RECOMMENDATION
Adopt Resolution Number 25-4367 approving Amendment No.1 to Professional Services Agreement 2024-891 with BPR Consulting Group for plan check, building inspection, building official, and permit technician services; increasing the cost; and authorizing the Town Manager to execute Amendment No. 1 up to the budgeted amount.

DISCUSSION/BACKGROUND
Since 2015, the Town of Yountville has contracted for plan check, building inspection, and building official services to support the work of the Planning and Building Department. These specialized services ensure the long-term health, safety, and sustainability of the Town’s built environment and provide enhanced customer service to residents and businesses. In 2021, the Town entered into a Professional Services Agreement with BPR Consulting Group (BPR) to perform this work and has been satisfied with the professionalism and expertise of the team.

In 2024, the Town Council approved the current Professional Services Agreement (PSA 2024-891) with a total value of $270,000 to allow for the continuation of BPR’s services through FY24/25 and FY25/26. In addition to the scope of work provided for plan check, building inspection, and building official services, the agreement included a list of supplemental support services.

When the Planning and Building Department was restructured in 2024, the Town began utilizing BPR for parttime permit technician services. The addition of the part-time permit technician has further streamlined building permit intake, review, and issuance processes over the last year. This proposed amendment will increase the value of the Professional Services Agreement to cover the cost of this additional service as well as covering the expense of increased plan check services associated with the 9-lot subdivision and new construction at 1980 Yountville Cross Rd.

The budgets for the existing contract and the proposed amendment are as follows:

FY 24/25 $135,000
FY 25/26 $135,000
Existing Contract Total: $270,000
FY 24/25 $135,000
FY24/25 Amendment $40,000
FY 25/26 $135,000
FY 25/26 Amendment $49,320
Amended Total $359,320
Amendment No 1. Total is Proportioned as Follows:

FY 24/25 $97,700; 01-2115-4240
$43,300; 01-2115-4241
$34,000; 01-2115-4210
FY 25/26 $104,000; 01-2115-4240
$30,000; 01-2115-4241
$50,320; 01-2115-4210
Pursuant to Yountville Municipal Code, procurement of professional services greater than $45,000 requires Town Council approval. Adoption of the Resolution will approve Amendment No. 1 to the BPR Consulting Group Professional Services Agreement and authorize the Town Manager to execute the Agreement.
