A RESOLUTION OF THE TOWN COUNCIL OF THE TOWN OF YOUNTVILLE ADOPTING THE 2023-2028 PARKS AND RECREATION MASTER PLAN ___________________________________________________________________________ Recitals
A. The Town of Yountville entered a Parks and Recreation Master planning process in fiscal year 2021/22 with the goal of creating a five-year strategy document for the creation, optimization, and maintenance of our community assets and programs.
B. The Yountville Parks and Recreation Master Plan is structured to focus on the whole system, documenting where it stands today and plans for the future. The outcome is a framework for improving and evolving parks and recreation facilities, programs, and services to best serve the residents of Yountville.
C. The benefits of a Master Plan include:
a. Building credibility, support and consensus from community members and stakeholders.
b. Informing citizens about needs and community assets. c. Identifying capital improvement goals and fiscal requirements. d. Positioning the Town for alternative funding opportunities like grants. e. Developing recommendations and an implementation strategy to continue moving forward.
D. The plan document contains information on the benefits of Parks and Recreation; an inventory of our existing programs parks and facilities; general plan considerations; needs assessment and analysis; recommendations and implementation plan; and an inventory of historical documents for reference.
E. Staff presented the draft plan to the Parks and Recreation Advisory Commission in July and September of 2023. The Commission unanimously approved the plan to move forward to the Town Council for adoption at their September 2023 meeting.
Now, therefore, the Town Council of the Town of Yountville does resolve as follows:
1. Adopts the 2023-2028 Parks and Recreation Master Plan and directs staff to begin the process of implementing the plan as appropriate.
2. The Resolution is hereby adopted and becomes effective and in full force immediately upon adoption.
