Chamber of Commerce Annual Report. The leadership alignment between the Yountville Chamber of Commerce and the Town of Yountville is critically important to the economic vitality and quality of life in our community. I am so proud and grateful for our continued collaboration and partnership. I can’t thank you enough! In the subsequent pages you will find an overview of the chamber’s accomplishments from fiscal year 2022-2023. Please note, the statistics in this report run from July 1, 2022 – April 30, 2023. We expect numbers across the board to increase, as we still have two months remaining in the fiscal year. I expect you maybe asking yourself, why isn’t this report being presented at our final meeting in June, to include the final two months of the fiscal year? Like most things, it comes down to scheduling conflicts and an upcoming vacation I have planned with my family. Leaving May 2 is the ideal date for this report and presentation. With that, lets dive into the report! This report is broken down as follows:

1. Yountville Chamber of Commerce Overview

2. Yountville Chamber of Commerce Accomplishments Highlights

3. Marketing the Destination of Yountville
Yountville Chamber of Commerce Overview
We are proud to say the Yountville Chamber of Commerce wears two hats. We serve as a traditional chamber of commerce and as the destination marketing organization for Yountville. We are proud of this dual role, and our partnership with the Town of Yountville and the NVTID – Yountville to market the destination of Yountville. We believe our community is stronger and more successful because of this leadership alignment.

Adopted by our Board of Directors in January 2018, the Yountville Chamber of Commerce Vision and Mission, reflect our organizational priories.

Vision: To be the premier small-town destination.

Mission: Enriching the vibrancy of our community.

In addition to our Vision and Mission, the Yountville Chamber has four key values that drive everything we do, from programming, to member services, to marketing and more. These values are the heart and soul of our organization.

1. Building a Thriving Community: We believe in cultivating strong relationships between businesses. We believe in cultivating strong relationships between businesses and residents.

2. Being Your Champion: We believe in improving the economic well-being and quality of life in our community.

3. Driving Commerce: We believe in providing the tools, resources, and opportunities to help grow member businesses.

4. Promoting Yountville: We believe in marketing and promoting Yountville as the premier small-town destination.

The Yountville Chamber is in a solid financial position. Our income is primary made up of 3 income streams: Membership dues revenue, Town Contract and the NVTID – Yountville contract. We have additional income from event sponsorships, marketing services and our Guest Information Network Partnership with Visit Napa Valley. We continue to look for new ways to grow revenue for the chamber, through marketing opportunities and sponsorship opportunities for our members. We hope to end the year in a financially positive position.

Accomplishments Highlights
This fiscal year was year two of our three-year Strategic Plan. Our Strategic Plan contains four objectives that drive our operations. Goals and metrics are tied to each objective. Numerous tactics are created to ensure achievement of the yearly goals. The Yountville Chamber Board of Directors creates our Strategic Plan each Spring at our annual Board Retreat.

Objective One: Focus on Visitor Promotion to Foster Positive Economic Impact for Yountville and Surrounding Community Objective Two: Connecting and Convening
Objective Three: Run and Effective and Sustainable Business Objective Four: Enhance Member Resources
We have made significant progress against the goals tied to these objectives. I would like to take this opportunity to share some highlights of our accomplishments. I believe these highlights are best shared under the umbrella of our four key values.

BUILDING A THRIVING COMMUNITY
The Yountville Chamber of Commerce is at the intersection of helping businesses succeed and our community thrive. We believe we are uniquely positioned to bring people together to create lasting connections, partnerships and friendships that enhance the quality of life here in Yountville.

Networking Mixers: Our Networking Mixers continue to be incredibly popular, as folks are looking to reconnect with one another. Since July 2022, we have had over 1,400 Business and Associate Members attend. Our June Networking Mixer, will be a Napa Valley Chamber Coalition Mixer, made up of all six Chamber of Commerce. I hope you will join us on Tuesday, June 27 from 5:30 – 7:00 p.m. at Charles Krug Winery for a great event! Associate Member Program: Our Associate Membership is for Yountville Residents who are looking to stay connected with the community, volunteer and stay in the know. The goal of the membership is to foster greater connections between residents, but also greater connections between residents and businesses. The yearly Associate Membership includes 2 people per household. This year alone, we have had 52 new Associate Members join. Bringing the total membership to 144 members.

