Interests & Experiences
Do you currently live in Yountville? Yes
Are you a Yountville Business Owner? Yes
Are you registered to vote in Yountville? Yes
Why do you want to serve on this Board, Commission, or Committee? Being a local resident as well as a local real estate brokerage owner, I feel that I have a good perspective into both the current residents as well as new residents and how we can all work together for the common goal of keeping this wonderful town we live in as beautiful as we can.

What do you perceive is the role of this Board, Commission, or Committee? The board is responsible for residential use permitting, rezoning requests, change of design of homes/business buildings, lot line changes in town, and general design review of construction projects within the town limits.

How would you represent the interests of the community? Living here and owning a business here, I would take into account the wants and needs of both the town as well as the residents that would best contribute or add to the town as a whole.

What strengths/expertise/special skills would you bring to the Board, Commission, or Committee?
I have been a real estate agent for almost 20 years, and currently own the local Sotheby's International Realty brokerage here in town with my wife. Being in that fi eld has given me a lot of insight into the construction/design process as well as the needs people and communities have within the housing sector. I feel that I can bring a lot of my knowledge to the board that will be helpful in decision making.

Please describe your previous community service and volunteer experience.

I head the efforts for my company each year to give back to our community by coordinating coat drives for the homeless in the winter, giving tree programs for the Boys and Girls Club and Napa Emergency Women's Shelter, Operation With Love From Home to support troops overseas, and Wreaths Across America. I appreciate the opportunity to give back to my community whenever possible.

Anything else you would like to tell us?
I've lived in Yountville for over 20 years and my family history runs deep in the valley as a whole. My family came here in 1901 and we have been here ever since. I love this valley and appreciate your consideration of my application for appointment on this board.

Name, Addresses and Phone numbers of three (3) individuals familiar with your background (Please do not use council members as references).

Interests & Experiences
Do you currently live in Yountville? Yes
Are you a Yountville Business Owner? No
Are you registered to vote in Yountville? Yes
Why do you want to serve on this Board, Commission, or Committee? I consider myself an untapped resource that could be of use to the Town of Yountville. I have a background in art direction and commercial design, as well as a passion for community design and conservation.

What do you perceive is the role of this Board, Commission, or Committee? Representing the Town of Yountville in reviewing matters related to planning and development. To make recommendations to the Town Council on an array of topics. It will vary from month to month, but zoning ordinances, rezones, administrative policies, use permits, development plans, land use, design policies, and more are part of Yountville’s Zoning and Design Review Board.

How would you represent the interests of the community? There will be careful consideration for every decision I make. I take this role very seriously. I deeply care about the Town of Yountville and my community. My neighbors can expect the best from me and feel assured that I will go above and beyond when doing my research before I make a recommendation.

What strengths/expertise/special skills would you bring to the Board, Commission, or Committee?
I began learning illustrating programs, AutoCAD (computer-aided design), and carpentry in 1994. During that time, I worked for film makers, interior designers, and large corporations. I transitioned into visual display for retail and fine art for museums in 2000.

My background is vast. Some of my clients and past collaborators include Citibank, Vogue, Sony, Prada, the Jim Henson Company, Donna Karan, HBO, MTV, and Philips Multinational Conglomerate Company. Working across so many disciplines and with a diverse range of clients has given me the ability to see design concerns in a larger context, which is instrumental when making important decisions.

Please describe your previous community service and volunteer experience.

I served on the Yountville Arts Commission from 2018–2020. I also volunteered to manage the Yountville Arts Commission's social media accounts on Instagram and Facebook during that time. As well as create public outdoor art installations along Washington Street and offer photography for the Town of Yountville's Monthly Newsletter.

Anything else you would like to tell us?
Thank you! Thank you for everything you do for the Town of Yountville. And thank you for your consideration.

Interests & Experiences
Do you currently live in Yountville? Yes
Are you a Yountville Business Owner? No
Are you registered to vote in Yountville? Yes
Why do you want to serve on this Board, Commission, or Committee? Kathy and I have lived in Yountville for 32 years, and our plan is to spend many more here. We have lived in the same house all those years, remodeling twice and most recently building an ADU (I think the first in Yountville, built in 2018/19). Evidence strongly suggests that we are committed to Yountville. I am ready to give something back to our chosen community. The ZDRB most closely matches my interests and learned skills.

