A motion was made by Council Member Reeves, seconded by Mayor Mohler to Adopt the agenda. The motion Carried by the following vote:

ABSTAIN: 0
ABSENT: 1; Vice Mayor Trippe
Vice Mayor Trippe arrived shortly after adoption of the agenda and participated in the remainder of the meeting.

6. BUDGET WORKSHOP
A. Town Council to review, discuss, and provide direction to staff regarding proposed Biennial Budget for Fiscal Years 2024/2025 and 2025/2026 – Water Utility Enterprise Funds; Wastewater Utility Enterprise Funds; Utility Enterprise Capital Projects Restricted Fund; Capital Projects Related Special Revenue Funds; Capital Projects Fund; Facilities Repair & Replacement Fund; Fleet, Tools and Equipment Repair & Replacement Fund; Updated General Fund Summary Review.
Town Manager Raulston provided an introduction for Budget Workshop #2 focusing on utility operations and capital improvement program. He noted that Budget Workshop #2 includes information reflecting Council direction provided at Budget Workshop #1.
Council members will ask questions throughout the presentation as needed for clarification.
B. Water Utility Enterprise Funds Review
Public Works Director Ferons and Administrative Services Director King provided information and presented the proposed budget items for this section.
C. Wastewater Utility Enterprise Funds Review
Town Manager Raulston and Public Works Director presented the proposed budget.
A motion was made by Council Member Reeves, seconded by Mayor Mohler to Approve the Water Tank Design project be budgeted in FY 25/26 with discuss held prior to reevaluate timing.
The motion Carried by the following vote:
AYES: 4; Mayor Mohler, Council Member Knight, Council Member McKee-Cant, Council Member Reeves
NOES: 1 Vice Mayor Trippe
ABSTAIN: 0
A motion was made by Council Member Reeves, seconded by Council Member Knight to Approve the Water Reclamation Study be budgeted in FY 24/25. The motion Carried by the following vote:
AYES: 4; Mayor Mohler, Council Member Knight, Council Member McKee-Cant, Council Member Reeves
NOES: 1 Vice Mayor Trippe

D. Capital Projects-Related Special Revenue Funds Review Public Works Director Ferons provided information about the proposed budget.