In 2023, Jessel reached out to all the chambers in Napa Valley, asking us to encourage our members to participate with an event or offer, and for each town to do a special event during the timeframe of January – March. We chose to produce the Yountville Mustard Celebration, featuring wine tasting and mustard bites by Blossom Catering, an event designed and priced for locals, celebrating the season. Jessel was also in attendance, selling beautiful artwork. We had over 160 attend the event, and are already planning for next year, it was a smashing success! BEING YOUR CHAMPION
The Yountville Chamber is a fierce champion for economic vitality in Yountville. Supporting the economic vitality of Yountville has never been more important than it is today.

Yountville 2022 General Election Forum: The General Election Forum, featured all Mayoral and Council candidates, answering questions submitted by the public. Over 120 people attended in person and the video recording was viewed 198 times on our YouTube Channel. Championing this forum as a vehicle for candidates to share their views and to educate Yountville votes was one of the most important accomplishments, we achieved this year.

Napa County Industry and Education Collaborative: I am proud to co-chair this group of education, community and business leaders from across Napa Valley working together to create a countywide workforce development strategy. As the leading issue facing businesses here in Yountville and Napa Valley, it is imperative we are building a talent pipeline of workforce in our own community. It begins with career exploration and education, then career fairs, internships, mentorships, and hopefully leading to young people wanting to live and work in the Napa Valley.

Napa County Career Fair: We partnered with the Napa Valley College, Napa Valley Chamber Coalition and Workforce Alliance of the North Bay to produce the Napa County Career Fair. The Career Fair took place on April 18, over 320 job seekers attended, and 110 employers

DRIVING COMMERCE
We are a catalyst for business growth and strengthening our local economy. At the core of this is providing our businesses with the tools and resources they need to thrive.

Yountville Locals and Industry Day: This program takes place on Mondays, to help drive business on a slower day of the week. Because not all businesses in town are open on Tuesdays and Wednesdays, our members asked us to have this program take place on Monday. To date, we have had 48 businesses participate and over 52 offers on our website. This program will conclude on Monday, May 29, 2023. We will be relaunching with an even cooler program in 2024, can’t wait to share!
Bi-Weekly E-newsletter and Associate Member E-newsletter: A great example of the chamber providing tools our businesses need to thrive are our bi-weekly E-newsletter and our monthly Associate Member E-newsletter. Our bi-weekly E-newsletter features local, regional and state updates, upcoming chamber events, community news, member events and more. The average open rate is 42%, industry average is 21%. Our Associate Member E-newsletter, features community events, chamber events, discounts for members, and more. The average open rate is a staggering 75%! Professional Development Webinar Series: Our webinar series is designed to provide our members with information they wouldn’t necessarily have access to on a regular basis. For instance, this year, our webinars focused on PR crisis management, building a positive workplace culture and 2023 labor laws. Over 230 people have participated in these webinars this year and the recordings are available on our YouTube Channel.

PROMOTING YOUNTVILLE
We are proud to promote Yountville as the Premier Small-town destination. The following section will include more Yountville marketing highlights.

Get Inspired Blog on Yountville.com: Our Get Inspired Blog enables us to tell the story of Yountville and also share experiences at member businesses. We strive to post four blogs a month; upcoming events, member spotlight, community events, and current holiday or activity focused (like hiking or walking for example). We share these blogs across our many platforms, including social media, E-newsletter, in our Yountville Welcome Center and more. We have posted over 33 blogs over the past year, with more coming over the next two months! Yountville Visitor Guide + Yountville Map: The Yountville Visitor Guide, is both printed and available digitally on our website. It features a narrative about the destination, along with sample itineraries, member highlights and our Yountville Map. A total of 25,000 copies were printed and distributed over the past year in Yountville and throughout the Napa

The Yountville Map, is printed twice per year, once in the Spring and one in the Fall. We print 20,000 copies of the Map, it is distributed to all of the businesses in Town, and handed out at the Yountville Welcome Center.