What do you perceive is the role of this Board, Commission, or Committee? I appreciate the value of zoning laws. They express a community’s intent to establish a balance between the interests of all its members. In short, to promote a convivial and safe place for us to live together. The necessity of bringing plans to the ZDRB creates a sense of fairness as all must do so prior to building. I perceive the Committee’s role to be an interpreter of the Town’s rules in a way that allows for consideration of the dreams of those that appear with their plan.

How would you represent the interests of the community? The ideal Committee member should be well-versed in the rules, be able to work constructively with other Committee members (and with Town staff and the Council), have the ability to clearly communicate with an applicant, and to listen and make a judgement with respect. I am well prepared to effectively act in this role. This could be my ‘mission statement.’
What strengths/expertise/special skills would you bring to the Board, Commission, or Committee?
Although I haven’t specific training as an architect or house builder, I have exceptional analytical skills, honed over decades of business (as the co-founder of a business based in Napa with thirty employees). I have the ability to absorb detail and concepts and then quickly bring that knowledge to a problem. As a manager, I have learned to listen, am open to new ideas and respectful of different opinions. I work well with others (I prefer being part of a team to acting as a sole operator).

Please describe your previous community service and volunteer experience.

I was a member of the Board of Directors for the Lincoln Theater prior to its closing.

Based on my business experience I took a leadership role in the board with financial oversight of the theater. I also previously served as a Patient Care Volunteer for Napa’s hospice (for nearly 10 years).

Anything else you would like to tell us?
Kathy and I have had dogs for about twenty years, which has given me the opportunity to walk through all of Yountville’s neighborhoods. As our current dogs, and most that we have had, are seniors, these walks are slow, leaving lots of time to consider the diversity of housing and to meet people along the way (where many people are shy about talking with a stranger, a dog or two opens conversations and sharing).

Yountville Town Council Staff Report
DATE: August 22, 2023
TO: Mayor and Town Council
FROM: Eddy Gomez, Town Clerk
PREPARED BY: Eddy Gomez, Town Clerk
RECOMMENDATION:

Consider Appointment of one (1) individual to serve on the Zoning & Design Review Board with the terms of office to commence immediately and to expire on July 19, 2025.

DISCUSSION/BACKGROUND
The Zoning and Design Review Board (ZDRB) was established by Ordinance Number 172 in January 1986. The ZDRB was established to discuss planning matters, consider public comment and offer recommendations to the Town Council. The ZDRB is comprised of five (5) volunteer members serving three-year staggered terms of office. In order to serve on the ZDRB, an individual must reside within Town limits and be registered to vote in the Town.

Desirable applicants will have knowledge of the Town, a commitment to the goals and objectives of the General Plan and be familiar with Yountville architecture. The ability to read building and construction plans is highly desirable. The ZDRB shall make decisions regarding use permits in the R-District, home occupations, second dwelling units, changes in uses in C-Districts, design review in H-Districts and lot line changes. The ZDRB will also hold study sessions and advise the Council regarding amendments to the General Plan, Zoning and Subdivision Ordinances, Capital Improvement Plan and Design review in other zoning districts.

Recruitment Process:

A Vacancy Notice was posted in the Town locations on July 10, 2023, due to the resignation of Board Member Jeri Hansen.

At the close of the application period, the Town received four (4) submissions for the unexpired term. Aimee Cavenecia, Kenneth Deposki, Michael Borck, and Mike Bertolucci were the applicants. Michael Borck communicated to Town Clerk Eddy Gomez his unavailability for in-person interviews due to a prior engagement.

Consequently, he responded to interview questions in writing, which were subsequently submitted to the Council for consideration.

The Town Council Handbook outlines the appointment process, which involves interviews and a ballot-based decision, confirmed at the next regularly scheduled Town Council meeting. However, due to scheduling constraints, the Council opted to waive the protocols and directly appoint the candidate during the present meeting, in consideration of the upcoming Zoning and Design Review Board meeting on September 12, 2023.

Town Clerk Gomez will collect and announce the candidate's name who receives a vote, followed by the announcement of the individual with the most vote count. In adherence to the Town Council Handbook, the applicant securing the most votes will be appointed to the unexpired vacant seat within the Zoning and Design Review Board.

Complete vote tallies for all candidates will be documented for the record in the meeting minutes.
