1. CALL TO ORDER; CONVENE SPECIAL MEETING
Mayor Mohler called the meeting to order at approximately 8:30 a.m.

2. ROLL CALL

Present: 5 Mayor Margie Mohler, Vice Mayor Eric Knight, Council Member Hillery Trippe, Council Member Robin McKee­Cant, Council Member Pam Reeves

Absent: None

3. PLEDGE OF ALLEGIANCE
The pledge of allegiane was held.

4. ADOPTION OF AGENDA
A motion was made by Council Member McKee­Cant, seconded by Vice Mayor Knight to Adopt the Agenda. The motion carried by the following vote:

AYES: 5; Mayor Mohler, Vice Mayor Knight, Council Member Trippe, Council Member McKee­Cant, Council Member Reeves
NOES: 0
ABSTAIN: 0

5. PUBLIC COMMENT ON MATTERS NOT LISTED ON THE AGENDA
None.

6. CONSIDERATION AND ADOPTION OF THE TOWN COUNCIL HANDBOOK A. Consideration and Possible Adoption of Resolution Number 23­4219 Adopting the Town Council Handbook.

Brad Raulston, Town Manager, provided the presentation.

Public Comment – None.

Town Council discussed and provided the following changes to the Town Council Handbook:

Add a deadline to submit written public comment (hard copies or electronically) to 4:00 p.m. the day before the Council meeting.

Add the contact person in the Human Resources section.

Create different appointment processes for Boards and Commissions applicants.

Add strategies for creating a more collaborative, effective Council to the Code of Ethics section of the Town Council Handbook.

After the discussion, Town Council took the following action:

A motion was made by Mayor Mohler, seconded by Council Member McKee­Cant to Adopt the Resolution with the aforementioned changes and with the exception of Chapter II, Process for Boards, Commissions, and Committees. The motion carried by the following vote:

AYES: 5; Mayor Mohler, Vice Mayor Knight, Council Member Trippe, Council Member McKee­Cant, Council Member Reeves