Marketing + Member Emails: We have had great success with our destination marketing email campaigns, but also with our dedicated emails promoting member offers, events, programs, news and more. Our email list consists of our members, but also visitors who have signed up to receive emails about Yountville, total count is nearly 8,000 emails. We have sent over 108 emails in the past year, with an average open rate of 44%. Recently, we sent out a member exclusive email, offering our members first crack at reservations at Ciccio. This email had a 45% open rate, and 10% click through rate, reservations are now sold out for the first month! Marketing the Destination of Yountville
We are proud to partner with the Town of Yountville and the NVTID – Yountville to promote the destination of Yountville.

Our marketing strategy is comprehensive, covering the following areas: Yountville Welcome Center, Yountville.com, Social Media, Digital Marketing Advertising, Public Relations, Event Marketing as well as some radio and print advertising.

Together, with our Marketing Committee, we create our yearly marketing strategy. The Marketing Committee also oversees the progress of our marketing goals. This committee meets every other month.

YOUNTVILLE WELCOME CENTER
We are thrilled to see visitors continue to return to the Yountville Welcome Center. From July 1, 2022 – April 25, 2023, we saw a total of 11,344 visitors. The Yountville Welcome Center features rack cards from our members, visitor information sheets, free magazines, Yountville maps, Napa Valley maps, Visit Napa Valley Guidebook and more. We work collaboratively with Visit Napa Valley and the other Welcome Centers in Napa County to ensure best practices and information. During the past year, our volunteers have made over 6,500 referrals to chamber members. We currently have 34 volunteers helping us at the Welcome Center. We are open seven days a week, Monday – Friday, 10:00 a.m. – 4:00 p.m. and Saturday/Sunday, 10:00 a.m. – 3:00 p.m. Please note, the visitor numbers for April are up until April 25.

In September of 2019, we relaunched the updated Yountville.com and the NEW YountvilleChamber.com. Previously, these websites were combined into one, offering both visitor information and chamber information on one site. It was confusing for users. Now, Yountville.com is only dedicated to promoting the destination, it is our home on the internet.

Since launching Yountville.com, we have focused on growing the content of the website. The website contains member directory pages, featuring robust evergreen and search engine optimized content, events calendar, history of Yountville, our Get Inspired Blog, our virtual Yountville Welcome Center and beautiful photos of the destination. Yountville.com saw 285,358 visitors over the past year. We attribute this continued traffic growth to our digital advertising campaign. The top states to visit Yountville.com: California, Washington, Oregon, Texas, New York. Please note the website visits for the month of April are only through April 18, 2023.

YOUNTVILLE SPECIFIC EVENTS
Event based marketing continues to be a strong avenue to promote the destination. The Yountville Chamber produces events, serves in a marketing support role for events and co-produces events throughout the year to drive traffic to Yountville. Over the years, event marketing has evolved, from single day street festivals, to week-long or month-long events promoting the destination.

Holidays in Yountville: The Brightest Town in Napa Valley Holidays in Yountville took place from November 20, 2022 – January 1, 2023, and featured six weeks of holiday fun. This year’s program offered a calendar of events, the Holiday Gift Guide, opportunities to give back to the Boys & Girls Clubs of Napa Valley, Wreaths Across America, and more. The goal of Holidays in Yountville was to heavily promote the destination and drive commerce to our businesses during the holiday season.

We kicked off Holidays in Yountville with our annual Yountville Town & Tree Lighting. Over 600 people came out to begin the holiday season.

Donating dozens of toys to the Boys & Girls Clubs of Napa Valley and enjoying a sensational performance by Transcendence Theater Company. A big thank you to the Town of Yountville Parks & Rec Department for helping us pull off this very fun event.

Over 70 businesses participated in Holidays in Yountville this year. A total of 162 events were posted on our holiday calendar.

We heavily marketed Holidays in Yountville, generating substantial exposure for Yountville and our businesses. We used the following channels to market the event: Facebook Ads; Google Display Network; Print Advertising; PR efforts; Radio

Email Campaign: 56,000 people emailed, average open rate of 44% Yountville International Short Film Festival
The 6th Annual Yountville International Short Film Festival took place February 2 – 5, 2023 at Bardessono and the Yountville Community Center. The festival featured 16 dedicated screening blocks, cabaret style seating, VIP Cinema experiences and more. The event sold out again this year.

