RECOMMENDATION
Adopt Resolution 24-4244 authorizing the submittal of application(s) for all United States Department of Agriculture (USDA) programs for which Town is eligible and Authorizing Town Manager, to sign the necessary Master Agreements, Program Supplemental Agreements, Fund Exchange Agreements, and /or Fund Transfer Agreements and any subsequent amendments for the allocation and reimbursement of grant funds on behalf of the Town.
DISCUSSION/BACKGROUND
The Town of Yountville is eligible for various State and Federal grant funding. The Public Works Department is actively seeking funds from the United States Department of Agriculture (USDA) including the office of Rural Development Low Interest Loan Program to fund the Joint Treatment Plant Office Modernization Project No.
WW-0011. To apply for these funds the Town must submit a public notice regarding the intent to apply for funds. If adopted, the attached resolution serves as the public notice indicating the Town’s intent to apply for USDA funds.
The project background for the project for which the Town is seeking USDA Funs is as follows. The Town’s Joint Wastewater Treatment Plant Office/Control Building has been in service in its current configuration since 1977. As such, an office modernization project was incorporated into the Capital Improvement Program back in 2019 to address new ADA compliant workspaces, restrooms, and locker rooms to modernize the space, improve workflow, and address modern staffing needs. The construction of the project is estimated to begin, at a minimum, in summer 2024 or later. There are numerous components of the design and pre-construction of the project that are actively being worked on including the detailed infrastructure plans to support the architect’s design, the final construction estimates and project specifications, and securing additional funds for construction.
The Town is actively pursuing available grant opportunities for this work that would require a potential funding match. Grants are competitive and, at times, are not available for this specific work. For this reason, the Town is also working through a low interest loan application with the United States Department of Agriculture (USDA) that would fund the construction of the project. To apply for the low interest loan application, the Town must complete a preliminary engineering report (PER), federal environmental report (ER), make public the intent to apply for funds, and complete the application through the USDA online portal.
The project is currently budgeted under the capital improvement program project number WW-0011 in the amount of $2,000,000. The USDA will reimburse the Town for the full cost of completed construction in the form of a low interest loan. The Town will then make payments over time. The construction is anticipated to be completed in 2025.
