RECOMMENDATION
Adopt Resolution Number 23-4234 Authorizing the filing of a Notice of Completion and accepting the work for the MT-3024 Measure T Street Rehabilitation on Heritage Way Project performed by J D Pasquetti for a total contract amount of $238,467.96.
DISCUSSION/BACKGROUND
At the July 18,2023 Town Council meeting, Council awarded the MT–3024 Measure T Rehabilitation on Heritage Way to J D Pasquetti, LLC of Lincoln, CA at the bid price of $238,531.50. This project consisted of the rehabilitation of Heritage Way from the court to Finnell Rd. The work limits were street surface from the lip of gutter to lip of gutter, with no work occurred on the concrete curbs.
The project required 1 additional change order totaling $2,227.00 to complete the project. This change order adjusted the asphalt price to cover the increase in the cost of asphalt. The Asphalt Cement (AC) price index specification allows bidders to choose to have the price of certain contract items that utilize liquid asphalt cement (AC) to be adjusted up or down relative to the AC market price. Caltrans tracks crude oil prices and when they fluctuate by more than 5%, unit prices can be adjusted. The cost of asphalt from the time of bid to the time of purchase increased by $4.463 per ton. At 499 tons this equates to an increase of $2,227.00. The contractor formally requested an adjustment to the cost of the asphalt bid item and this adjustment was included in Change Order 1. With this change order, the cost of the project came in $78.50 under the awarded bid price.
Awarded Bid Price $238,531.50
Final field Quantities Total $238,226.00
Change Order No.1 $ 2,227.00
Total Project Cost $238,453.00
All of the work has been completed to the satisfaction of the Public Works Department. By this resolution, the Town Council authorizes the Director of Public Works to execute the Notice of Completion and directs the Town Clerk to file said Notice of Completion with the Napa County Clerk Recorder.
Prior to this project the Pavement Condition Index (PCI) for the Town stood at 77. A 77 PCI is a high number and indicates high quality streets not only within the Napa Valley but the greater Bay Area. With the completion of this project the Towns average PCI is estimated at an even higher score of 79.