The Yountville Chamber assists with marketing support for this event, including paid Social Media advertising, Radio ads, email marketing, and more. We are already working with event producers on the 2024 festival. We hope to continue to grow the event in awareness and attendance.

Yountville Live and Taste of Yountville
Unfortunately, the most recent producers of Yountville Live and Taste of Yountville will no longer be producing the events moving forward due to changing their business model. While the chamber worked hard to identify a new producer for these events, we were unsuccessful. Most recently, Yountville Tasting Rooms, through our WHY (Wine Hospitality in Yountville) Committee have expressed interest in bringing back Taste of Yountville, working together to produce it. We are in the early planning stages of possibly bringing back a new iteration of Taste of Yountville in 2024. As they say, when one door closes, another door opens!
Yountville Pride Celebration
Born out of our annual planning meeting with our Marketing Committee, is the first annual Yountville Pride Celebrations.

The Yountville Pride Celebrations will take place June 5 – 11, 2023 at various businesses in Yountville and beyond. A total of 19 chamber members are participating, with 16 events. We have partnered with over 25 LGBTQ+ community organizations and allies in Napa Valley to create this program. We will be culminating the week of celebrations with Pride Music in the Park on Sunday, June 11 from 3:00 – 7:00 p.m. at Veterans Memorial Park, featuring live music, family dance party, LGBTQ+ organizations, food trucks and more! A huge thank you to the Parks & Rec team for their partnership on this event.

Additional Community Event
I would be remiss if I did not mention our long-standing commitment to the Yountville Celebrity Chef Veterans Day Luncheon. Our event in November 2022 was the 18th annual! This event began as a way to celebrate and serve a gourmet meal for our Veterans, featuring chefs in Yountville. My predecessor Cindy Saucerman and Chef Bob Hurley created the event in partnership with the Yountville Veterans Home. Over 50 volunteers participated in 2022, along with seven chefs

Major Events
Structure Fires:

On March 30th Engine 12 and Truck 12 responded to a commercial structure fire at the Regusci Winery in Yountville. Upon arrival, crews found one 40’x60’ wooden outbuilding well involved with fire. Crews were able to make a quick knockdown of the fire, preventing any spread to other buildings. The shed was a total loss, as well as 1 car and 1 motorcycle but there were no injuries to civilians or fire personnel.

Other Type Fires:

Yountville personnel responded to multiple other types of fires throughout this quarter.

We responded to multiple structure fires, including a residence on Darms Lane. Upon arrival crews found heavy smoke in the garage, with a quick response we were able to keep fire from spreading to other parts of the structure. Yountville personnel also assisted Napa City fire with multiple structure fires within city limits.

Equipment Maintenance:

Annual ladder testing, inspection, and cleaning has been completed this quarter on all station apparatus.

Training:

We are privileged to be stationed near the Napa County Training Grounds and always stay busy with training. Not only do we try to train daily on various topics with our crew at Station 12, we also have our monthly drills with the surrounding stations. We are tasked with a specific topic for each month and train with multiple other engine crews.

Annually, thousands of hours are dedicated to learning and perfecting our trade so that we may provide the best service available. January kicked off with another Napa County Volunteer Academy. The personnel at Station 12 help train the new volunteer recruits on the fundamentals of fire, rescue, and EMS operations. The pool of students is comprised of recruits from the volunteer stations located throughout the County of Napa. Once completed with the training program, the recruits will be assigned to their respective stations where they will respond to emergency incidents.

Page 3 of 3 ends

Prevention:

We like to be involved within the community not only with special events but spreading knowledge and teaching fire prevention. With daylight savings falling in this quarter we were available to assist residents with battery changing of smoke detectors, a service we are always happy to offer year-round.

Safety Message
Although we have had record levels of rain this winter, the fire season is approaching.

We would still like to remind homeowners of defensible space. We encourage removing dead dry vegetation within 100 feet of your home. For more information on preparing for wildfire and defensible space please visit www.ReadyForWildfire.org.

