DISCUSSION/BACKGROUND
The Town Council has identified environmental sustainability as a goal for the Town as an agency, going Yountville Green. As such the Town’s Capital Improvement Program budget incorporates the Town Council Goals to approach capital improvement projects with the intent to incorporate sustainability goals where possible.
The adopted CIP budget includes capital improvement projects for improvements to the gravel parking lot on the south end of Washington Street just south of Veterans Park.
The purpose of ST-0027 Washington Street South Parking Lot project is to replace the existing dirt surface and create permanent parking for buses/limos and residents. Parking lots are traditionally designed with impervious asphalt or concrete surfaces. Public Works is pro-active in trying to meet sustainability goals and as a result the Town is proposing to use a permeable surface and not use impervious concrete or asphalt.
True Grid pavers are a commercial paver with 100% pervious cover, detention, stormwater management, and heavy traffic rated. These pavers are 100% post-consumer recycled HDPE and remain highly permeable for the life of the project. Staff is requesting the authority to purchase the True Grid Pavers in the square footage of the full surface of the gravel parking lot. The final design is not yet complete and the purchase of the full square footage of the lot now will allow flexibility in completing the design at a later date while still securing the pavers.
The estimate for square footage required of True Grid Pavers includes an estimate for taxes and shipping, and a 10% contingency for changes during design is $66,579. The current budget in CIP ST-0027 has sufficient funds to cover the is $66,579 for this purchase. These commercial grade permeable pavers are a specialty item only provided by the company True Grid. Staff will make the purchase using the Municipal Code 3.32.190, B.
Sole Source Purchases:
B. Sole Source Purchases. Commodities or services that can be obtained from only one vendor or one distributor authorized to sell in this area, are exempt from the competitive bidding requirements in Section 3.32.150 and are deemed sole source purchases. Sole source purchases may include proprietary items sold directly from the manufacturer. Approval of any sole source acquisition shall be obtained from the Town Council for an award of a contract or purchase order of $45,000.00 or more.
Staff is requesting Council adopt Resolution Number 25-4366; Authorizing the Procurement of a True Grid Pavers with a Not to Exceed Amount of $66,579 using current CIP Project ST-0027 and authorizing the Town Manager to Execute the Contract up to that Amount.
