RECOMMENDATION
Adopt Resolution Number 25-4365 awarding the bid for the Measure T Fiscal Year 25/26 project Washington Street Pavement Rehabilitation; Project Number MT-3026, to Goodfellow Bros. out of Livermore, CA for $1,248,489, approve a fund transfer from fund 50 projects CP-2025 and ST-0035 to Measure T Fund 25, and authorizing the Town Manager to execute a construction contract, change orders and amendments up to the MT-3026 budget amount.

DISCUSSION/BACKGROUND
At the May 6, 2025, Town Council meeting, Council approved the design plans for the MT-3026 annual street maintenance and paving project for the rehabilitation of Washington Street from Yount Street to the north Town limits and Webber Avenue from, Yount Street to the Vine Trail. These streets were determined through annual pavement condition inspections and the current pavement condition rating of streets. Rehabilitation for this project will consist of lowering the existing utility covers, full depth asphalt repair in failing sections, grinding the existing asphalt, overlaying the street surface with new hot-mix asphalt, and all new traffic markings and improvements for pedestrians and bicyclists. The work will occur on the street surface from the lip of gutter to lip of gutter, with no work occurring on the concrete curbs. The formal bid package was advertised in the construction trade journals and the Town’s virtual plan room beginning May 9, 2025, with a 30-day solicitation period. The Town received four bids that were publicly opened and read aloud on June 10, 2025, at 2:00 pm.

Due to the complexity of the project and current market trends, the bids received were higher than the engineer’s estimate of $1,000,000. The results in order from lowest to highest are as follows: Base Bid Lowest: Goodfellow Bros. $1,248,489.00 Team Ghilotti $1,347,141.00 J.V Lucas Paving $1,382,970.75 Highest: Argonaut Constructors $1,437,279.25 The apparent low bidder was Goodfellow Bros. out of Livermore, CA who upon review is also the lowest responsive and responsible bidder with the base bid price of $1,248,489. The contract will allow for the night work if directed by the town. This may increase the price of the base bid via change order.

With the higher base bid for the project and the anticipated change order for night work, town staff is recommending splitting the cost 2 2 6 5 of the project among various available funds in this fiscal year and next fiscal year. The project budget will cross fiscal years utilizing the full budget available in the Measure T FY 24/25 fund and a portion of the budget in FY 25/26 Measure U fund. In an effort to be fiscally efficient, staff recommends transferring available funds in the FY 24/25 projects CP-2025 ADA Accessibility Improvements Programs and ST-0035 Mobility Plan to MT-3026 Washington Street Rehabilitation Project. Both the CP-2025 and ST-0035 projects will have renewed funds available in FY 25/26 for future improvement projects. Staff requests the Town Council Award the bid for the Washington Street Pavement Rehabilitation; Project Number MT-3026, to Goodfellow Bros. out of Livermore, CA for $1,248,489, approve a fund transfer from fund 50 projects CP-2025 and ST-0035 to Measure T Fund 25, and authorizing the Town Manager to execute a construction contract, change orders and amendments up to the MT-3026 budget amount.