Staff Report

Yountville, CA 94599
Agenda Item #: 11A
Yountville Town Council Staff Report
DATE: May 2, 2023
TO: Mayor and Town Council
FROM: Celia King, Finance Director
PREPARED BY: Celia King, Finance Director
SUBJECT:

Information regarding existing fees within the Master Fee Schedule and provide related direction, if any.

DISCUSSION/BACKGROUND
Background
At the regularly scheduled Town Council Meeting on April 4, 2023, Town Council considered and approved two Master Fee Schedule (MFS) items; 1. Annual Administrative Update of the MFS and, 2. Adoption of Resolution 23-4197 modifying the FY 23-24 MFS which proposed various increases and decreases of the fee in the MFS.

As a result of those items, Town Council expressed interest in gaining a greater understanding of the Town’s Master Fee Schedule to help them determine if fees can be added, deleted, or revised in the on-going MFS for their purposes as a Town Council. Examples of outstanding questions are; how does the fee schedule work, how are the dollars amounts determined, and how often does it get reviewed, why do we have a pedi-cab fee if there is no pedi-cab in Town?; Why are some fees different for residents as opposed to non-residents; What is the purpose of the home occupation permit monitoring fee?, and; Why do some of the fees include a 25% addition?
The purpose of this this staff informational report is to provide to the Council background information about the Master Fee Schedule, the cost recovery model, and a departmental breakdown of the fees that each department applies to the services they provide. The intent is to provide enough information that the Town Council may make informed decisions about fees in the MFS if the Town Council desires to bring back the MFS as an Administrative item for discussion and direction at a future meeting date. As a Staff Informational item on this agenda, Town Council may ask questions of staff to learn specific detail about the MFS, but the time for action (adding, deleting, or revising specific fees) will be a future administrative item brought forward at the direction of a majority of the Town Council.

Discussion
The Master Fee Schedule (MFS) was developed in 2011 to provide a comprehensive list of fees and charges collected by the Town. Prior to the MFS, the various fees and charges were scattered throughout multiple Municipal Code Sections and adopted Town Council Resolutions.

The purpose of this informational staff report is to highlight some of the more commonly utilized fees and charges.

The following items provide guidance for the establishment of all fees and charges.

Cost Recovery
Fees and charges are established with the intent to recover costs associated with special regulatory programs and services. This shifts the responsibility of the cost to the specific customer and ensures that general taxes are not diverted from general services and thereby used to subsidize unfairly and inequitably such special services.

In accordance with California state law, the Town is not able to make an overall profit on the fees and charges collected. The Town can fully recover its appropriate cost to deliver services, which is why each new fee proposed is accompanied by a calculation showing the methodology for determining related costs.

Many fees are set at actual cost and require that the customer pay an initial deposit towards those costs. If actual costs are less than the initial deposit the customer receives a refund, and if it is more than the deposit the customer is required to pay the additional balance due.

Fee Criteria
When fees are set at a fixed cost, they are determined by the following criteria:
• Maximum fee as determined by applicable state law.
• Governed by Ordinance or Resolution requiring a Proposition 218 process (water and wastewater utility enterprise fund rates)
• Governed by Ordinance or Resolution requiring a vote of the public to change (Business License Tax) • A calculation that includes the cost of staff involved utilizing fully loaded salary and benefit rates with administrative overhead, direct consumables used, and any equipment, vehicle or technology costs involved with service delivery.

Annual Update
As a part of the adoption of the MFS in 2011, the Town implemented a standard methodology to complete an annual review and update to the existing fee schedule. Annual fee increases based on the percentage change in the Consumer Price Index (CPI) ensure that appropriate cost recover targets are met and maintained.

Staff also evaluates existing fees to determine if there has been a change in the amount of staff time involved, technology use, equipment and vehicle use, or consumables use related to service delivery that could result in modifying fees to be higher or lower.

If an established fee is no longer relevant, it is proposed to be removed from the MFS in the next annual update.

However, some fees that are not commonly used remain in the MFS to cover potential situations.

For the purposes of this item, at the Town Council Meeting, Staff will provide details regarding the fees applicable to their department operations and answer Town Council questions. A majority of the Town Council may then direct staff to bring an administrative item to a future meeting for in-depth discussion and consideration of changes.
