RECOMMENDATION
Adopt Resolution Number 25-4358 approving an amendment to the existing Professional Services Agreement (PSA) with Prunuske Chatham, Inc., increasing the agreement's maximum amount from $44,900 to $60,000 and authorizing the Town Manager to execute the amendment.
DISCUSSION/BACKGROUND
On April 13, 2023, the Town entered into a Professional Services Agreement (PSA) with Prunuske Chatham, Inc. for environmental permitting services as part of the Recycled Water Transmission Main Repair. The Town owns and operates a Recycled Water Transmission Main that delivers treated wastewater to the golf course and various vineyard pond customers located on both the east and west sides of the Napa River. This recycled water transmission line runs under the Napa River and during the 2023 storms, a leak was discovered. Due to the location of the leak under the Napa River, any repair or replacement project would require various environmental permits to meet wildlife and water regulatory requirements. The Town hired Prunuske Chatham to assist with these regulatory permits.
The initial contract was approved by the Town Manager for $44,900. As the project design progressed and a final design was chosen, the environmental permit process required additional services to secure the approval of the regulatory agencies such as the Department of Fish and Wilidlife and the State Water Resources Control Board.
In addition to the increased cost for services during design, it is also necessary to include additional funds for pre-construction environmental biological survey work. The extent of this survey will not be known until the design is finalized and the project is entering construction. The regulatory agencies will issue final permits with conditions the town must follow, including details for the pre-construction environmental biological survey work.
The town recommends increasing the contract by $15,100 to a new total of $60,000. This will cover the additional services during design and services required for the pre-construction environmental biological survey.
Staff recommends that Town Council adopt Resolution Number 25-4358 approving an amendment to Professional Service Agreement #2023-802 with Prunuske Chatham, Inc. to provide consulting services beyond the original scope of work and authorize the Town Manager to execute the Amendment.
