Mayor Mohler called the meeting to order at approximately 1:00 p.m.

A motion was made by Council Member Reeves, seconded by Council Member Trippe to Adopt the Agenda. The motion carried by the following vote:

6. BUDGET WORKSHOP
A. Fiscal Year 2023/2024 Budget Workshop #2 ­ General Fund, Special Revenue Funds, Tourism Improvement District Fund, Impact Fee Funds and Debt Service Funds.

John Ferons, Interim Town Manager, and Celia King, Finance Director, introduced the Budget Workshop.

B. General Fund Summary Review
Celia King, Finance Director, presented the General Fund Summary.

C. General Fund Department Review
Eddy Gomez, Town Clerk, Beatriz Becerra, Management Fellow, Julie Baldia, Deputy Director for HR and IT, Celia King, Finance Director, Irene Borba, Planning and Building Director, John Ferons, Interim Town Manager, Samantha Holland, Parks and Recreation Director presented the General Fund Review.

Public Comment – None.

Following Town Council discussion, the Council recommended the following changes:

Non­Departmental – Remove $5,000 for Cleanup Day since it is now budgeted in Fund 29.

Community Promotions – Increase expenditure for Open House/Meet & Greet events from $5,000 to $10,000.

Town Attorney – Increase Assigned for Legal Contingencies to $250,000.

Planning & Building Department – Increase Planning Department contract services from $10,000 to $60,000.

Reduce Building Permit and Plan Check revenue to align with current year actuals.

Add $25/month Deferred Compensation for Town Council members per Resolution 19­3546.

D. Special Revenue Funds Review
