A RESOLUTION OF THE TOWN COUNCIL OF THE TOWN OF YOUNTVILLE
APPROVING THE PLANS AND SPECIFICATIONS FOR THE MEASURE-T FISCAL YEAR 2025 PROJECT TITLED STREET MEASURE-T WASHINGTON STREET PAVEMENT REHABILITATION, PROJECT NO. MT-3026, AND AUTHORIZING STAFF TO SOLICIT BIDS FOR THE PROJECT.

A. In November 2012, the voters of Napa County approved a ½-cent sales tax known as Measure-T, implemented July 1, 2018, to be used for maintenance, reconstruction, and/or rehabilitation of streets, sidewalks, and transportation infrastructure.
B. At the December 5, 2023, Town Council meeting, Council approved the 5 Year MeasureT plan for Fiscal Years 23/24 to 27/28 which includes the rehabilitation of Washington Street north from Yount Street to the north Town Limits and Webber Avenue from the Vine Trail connection to Yount Street. The project locations were selected to address streets with a lower pavement condition index rating.
C. This project consists of the rehabilitation of Washington Street and Webber Avenue.
D. The design for this project was prepared by Town staff and Pavement Engineering Inc. (PEI) with the construction plans completed in May 2025.
E. The Measure T available budget for this project is $931,251.
F. Staff requests the Town Council approve and adopt the plans and working details and authorize staff to publicly bid the MT 3026 Washington Street Rehabilitation.
G. This project is categorically exempt under Section 15302(c) Categorically Exempt per California Environmental Quality Act (CEQA) Guideline; Class 2, Replacement or Reconstruction.
Now, therefore, the Town Council of the Town of Yountville does resolve as follows:
1. Approve and adopt the design and plans for the MT 3026 Washington Street Rehabilitation.
2. Authorize the solicitation of bids for the construction of MT 3026 Washington Street Rehabilitation.
3. The Resolution is hereby adopted and becomes effective and in full force immediately upon adoption.
