3. PLEDGE OF ALLEGIANCE
The pledge of allegiance was held.
4. ADOPTION OF AGENDA
A motion was made by Council Member Reeves, seconded by Council Member Knight to adopt the agenda. The motion carried by the following vote:

6. PROCLAMATIONS AND RECOGNITIONS
A. Presentations from other dignitaries.
Anne Cottrell, Napa County Board of Supervisors presented the Proclamation. Anna Chouteau, Field Representative to Congressman Mike Thompson presented the Congressional Record. Tracy Krumpen, District Director to Cecilia Aguiar-Curry presented the Resolution.
B. Proclamation celebrating the 60th Anniversary of Incorporation.
Mayor Mohler presented the Proclamation to Town Manager Raulston.
C. Tom Bundy - Ad Hoc Historical Committee Member.
Council Member Knight presented the Certificate of Appreciation to Tom Bundy.
D. Nancy Monte – Ad Hoc Historical Committee Member.
Council Member Knight acknowledged Nancy Monte and Denise Jackson, who could not attend the meeting but will receive Certificates of Appreciation from the Town.

E. Ranndy Pina – Ad Hoc Historical Committee Member.
Council Member Knight presented the Certificate of Appreciation to Ranndy Pina.
F. Katelyn Huss – Ad Hoc Historical Committee Member.
Vice Mayor McKee presented the Certificate of Appreciation to Katelyn Huss.
G. Danielle Matteucci – Ad Hoc Historical Committee Member.
Vice Mayor McKee presented the Certificate of Appreciation to Danielle Matteucci.
Town Manager Raulston presented flowers to Parks and Recreation Director Holland.
Commemorative bottles of wine were presented to Public Works Director Ferons and Sean Grinnell, Pound Management, Inc. by Council Member Trippe, and Brendan Kelly, Kelly and Morgan Architect by Council Member Reeves.
7. NON-AGENDA PUBLIC COMMENT
Mayor Mohler opened public comment, receiving none, Mayor Mohler closed public comment.
8. CONSENT CALENDAR
A. Approve the minutes of the regular and study session meetings held January 7, 2025.
B. Receive and file December 2024 Monthly Financial Report.
C. Receive and file December 2024 Quarterly Investment Report.
D. Continue the Emergency Declaration for the Town of Yountville Recycled Water Transmission Main Repair pursuant to Yountville Municipal Code 3.32.390.
E. Adopt Resolution Number 25-4338 approving Amendment No. 2 to the existing Professional Services Agreement (PSA) with Capuzzi Consulting Group Inc., increasing the agreement's maximum amount from $44,325 to $91,325 and authorizing the Town Manager to execute the Amendment.

10. PUBLIC HEARINGS

11. ADMINISTRATIVE / REGULAR ITEMS
A. Adopt Resolution Number 25-4339 approving the display of the Yountville Flag on the Town's ceremonial flagpole pursuant to the Town's flag policy for the month of February annually recognizing the Town's incorporation celebration which occurs on February 4th of each year.
Mayor Mohler invited members of the public to visit the Common Roots Pop-Up Museum for the final showing this evening, encouraging visitors to stop by the legacy video booth. She shared the story of how the Yountville Flag came to be and staff played a video from Robin Pisor.
Mayor Mohler opened public comment, receiving none, Mayor Mohler closed public comment.
A motion was made by Council Member Knight, seconded by Council Member Reeves to adopt the Resolution. The motion carried by the following vote:

12. STAFF PRESENTATIONS AND INFORMATIONAL REPORTS
Town Manager Raulston invited members of the public to attend the upcoming Zoning and Design Review Board (ZDRB) special meeting on Tuesday, February 11th beginning at 4:00 p.m. for a discussion on the Yountville Commons, the regular meeting will begin at 5:30 p.m. as usual. The Yountville Commons item is scheduled to be returned to Town Council on March 4th for conceptual approval. Town Manager Raulston estimated the opening of the Farm Stand to be in April or May.
Public Works Director Ferons provided a brief flood report update due to heavy rain.
13. COUNCIL EXTERNAL MEETING REPORTS
Each member of the Council reflected on the Incorporation Anniversary.
14. ADJOURNMENT
A motion was made by Vice Mayor McKee, seconded by Council Member Reeves to adjourn the meeting. The motion carried by the following roll call vote:
