Summary
To ensure worker safety, professionalism, accountability, & transparency, to uphold minimum labor standards, to deliver on budget & on time while keeping promises to the community workforce of a sustainable career pathway independent of future subsidy, we work to prioritize a professional standard in both the public & private sectors.

We advance a skilled & trained, localized workforce with marketable skills through collaborative efforts such as jointly administered Pre-Apprenticeship and Apprenticeship programming that raises up working families including those from underrepresented & underserved communities. #LiUNABuilds Experience

City and County of San Francisco
Jul 2005 - Present (18 years 8 months)
Since 2005, LiUNA! & The City & County of San Francisco has collaborated at the Departmental level as a response to very specific community concerns raised directly to Mayor Gavin Newson in 2004. As major private sector construction work was underway in underserved & underrepresented communities, those community members unable to obtain opportunities on those projects explained to the Mayor that they were being told “You can’t have a job here because you have no experience.” They further explained that they had “no experience because nobody would give them a job.” What resulted was good government, (thanks to Newsom, Public Works Director Ed Lee, Recreation & Parks GM Phil Ginsburg, Labor Leader Oscar De La Torre & others,) collaborating with organized labor on extraordinary, jointly administered, California State certified apprenticeship programs in multiple City Departments that took even better care to maintain our streets, parks & open spaces with subsidized industry training, clearing a community career pathway to certify journey-level workers, and placed dozens & dozens of workers in good full-time union jobs in various trades.

On Tuesday, December 6, 2022, the City and County of San Francisco’s Mayor London Breed, Northern California District Council of Laborers, LiUNA!, Local 261, San Francisco City Attorney's Office and the California Department of Industrial Relations Division of Apprenticeship Standards, signed the first citywide Joint Apprenticeship Committee agreement! This partnership will open up many apprenticeship opportunities for community members to quality city jobs connected to permanent journey level careers in city departments such as San Francisco Recreation and Park Department and SF DEPARTMENT OF PUBLIC WORKS and many others to come and with support from CITYBULD® OEWD and City College of San Francisco!
